The report is inte.ncled to be a background report with an initial inventory of trail feasibility along Zone 7 flood control channels and arroyos. The trails being examined are shown on Fig. 4 Trail Feasibility Inventory. The report also identifies draft Dublin General Plan policies regarding creeks and a number of implementation scenarios for further review. The scenarios identify various agencies that might be responsible for developing, maintaining and patrolling the trails and the flood control channels. The planning process began in mid-August with a meeting between Zone 7 staff and the team from Kent Watson & Associates. Since then over 300 miles have been covered during the site reconnaisance _ phase and over 50 agency and personnel contacts have been made obtaining current planning and site information. ' The initial data collection indicates a strong demand for public access along the arroyos. Local general plans call 'for natural appearing and accessible arroyos. The .arroyos currently .being modified for 'dedication to Zone 7 continue .to be,fchannelized and `are restricted from public access. The paved trail'-along the Arroyo'Mocho through Livermore is popular and receives steady use. ' . Almost =all •of - • • the open arroyos .show evidence of continuous foot traffic (normally -in .`•:"�-:`trespass .of private property) and a few of the fences around Zone -,? �- ' arroyos have been vandalized to provide for access. The concept of public access along the arroyos has received mixed = reviews from adjacent private landowners. Several were contacted by telephone at random and told of the public meeting. ..When informed of the Plan process, their responses varied. Some were predictably concerned about security and privacy. Others, who might gain financially from increased traffic, were favorable to the idea. The Arroyo Management Plan is being prepared at an opportune time. There are many transportation related plans currently underway which will influence land use. This plan will illustrate the opportunities and constraints available for public access along the arroyos. Much i of these data will be consolidated onto working maps and overlays. The implementation ideas resulted from surveying other flood control districts and discussing possibilities with local agencies. Many options are available for construction assistance and funding. Maintenance manpower and operation funds are available from several sources but appear to be limited by location. -The information gathered to date will be presented and discussed at a public meeting on November 13, 1984, at Walnut Grove Elementary School in Pleasanton. The input from that meeting will be combined with the data to form specific plan alternatives. These will be presented in the Administrative Draft Management Plan for Zone 7 review, and will result in a Draft Management Plan for public review and comment. D. Trail Feasibility Inventory r Figure 4 is the result of intensive field reconnaisance. It illustrates existing maintenance roads, underpass or overpass potential, needed bridges and feasible new trails. It identifies the maximum trail feasibility.. It does not represent a special theme. It has not been limited by budgets or public opinion. It is simply a starting point for the public informational meeting. It may be added to, but more likely it will be pared down.. Out of this basic inventory will evolve the alternatives, which will lead to a preferred master plan.; Legend: Existing Trail represents paved trails along .the arroyos. Double Maintenance Road identified those arroyos which have a ,maintenance access road parallel to and on either side of the channel. They may be dirt, gravel or choked with weeds. They may be at the same level or not., Single Maintenance Road identified segments of channel with ,. only one side accessible for maintenance vehicles. . Potential Trail represents those locations reasonably well connected to an attraction or tied to other arroyo trail potentials such that it could become part of a larger network. Inmost cases the arroyos are largely unmodified.. The relationship to passable under and over crossings was = considered as well as topographic and scenic desireability. Some of the potential trails shown in Figure 4 are not gcheduled for future flood control taprovements. For example, Arroyo del Valle east of Shadow Cliffs and the creek east of Chabot College fall into this category.. One should compare the proposed trails against those in Figure 1 to understand the difference., Sponsorship of these trails would be the responsibility of other agencies (city, county or park district) unless Zone 7 sold general obligation bonds to finance the improvements.. .. Over Crossing identifies where under crossings were not practical or possible thereby forcing through trails up onto roadways.: .. Under Crossing identifies those bridges or overpasses with sufficient clearance to permit trail under crossings. The lengths had to be short enough to light the way and give a sense of direction. The elevation had to be high enough to permit dry surfaces during most of the year to avoid recurring maintenance expenses.. Almost all trails undercrossing streets would also have connections to the street., Bridge Needed indicates where a trail may have to span an arroyo to make a connection or change direction to .avoid a barrier.. Point of Interest refers to a collection of recreational, educational or civic sites that may be destinations for trail users., MOM IM I t:- ryT I I Y I I - 23 - ` B. Administrative Structure' - Scenarios' ' . Following is ,an outline of various .scenarios which illustrate some of the.administrative structure options which Zone 7 may adopt in order to pmplement trails/parks public access proposals: 1. Zone 7 would create new staff positions in order to carry out responsibilities to :develop,''maintain and :provide:security for a trails/parks 'system along 'the'flood'control`channels; 'Zone 7 would`continue 'to 'maintairi flood control. channels. 2. Zone 7 would collaborate with the cities of Livermore, Pleasanton and Dublin through contractual agreements where Zone 7 would develop trails/parks along the flood control channels and continue to maintain the flood control channels; the cities would maintain and provide security for the trails/parks system. Z6ne 7 would collaborate with EBRPD, LARPD and the cities of Livermore, Pleasanton and Dublin through contractual agree- ments where respective regional park districts and cities would develop, maintain and provide security for trails/parks along the flood control channels within their jurisdictions and Zone 7 would continue to maintain the flood control channels. 7. Zone 7 would collaborate with citizen volunteer organizations where Zone 7 would obtain the necessary funds to develop trails/parks along flood control channels and the citizen organizations, through contractual agreement with Zone 7,would agree to maintain and provide security for the trails/parks system; Zone 7 would continue to maintain the flood control channels. 8. Zone 7 would collaborate with citizen volunteer organizations where the organizations raise the necessary funding for trails/parks development, maintenance and security - 31 - ("Adopt-a-trail" program) and would enter into contractual ° agreement with Zone 7 to work out specific design and maintenance functions related to Zone 7's responsibility to continue to maintain the flood control, channels. 9. Zone 7 collaborates with citizen organizations where Zone 7 would obtain the necessary funding to develop trails/parks system; citizen organizations through contractual agreement would maintain trails/parks system through volunteer labor and/or paid maintenance staff financed through citizen organizations (in either situation,I, labor -would .be supervised by Zone -7 staff);• ri espective cities of "Livermore, .Pleasanton and Dublin would provide security within their respective jurisdictions 'and EBRPD .and LARPD;would 4pr'ovide� security in unincorporated areas within" the ii,-jurisdict ions 'and the county Sheriff's Department would provide security 'within remaining 'v i~;;..: unincorporated areas Zone 7 :would continue to maintain the flood control channels. . Note that in all of the scenarios above, whatever entities are - responsible for trails/parks system development and maintenance may contract for free labor through the California Conservation 7, Corps, California State Department of Corrections Parole and .." : . :. - Community Services Division and the Alameda County Sheriff's Department.
