Box 2340 6500 Dublin Blvd. Dublin, CA 94568 Dear Mayor: The Office of Traffic Safety, in conjunction with Governor George Deukmejian, is in the process of planning for a Statewide observance of a week-long traffic safety public awareness campaign. On April 23, 1984 the Governor issued a proclamation (copy enclosed) designating the week of October 14-20, 1984 as California Traffic Safety Week. The purpose of this week is to highlight the importance of traffic safety and to provide the framework for a continuing public awareness of traffic safety in the 19801s. The Governor has stated that "public and private institutions, along with concerned individuals, can promote traffic safety by increasing public awareness of safety methods". The issue of traffic safety has become a state and national concern through the public demand to reduce the number of deaths and injuries occurring on our streets and highways. The following statistics point out the magnitude of the problems. In 1983, 4,571 persons were killed and 292,538 injured in traffic accidents occurring somewhere along California's 138,350 miles of public roadways. According to the National Safety. Council, motor vehicle accidents are the 4th leading cause of death for all age groups, and the leading cause of death for persons under age. 45. Over 74% of California's fatal and injury accidents occur within city limits. One out of every 5,507 persons living in California were killed in a traffic accident; one out of every 86 persons were injured; and one out of every 48 licensed drivers were involved in a fatal or injury traffic accident. A traffic accident was reported on the average of every 1 minute, 10 seconds. This office has been designated as the lead department in the planning and implementation phases of traffic safety week. An Executive Committee has been established to provide overall policy and administrative guidance for the program. As outlined in the Governor's proclamation there will be five theme days covering the following areas: Page 2 Monday, October 15 - Railroad Grade Crossing Safety Tuesday, October 16 - Traffic Engineering Wednesday, October 17 - Occupant Protection Thursday, October 18 - Licensing and Education Friday, October 19 - Driving Under the Influence " State committees composed of public and private participants have been selected for each of the theme days. These committees have developed a list of proposed activities that can be conducted at the state and local level. A resource kit to assist you in the implementation of suggested activities is presently being developed. It will include fact sheets, resource guides, sample media releases, and other pertinent information. It is anticipated that the kit will be distributed to you by September 1, 1984. In the meantime, we would like to encourage you to issue a proclamation designating the week of October 14-20, 1984 as Traffic Safety Week in your community. We have enclosed a sample proclamation for your convenience. It would be appreciated if you would forward a copy of your proclamation to this office for inclusion in our report to the Governor on the weeklong activities. The theme for the week is "Traffic Safety - You Make It Happen". Your efforts in supporting this program will help promote traffic safety and will make it happen for the motoring public in your community. O'ROURKE Governor's Highway Safety Representative (916) 445-0527 DPC:bg Enclosures RESOLUTION NO. - 84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN -------------------------------------- RELATIVE TO CALIFORNIA TRAFFIC SAFETY WEEK WHEREAS, the residents of California are a mobile people who use their motor vehicles more than the people of any other state; and WHEREAS, traffic accidents take an unacceptable toll in human life, injury and property damage; and WHEREAS, many such tragedies can be prevented by common sense and the application of safe driving techniques; and WHEREAS, public and private institutions , along with concerned individuals , can promote traffic safety by increasing public awareness of safety methods; and WHEREAS , the State of California is being joined by the private sector in observing October 14 through 20 as Traffic Safety Week ; and WHEREAS, this observance should lead to greater safety on our streets and highways . NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim the week of October 14-20 , 1984 as Traffic Safety Week .
