FINANCIAL STATEMENT $40 , 000 (sufficient funds are budgeted)
DESCRIPTION At the July 23, 1984 meeting of the City
Council, the Park and Recreation Commission was assigned the task
of providing the City Council with a list of desired park and
facility improvements for their consideration in developing
planning goals and objectives for 1985 .
In completing this task, the Commission sought input from DSRSD,
Dublin High School, Murray School District and a professional
park planner . In addition, the Commission conducted a field
inspection of sites having potential park and recreational value
to the community. (See Exhibit A) .
As a result of it ' s investigation and deliberations, the
Commission reached the following conclusions :
A. Laypersons can visually assess the general condition
and suitability of park amenities , but do not have the
specific skills required to make sound recommendations
which could have a long range impacts on the provision
of park facilities for the community.
B. Completing random projects at miscellaneous sites might
temporarily improve existing conditions , however this
approach will not contribute to ,the overall development
of a comprehensive park system.
C. The ownership of recreation lands and amenities by
DSRSD and Murray School District places the City in a
nebulous position in assuming the role of community
park planner.
Based on these conclusions, recommendations for park and facility
improvements are as follows :
A. Adopt aggressive park planning goals and objectives
aimed at gaining proprietorship of existing park lands
and amenities under the present jurisdiction of DSRSD
and Murray School District.
B. Secure the services of a Landscape Architect to prepare
a Park Development Plan for the City of Dublin.
Discussion : This project would provide for the
services of a Landscape Architect to develop pre-
liminary improvement plans, cost estimates for the
proposed park improvements and a planning report for
the following park sites :

These plans would enable the City to more accurately
project park improvement costs and more quickly
commence precise park design. The design of the plan
could be such that all of the parks are looked at
simultaneously or the work could be reduced in scope
and done on a park by park basis .
Staff has prepared a Request for Proposal for the Park
Development Plan. (See Exhibit B) . The RFP is requesting that
four separate bid proposals be submitted for each of the
following options .
Option #1
Landscape Architect Services to prepare an individual
Park Development Plan for each of the following park
sites :
Dolan Park 5 Acres
Dougherty Hills Park 90 Acres
East Dougherty Hills Park 5 Acres
Kolb Park 5 Acres
Mape Park 3 Acres
Shannon Park 10 Acres
Option #2

In developing these options , staff took into consideration
current and future ownership of the park sites as well as the
anticipated aquisition and/or development date. By accepting
proposals for each of the options, it allows the staff greater
flexibility in determining the final design of the Park
Development Plan.
It is the recommended that the City Council approve the RFP for
the Park Development Plan and authorize staff to invite
interested firms to submit proposals .

REVISED FACILITY INSPECTION REPORT

SHANNON PARK
A. Community Center. Building
In good general condition
Recommendation:
Install stove in kitchen to accomodate use
for possible Senior Citizen' s Hot Meals
Program and community cooking classes.
Explore the idea of improving ventilation.
Possibly with ceiling fans .
Raise stage in Social Hall to accomodate
storage of tables .
Construct addition to Social Hall or West
Room for storage of chairs and equipment so
that all rooms may be utilized at the same
time Social Hall is being utilized.
Paint inside and out .
Consider installing restroom facilities
downstairs to accomodate handicapped persons.
B. Outside Facilities :
Condition:
Tot Lot: Recently' improved by DSRSD with the
addition of three spring toys and
new tan bark.
Bridge : Light broken under bridge walkway
Creek : Potential danger due to lack of
lighting for security and
visibility.
Recommendations :
Install City of Dublin Recreation Department
identifying sign at front of park.
Extend development of tot lot to incorporate
creative play area for children K-6.
Develop picnic area, including BBQ pits,
drinking fountain, trash receptables and
shaded areas for large as well as small
community/family functions.
Install additional lighting at park to help
prevent safety, loitering and vandalism
problems .
Consider damming the creek for children to
play in the water or create spray fountain.
Irrigation system needs replacement or
repair. There are clear signs of uneven
distribution of water; as well as minor
cracks on the west side of the park .
DSRSD is proposing a quad-type par course
around the peripheral of the park.
DUBLIN SPORTS GROUNDS
Condition:
Fields seems to be in good shape . DSRSD
recently replaced the sprinklers The
bleachers and dugouts are in good condition..
Restrooms are clean and in order. Tiny tot
area in good condition.
Recommendations :
Plant trees to provide shelter from wind.
Currently there is a problem with unequal
water distribution on the fields caused by
% the hard winds .
Install lights on baseball field.
Enlarge snack bar area, more storage room,
and more electrical capacity.
Repair drinking fountain.
Replace bleachers .
Fill chuck holes on field.
Construct additional restroom facilities .
MAPE PARK
Condition:
This park has received recent maintenance
attention from DSRSD. The park grounds seems
to have been greatly improved. There are
three picnic tables with BBQ' s that DSRSD
will be replacing and/or repairing and tot
area is clean.
Recommendations :
Repair drinking fountain.
Re-seed grass .
Install restrooms .
Replace missing park sign.
Upgrade by developing imaginative play
structures . Consider development of
additional recreation facility area on east
side of park.
Replace/remove wooden platform eastern side
of park incorporated in play area.
VALLEY COMMUNITY SWIM CENTER
Condition:
Looks to be fully functioning and in good
condition.
Recommendations :
Need new lane lines .
Install picnic areas with BBQ' s to encourage
additional family and community usage .
Upgrade boiler heater.
Research feasibility of windmill power.
Consider concession area.
Screen planting around solor panel supports .
Level berms to improve supervision.
Repair doors by pool .
Repair heater in office. ,
Install automatic tarps.
In locker room - install "slip guard" on
floors .
Bicycle stands needed in entry to pool area.
JURISDICTION: Murray School District
WELLS INTERMEDIATE SCHOOL
Condition and Recommendations :
Basically in good shape .
There seems to be a water build-up on
softball field.
CRONIN SCHOOL
Condition and Recommendations :
Apparent irrigation problem exemplified by
overwatering in some areas . Underwatering in
others . Fields are in need of weeding and
landscaping.
FREDERIKSEN INTERMEDIATE: /
Condition and Recommendations:
Grounds in fair to poor condition.
Mats in play area are missing.
Glass and debris around facility.
Grass growing on Basketball Courts .
Fields in good condition.
Entire area in need of clean-up.
FALLON SCHOOL.
Condition. and Recommendations :
Condition poor.
In need of weeding and watering.
Nets gone from Basketball hoops.
Drinking fountains need repair.
Murray School District currently leasing
partial facility to Kaleidescope and
Montessorri, non-profit organizations .
MURRAY SCHOOL
Condition and Recommendations :
Fields need higher level of maintenance.
Apparent lack of watering and weeding.
Goal post for soccer needs repair or
replacement.
No nets on basketball courts .
NIELSEN SCHOOL
Condition and Recommendations:
Fields and play area in decent shape.
Grounds need re-seeding and regular watering.
CRONIN PARK
Condition and Recommendations :
The park area needs to be levelled. Existing
mounds provide security and safety problems,
as site is not visible from the street .
KOLB PARK
Condition and Recommendations :
Field in extremely poor condition. Broken
glass , unwatered, unweeded. Site is a health
hazard to residents .
Tennis courts in poor condition. Fence
between courts removed, 8 of 16 lights
broken, 1 net torn down, other net ripped and
in bad condition. There is a definite need
for resurfacing, installation of wind breaks,
new nets , lighting, landscaping and tree
trimming. Consideration must be given to
level mounds in entry to park to provide
visibility from the street and increase
security and safety for participants .
Consider installing par course
(Wells Fargo Bank donation).
Consider skating area.
JURISDICTION: Amador Valley Joint Union High School District
VALLEY HIGH SCHOOL
Condition and Recommendations:
Did not do site visitation. Facility
consists of small building and outside
basketball courts .
DUBLIN HIGH SCHOOL
Condition and Recommendations :
Site in fair condition, but littered
throughout . Baseball diamonds in generally
good condition. Weeds in concrete among
basketball courts . Tennis courts in fair
condition, needing wind breaks, fence repair,
and lighting . Football fields in fair
condition. All fields need more equal water
distribution. Phone in hallway ripped out .
Gymnasium in good condition.

AMADOR LAKES MINI PARK:
Condition and Recommendation:
This is a 3/4 acre site proposal adjacent to
the new 555 unit Amador Lakes development at
the north end of Stagecoach Road.
The proposed development will consist of :
160 - 1 bedroom units .
136 - 2 bedroom, 1 1/2 bath units .
136 - 2 bedroom, 2 bath units
120 - 2 bedroom, 2 bath (larger units )
3 - managers quarters
These units will initally operate on a rental
basis and probably convert to condominiums at
a later date.
The proposed park site does not abutt the
Amador Lakes development . It is 3-4 blocks
away surrounded by single family homes .
Develop a passive park for residents due to
limited area.
Design to invite tranquil natural
environment.
Incorporate trees/ benches, garden, babbling
brook or spray fountain.

Project Description:
The Park Development Plan would provide for the services of a
Landscape Architect to develop preliminary improvement plans,
cost estimates for the proposed park improvements and a planning
report for the following park sites :
Shannon - Park - A ten (10 ) acre community park. Present
development includes a community center, off street
parking, tot lot, small picnic area and grassy open
space .
Mape Park - A three ( 3 ) acre neighborhood park . Present
development includes a tot lot, picnic tables and grassy
open space .
Kolb Park - A five ( 5 ) acre neighborhood park. Present
development includes two tennis courts and grassy open
space .
Dolan Park - A five ( 5) acre neighborhood park.
Undeveloped.
East Dougherty Hills Park - A five ( 5) acre neighborhood
park. Undeveloped.
Dougherty . Hills . Park - Ninety (90 ) acres of open space
situated on a ridgeline. Undeveloped.
Scope of- Work:
Work included in this proposal shall consist of the following:
1 . Through site visitations and meetings with City staff,
prepare two preliminary plan options per park site,
illustrating recommended design and improvement
options .

2 . Present plan options to each of the park neighborhoods
for review and comment .
3 . Modify park designs utilizing input from neighborhood
meetings and represent revised plans to each neighbor-
hood.
4 . Present completed plans to the Park and Recreation
Commission (2 meetings) .
5 . Prepare the Park Development Plan Report for staff
review and comment. The report should include a brief
analysis of each site, it ' s development potential, a
summary of recommended improvements for each site and
a reduced preliminary plan with development cost
estimates for each site .
6 . Present the completed report to the City Council for
approval .
Bid proposals should be prepared for each of the following four
options and include the approximate fee or general cost range and
a proposed timetable for completion .

as well as that person ' s experience and position with the
firm.

Selection Process:
Seven (7 ) copies of your proposalishould be submitted to the City
Manager by 12 : 00 noon, Following a
review of the proposals, the City may elect to conduct interviews
with qualified firms .

1 . Experience on similar jobs
2 . Education and experience of key personnel
3 . Ability to meet schedules
4 . Quality of completed work
5 . Proposed schedule and fee
6. Stability of firm
