RECOMMENDATION Adopt Resolution authorizing Staff to file a claim for
the allocation of Transportation Development Act (TDA)
funds with the Metropolitan Transportation Commission
FINANCIAL STATEMENT: 1985-86 TDA funds allocated to Dublin estimated at
$11 , 440
DESCRIPTION The City of Dublin has participated in the Transpor-
tation Development Act program for the past 3 years . The funds claimed by
the City under this program have been utilized to provide for paratransit
services to elderly and handicapped residents . The distribution of these
funds is handled by the Metropolitan Transportation Commission (MTC ) .
Alameda County has developed specific criteria for allocating paratransit
funds among the 11 agencies which operate this type of service . It is
estimated that $1 ,439, 495 will be available in 1985-86 for paratransit
programs in Alameda County. Staff representatives of the agencies providing
this service have met to determine the most appropriate method of distribu-
ting the funds . Ninety percent of the funds available are distributed to
agencies based on the percentage of population which is 65 years old and
older, plus the number of transportation disabled. These figures are taken
from the 1980 census . The providers have agreed to distribute 5/ of the
funds available based on performance criteria which will be discussed below
and the additional 5% is retained as a reserve .
The performance criteria utilized for granting additional monies include the
following criteria : % of shared trips ; / of administrative cost ; cost per
trip ; cost per revenue vehicle mile ; trips per revenue vehicle mile ; % local
support ; and fo of fare box. This formula was utilized in the determination
of 1984-85 allocations and the agencies agreed to continue to utilize this
method for the 1985-86 requests . Based on the summary of performance
criteria , the City of Dublin program receives a large share of the
discretionary funds . Of the 11 agencies competing, the Dublin program ranks
#5 and receives 10% of this discretionary fund . Due to the fact that the
type of programs differ, it is difficult to directly compare one program to
the other. For example , some programs provide van transportation, while
others are operating subsidized taxi service . The intent of the performance
allocations is to recognize programs which are capable of providing the
service in an efficient manner. The City of Dublin also receives a higher
ranking due to the General Fund subsidy which is required to meet the cost
of the program. j
Staff has held initial meetings with the Cities of San Ramon and Danville ,
and representatives of the San Ramon Valley Community Center, which operates
the paratransit program. SRVCC has provided a draft budget which will be
revised through negotiation between the Cities and the service provider.
Once a final budget is available , Staff will report to the City Council the
level of subsidy necessary to conduct the 1985-86 Paratransit Program.
Based on the estimated TDA allocation and the draft budget presented by the
Community Center, it is estimated that the maximum City subsidy required
will be approximately $7 , 200 . The division of the subsidy between the
participating agencies is based on the percentage of rides taken by
residents from that community . The residents of Dublin who are qualified to
utilize this program have increased their participation during the past
year. In 1983-84 the City of Dublin participation represented 17/ of the
program. The current year utilization represents 23/ of the riders as
Dublin residents .
At this time it is recommended that the City Council adopt the attached
resolution authorizing Staff to file a claim for the Transportation
Development Act funds with the Metropolitan Transportation Commission for
!Fiscal Year 1985-86.

OF THE CITY OF DUBLIN

AUTHORIZING THE FILING OF A CLAIM WITH THE
METROPOLITAN TRANSPORTATION COMMISSION FOR ALLOCATION OF
TRANSPORTATION DEVELOPMENT ACT FUNDS
FOR FISCAL YEAR 1985-86
WHEREAS , the Transportation Development Act (TDA) , (Pub . Util . Code
Section 99200 et seq. ) , provides for the disbursement of funds from the
Local Transportation Fund of the County of Alameda for use by eligible
claimants for the purpose of Paratransit Services ; and
WHEREAS , pursuant to the provisions of the TDA, and pursuant to the
applicable rules and regulations thereunder (21 Cal . Adm. Code 6600 et seq. )
a prospective claimant wishing to receive an allocation from the Local
Transportation Fund shall file its claim with the Metropolitan
Transportation Commission; and
WHEREAS , the City of Dublin is an eligible claimant for TDA funds
pursuant to PUC Section 99275 et seq. as attested by the Dublin City
Attorney' s opinion of counsel dated March 2 , 1985 ; and
WHEREAS , TDA funds from the Local Transportation Fund of Alameda County
will be required by claimant in Fiscal Year 1985-86 for operation costs of
Paratransit Services .
NOW, THEREFORE, BE IT RESOLVED that the City Manager or his designee is
authorized to execute and file an appropriate TDA claim together with all
necessary supporting documents , with the Metropolitan Transportation
Commission for an allocation of TDA funds in Fiscal Year 1985-86.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to
the Metropolitan Transportation Commission in conjunction with the filing of
the claim; and the Metropolitan Transportation Commission be requested to
grant the allocations of funds as specified herein.

SUBJECT: ELIGIBILITY FOR TRANSPORTATION DEVELOPMENT ACT FUNDS
This communication will serve as the requisite opinion of counsel
in connection with the application of the City of Dublin for an
allocation of Transportation Development Act (TDA) funds .
1 . The City of Dublin is authorized to provide and assist
public transportation by acquisition, construction and
operation of existing or additional transit facilities .
This assistance may be provided directly or by
contractual arrangements with other parties .
2 . The City of Dublin is an eligible claimant for
Transportation Development Act (TDA) funds pursuant to
PUC Section(s ) 99200 et . seq.
3 . I have reviewed the pertinent State and local laws , and
I am of the opinion that there is no legal impediment
to the City of Dublin making applications for TDA
funds . Furthermore , as a result of my examinations , I
find that there is no pending or threatened litigation
which might in any way adversely affect the proposed
projects , or the ability of the City of Dublin to carry
out such projects .

4. SERYICE AREA
Within the city limits of Dublin, Sa Ramon, Danville and to the out-
lying hospitals of Eden in Castro Valley, Valley Memorial in Livermore
and John Muir in Walnut Creek. A few other trips out of the area
may be arranged on an individual basis.
5. TYPE(S) OF SERYICE PROYIDED
Dublin contracts with the dial-a-ride reserve response system of San
Ramon Valley Community Center.
6. DAYS AND H%RS OF OPERATION (BY TYPE OF SERVICE)
Service is available on weekdays between the hours of 8 a.m. and
5 p.m., except during holidays. Phone reservations are taken between
the hours of 9 a.m. and 1 p.m. on days of service operation. It is
preferred that reservations are made 24 hours in advance; however,
same day service is offered when space allows.
7. ELIGIBILITY CRITERIA
Patrons must either be registered by the driver as over the age of
59 years or 'verified by a physician or social worker as being dis-
abled. Because some clients are very isolated, the average trip
length is 9 miles.
8. NUMBER OF PEOPLE ENROLLED IN PROGRAM
Sixty-nine individuals are enrolled.
9 . WAITING LIST
None . Clients are taken as space allows .
10 . FARE STRUCTURE BY TYPE OF SERVICE
Fares are charged according to the number of zones traveled through.
The first zone is the area where the rider is picked-up, the second is
the adjacent zone , and the third zone is the designated area beyond the
second zone . Each one-way trip within a zone costs $0. 75 , with an
additional charge of $0. 75 for each zone traveled through.
11 . LIMITATION ON VOUCHERS (RIDES )
There is no stated limitation on local trips . Trips out of the service
area are accepted on an individual basis .
12 . INCOME CRITERIA
There is no income scale , although clients unable to pay the full fare
of $7. 50 for a book of ten scrip may apply for assistance to the
Community Center' s charitable support fund .
13 . PROCEDURE FOR SALE AND REDEMPTION OF SCRIP
Scripbooks are ordered by phone . Clients receive the Scripbooks from
the driver when the service is used. Individual tickets are redeemed
when a trip is taken.

There are three vans , only two of which are available at any given

17 . CITY SUBSIDY
The City of Dublin TDA allocation has never been at a level which would
support this service . Therefore , the Dublin City Councils has
authorized a subsidy paid by the City' s General Fund. The following
chart indicates a historical record of City support for the program:
