FINANCIAL STATEMENT:
DESCRIPTION At its meeting of November 26 , 1984 , the City Council
directed Staff to prepare the scope of work and cost of performing a school
safety study.
Attached is a memorandum from the City ' s Traffic Engineer outlining the
scope of work and cost for conducting a school safety study. This study
would not only address the issue of crossing guard locations , but would also
address other issues related to traffic safety for pedestrians and motorists
in the vicinity of local schools . This study and the accompanying
recoi-jimendat ions should also help to mitigate traffic problems that have been
identified by the City ' s Police Department . This study should assist the
Staff and City Council in dealing with requests for crossing guards and
other traffic safety iiieasures in the vicinity of schools in the future .
It is recommended that the City Council approve the scope of work , authorize
the City Traffic Engineer to proceed and authorize a budget transfer of
$4 ,000 .

SUBJECT: Safe Routes to School/Crossing Guards
At the recent City Council meeting , it was requested that TJKM develop a
recommended program for investigating the need for crossing guards throughout
the City. In addition, the program could consider general school-age children
Pedestrian safety throughout the City. I am suggesting a comprehensive but
'no-frills" program as follows:
Task I - Meet with School Officials - 'A meeting at each elementary and junior
high school would be held involving a school representative , the Police
Uepartment and a traffic engineer. The purpose of this meeting would be to
identify pedestrian or other traffic safety problems near each school . We would
also confer with Uistrict officials in order to deal with changing attendance
boundaries or closing or consolidating campuses. This could involve five or six
meetings and result in a list of concerns to identify to the Council for
possible future study. If the Council so chooses, we could also include the one
or two larger private schools in this phase.
Task 2 - Develop Recommended Crossing Guard Warrants - We would develop a
recommended guideline, or warrant, for the placement of adult crossing guards in
the City of Dublin. Since there is already a recommended practice for use in
the State of California, our task would be to review its applicability to
Dublin, and revise as necessary. The State standard is attached.
Task 8 - Apply Recommended Warrant to Dublin - The purpose of this task would be
to determine which locations in Dublin are currently in need of adult crossing
guards, following the application of the proposed warrants. TJKM does not
envision that the warrant, or its application to Dublin, will produce wholesale
changes to the present situation.
Task 4 - On-going School Area Studies - This task, which is optional , would be
to perform any follow-up studies after problems are presented in Task 1. This
could include investigation for STOP signs, crosswalks, warning signs, selective
parking prohibition or even crossing guards . The list of items could be
presented to the Council prior to commencement of any studies.
The following is an estimate of TJKM costs and general schedule:

Task 1 - $1,500 maximum (Two months)
Task 2 - $ 300 maximum (One month, concurrent with Task 1)
Task 3 - $ 700 maximum (Two months, following Task 2)
Task 4 - $2,000 approx. (This would be on-going and is the type of activity that
TJ KM is currently performing for the City. Therefore,
at least some of the costs would, in a sense, not be
new
