FINANCIAL STATEMENT: None
DESCRIPTION: During 1984 the City Council adopted an
objective to review regulations regarding pre-manufactured units .
The term 'pre-manufactured unit ' typically refers to either: 1)
a 'mobilehome ' or 'manufactured housing unit ' built to Federal
Standards and certified by the U. S. Department of Housing and
Urban Development (HUD) , or 2 ) a ' factory built housing unit '
built to Uniform Building Code (UBC) standards and licensed by
the State Department of Housing and Community Development (HCD) .
The California Factory Built Housing Law of 1969 regulates
factory built housing. The State is responsible for all assembly
inspections while the City is responsible for inspecting the on-
site installation. Zoning, architectural and aesthetic
requirements are left to the City.
In 1980 , a State law was passed which prevents a city from
prohibiting the use of mobilehomes on a permanent foundation in a
single family zoning district. The law provides that:
1 - Only certified mobilehomes may be used on a single
family lot.
2 - The City regulates the foundation system and utility
connections .
3 - The City may designate certain single family lots for
mobilehomes use .
4 - The City may apply only those development standards
that apply to conventional housing.
5 - Architectural standards on mobilehomes are limited to
roofing and siding material and roof overhang.
The Alameda County Zoning Ordinance, as adopted by the City,
states that, by definition, the term dwelling unit shall include :

" . . .a one family mobilehome constructed after July 15, 1976 ,
and issued an insignia of approval by the U.S. Department of
Housing and Urban Development and permanently located on a
foundation system. "
Under existing city zoning regulations, a mobilehome
(manufacturing housing unit) or a factory built housing unit is a
permitted use in the single family district and no Site
Development Review (SDR) is required.
The City may revise its regulations for implementing State Law.
For example, the City may establish minimum design standards
(width, appearance of siding, roofing, and foundation screening)
for a mobilehome or may require Site Development Review approval
for factory built housing. Additional background and details are

On February 4 , 1985, the Planning Commission reviewed the
existing City regulations . The Planning Commission found that,
due to the ' nature ' of the community (such as the level of
build-out and the cost of a single family lot) it was very
unlikely that there would be proposals to use mobilehomes or
factory built housing in the City. The Planning Commission and
Staff concur in recommending that the existing zoning ordinance
regulations regarding pre-manufacture units remain unchanged.
