DESCRIPTION The President of the Alameda County Solid Waste
Management Authority has contacted the Mayor requesting consideration by the
City Council of the establishment of a Technical Advisory Committee to the
Alameda County Solid Waste Management Authority..
The City Managers have been meeting as a formal group to review and provide
input into a proposal which would permit the importing of municipal waste
from San Francisco to the Altamont Landfill facility. This review has also
included representatives from the Dublin San Ramon Services District and
other sanitation districts which control refuse franchise agreements within
the County. The review by administrative staff from each member agency will
provide the Authority with a detailed report on the implications of the
proposed amendment to the County Solid Waste Management plan..
The Authority has recognized that this type of assistance may be helpful on
other issues which are anticipated to arise in the future. Therefore, they
have suggested the development of a Technical Advisory Committee to the
Authority which would consist of the Chief Administrative Officers of each
member agency to the Authority. Ms.. Ganong has requested that the City
Council endorse the creation of the Committee and authorize the City Manager
to participate as a member.
Staff recommends that the City Council consider the request and direct Staff
as appropriate.

Dear Mayor Snyder:
The Alameda County Solid Waste Management Authority is evaluating an
amendment to the County Solid Waste Management Plan to permit the disposal of
municipal waste from San Francisco in the Altamont Landfill Facility.
The complexity of the issues involved in this proposal required the
assistance of the chief administrative officer of each member agency of the
Authority to evaluate alternatives for action. Their response is graciously
provided and appreciated by the Authority.
The Authority recognizes the value of this assistance to address other
issues which will arise in the future with this and other proposals. The
Authority feels that the managers and administrators should be constituted
into a Technical Advisory Committee to the Authority to consolidate their
collective abilities to focus on public administration and fiscal issues which
will arise.
The Authority wishes to formalize this Technical Advisory Committee and is
asking that you and your Council endorse the creation of the Technical
Advisory Committee and authorize your City Manager to participate on it. The
efforts of this committee will be valuable to the local jurisdictions as well
as the Authority and improve the efficiency and coordination of solid waste
planning matters in the County.
The Authority will appreciate your early consideration and authorization
for your City Manager to participate.
