FINANCIAL STATEMENT: The estimated cost of improvements will be prepared
and incorporated with the 1985-86 update to the 5 Year
Capital Improvement Program
DESCRIPTION The Traffic Study and proposed plan line were
presented and discussed at the City Council meeting of October 22 , 1984 .
Staff outlined proposed changes to Amador Valley Boulevard. The City ' s
Traffic Engineer stated that the current 35 mph speed limit on the western
portion of Amador Valley Boulevard would be studied as part of the City ' s
Office of Traffic Safety Grant . A signal was also recommended at the
intersection of Amador Valley Boulevard and Amador Plaza Road.
The awkwardness of the left turn out of the Library was discussed. Staff
has reviewed alternatives to this maneuver . Staff recommends that a rear
access to the adjacent shopping center be constructed and that exit
modifications onto Amador Valley Boulevard be made to restrict the exit to
right turn only. This solution would require concurrence by Alameda County
( Library) and the shopping center owners . If Council is in concurrence with
this solution, it is recommended that Council direct Staff to pursue this
solution with the two other parties involved.

SUMMARY OF AMADOR VALLEY BOULEVARD TRAFFIC STUDY
WEST OF VILLAGE PARKWAY
I . Purposes
A. To define the future street and lane requirements for Amador
Valley Boulevard.
B. To resolve traffic access issues along Amador Valley
Boulevard.
C. To determine signalization requirements at intersections
along Amador Valley Boulevard.
D. To review and determine striping needs on a short term basis .
E. To review and recommend short term and long term improvement
projects for Amador Valley Boulevard.
II . Recommendations
A. Street Width
1 . West of Village Parkway, from San Ramon Road to Village.
Parkway, the lane pattern should remain as four lanes
divided with separate left-turn lanes at intersections.
B. Intersection Configuration
1. At San Ramon Road, the intersection should be widened to
provide a two-way access on the west leg and to provide
a westbound free right-turn lane. A through lane, a
left-turn lane a free right-turn lane are recommended
for the eastbound approach.
2 . At Amador Plaza Road, the storage length of the
westbound left-turn lane should be increased to 300
feet. Also, it is recommended that the median on the
west leg of the intersection be shortened.
3 . At Village Parkway, it is recommended that an eastbound
right-turn lane be added by restriping the existing
pavement. This improvement will necessitate relocating
a short segment of the existing eastbound bike lane west
of Village Parkway. The storage lengths of the
eastbound and westbound left-turn lanes should be
increased. In addition, a dual left-turn lane is
recommended for the northbound approach. The dual
left-turn lane in the eastbound direction is shown as
part of the concept for the future I-680 interchange.
C. Access
The closing of the median opening east of Amador Plaza Road
is recommended due to the required length of the westbound
left-turn lane east of the Amador Plaza Road intersection.
Because of the required extension of the eastbound left-turn
lane at the Village Parkway intersection, the closing of the
median opening approximately 200 feet . west of the
intersection is also recommended.
D. Traffic Control Measures
1 . Signalization
a. A future traffic signal will be needed at Amador
Plaza Road.
b. Coordination of signals along Amador Valley
Boulevard will be very desirable after installation
of the Amador Plaza Road signal.
2 . Other Control Measures
a. The existing speed limit will be reviewed under the
City Traffic Safety OTS grant.

E. Amador Valley Boulevard Extension
1 . An extension of Amador Valley Boulevard cul-de-sacing to
the west, passing San Ramon Road, has been proposed and
approved. By extending Amador Valley Boulevard
westerly, it will provide better access to the major
undeveloped parcels .
F. New I-680 Interchange
1 . A new full or partial interchange connecting Dublin
streets with I-680 is recommended.
G. Lighting
1 . Repairs and improvements are needed. The City currently
has an on-going lighting improvement program which
includes near term improvement plans for Amador Valley
Boulevard from Dougherty Road to San Ramon Road.
H. Improvement Projects and Priorities
1 . Areas felt to require attention on a short term basis
include the improvement of the Amador Valley
Boulevard/San Ramon Road intersection, the restriping of
the Village Parkway intersection, and the modification
and signalization of the Amador Plaza Road intersection.
A long term need is the construction of a new I-680
interchange.
I . Second Access for the, Library
1. Provide a second driveway on the southeast side of the
library site which would be connected with the Gemco
parking lot in the Dublin Plaza Shopping Center.
2 . Probibit left-turn movements coming out of the existing
library driveway by installing special barriers, which
will force vehicles to make a right turn.

SUBJECT. Dublin Library Access
An issue regarding an alternative access point for the Dublin Library
was raised during a review of the Amador Valley Boulevard Traffic Study
in the Council meeting on October 22, 1984. Because of this , field
evaluations and traffic volume investigations were performed along with
a review of past accident trends in the vicinity of the library. This
memorandum summarizes our findings and recommendations .
Findings
The library has only one existing access point which is located on
Amador Valley Boulevard directly opposite Starward Drive. Currently,
vehicles coming out of the library split to the east and west quite
evenly, and very few go straight through to Starward Drive. Six traffic
accidents have been reported at the intersection of Amador Valley
Boulevard/Starward Drive/Dublin library entrance since January 1981,
which is considerably less than the numbers of accidents recorded for
the other intersections on Amador Valley Boulevard west of Village
Parkway. However , considering that the traffic volume on Starward Drive
is relatively light, the significance of the intersection accident
record should not be underestimated.
Due to the curving alignment of Amador Valley Boulevard and the close
proximity of the Donohue intersection, it is somewhat difficult to make
a left turn coming out the library driveway , especially during peak
traffic periods ,
Recommendations
1. Provide a second driveway on the southeast side of the library site
which would be connected with the Gemco parking lot in the Dublin
Place Shopping Center, (See attached figure, ) This would require
the removal of three stalls in the library lot and four stalls in
the Gemco lot , We have not reviewed the legal aspects of this
connection .

2. Prohibit left turn movements coming out of the existing library
driveway by installing special channelization , The channelization
would also make the outbound through a prohibited movement.
Although both of these measures are recommended , the second driveway
provision can be implemented alone without the prohibition of left turns
at the existing library entrance.
