RECOMMENDAT Determine what, if any, direction the City of Dublin
should provide to the Board of Supervisors regarding
the process involved with the proposed hearing
regarding the land swap between the Navy and Alameda
County
FINANCIAL STATEMENT: None
DESCRIPTION Alameda County Supervisor Fred F. Cooper, representing
the Third District, has contacted both the Mayor of Dublin and the Mayor of
Alameda regarding the proposed Board of Supervisors hearing regarding the
Navy land swap issue. The hearing has been scheduled for September 24, 1985
at 2: 00 p.m.
The Alameda County Board of Supervisors have expressed an interest in
providing the United States Navy with Alameda County land near Fairmont
Hospital. The intent would be for the Federal Government to develop
military housing on the property. In exchange for 175 acres at the Fairmont
site, the County would receive 150 acres at Camp Parks. This property is
adjacent to existing County holdings . The Navy would then be required to
provide the Army with a land parcel somewhere in the United States.
Subsequent to the release of this proposal , Congressman Fortney "Pete" Stark
has introduced a bill which would require that the Camp Parks property be
auctioned. Congressman Stark has also provided in his proposed legislation
for specific payments to be provided to the East Bay Regional Parks District
in exchange for property which they now hold adjacent to Camp Parks, and to
Dublin San Ramon Services District which currently provides water and sewer
services to Camp Parks.
Supervisor Cooper has suggested that it may be appropriate for the agencies
involved to discuss the process for conducting the public hearing on this
issue. Staff has contacted Congressman Stark' s legislative aide regarding
this issue. It is our understanding that Congressman Stark is still looking
for direction from the involved agencies on this issue. They have
emphasized that his offer to drop the legislative proposal was contingent on
the various agencies reaching agreement as to the most appropriate
disposition of the property.
At the regular City Council meeting on March 11, 1985, the City Council took
a position of opposing the proposed land swap. The discussion related to
this decision focused on a consensus that development of property for
commercial and industrial purposes should be undertaken by the private
sector and not the public sector. The land swap proposal would have the
property at Camp Parks transferring from the Federal Government to the
County Government. It was also noted that the Federal taxpayers would
achieve the greatest benefit through income generated by selling the prime
. commercial industrial property at Camp Parks to a private developer.
It is recommended that the City Council present any comments related to the
process in which they feel a public hearing should be conducted and advise
the County Board of Supervisors as appropriate.

The enclosed newspaper clipping is self explanatory.
The county has now scheduled a hearing on the Navy land swap
issue on September 24 at 2 p.m. Hopefully that gives everyone
time to prepare for a hearing in which the concerns of Dublin and
the concerns expressed in San Leandro can be heard and we can
then prepare a list of the various concerns that need to be
addressed by the county and the Navy as they proceed down the
line.
I believe the Navy and the two cities should talk to Chairman
Santana about how the hearing should be handled, who should speak
first, what the county staff should say, etc.

Dear Anne and Pete :
I enclose herewith a copy of a letter I read to our Board
Tuesday with a suggestion that they agree at this time to
schedule a public hearing. No one else on the Board was
willing to commit to a pubic hearing at this time, but
depending on what happens at the meeting with Congressman
Stark on August 4 that may still be possible later .
You may want to consider letting other Board Members know of
your concerns .

re : Hearing on possible Navy Land Swap
Dear Charlie, Ed, Bob and John :
Our hearing on the above subject which was scheduled for
July 30 has been dropped pending a scheduled meeting
August 4 involving Mr . Santana, Mr . Campbell and
Congressman Stark . I would like to request that we
schedule a hearing on the morning of August 20 and invite
Congressman Stark to attend or, if necessary, schedule a
hearing at some other time when he can attend or at least
send a representative.
In requesting a hearing on this subject I have the
following concerns :
1. As you know we have a severe housing shortage in the
Bay Area as just confirmed by a report from ABAG.
Increasing the supply of Navy housing means that
those Navy families are no longer competing with the
rest of us for housing, particularly in,-tbe Oakland,
Berkeley, San Leandro area.
2. The Navy has indicated that the Fairmont site is its
number one choice because of its proximity to Oak
Knoll Naval Hospital and because it will help solve
housing problems of Navy personnel in Alameda,
Treasure Island and San Francisco, where the Navy is
J in the process of assigning the O.S. S. Missouri .
Adding Navy housing in Concord may help Navy person-
nel at Mare Island, but is not going to be of much
benefit in Alameda and San Francisco.
3 . The City of Dublin has a Sphere of Influence extend-
ing to its East, but it can only get there if the 150
acres of land at Camp Parks is eventually owned or
controlled by a private developer . The Army' s will-
ingness to continue calling this land surplus is
likely to diminish when it know the land is

supposed to be sold and none of the money will go to
the Army and some will go to park agencies and other
local agencies . Because the Army and Navy are both
part of the Defense Department, it will of course be
much easier for the Navy to persuade the Army to
cooperate than it will be for any of the rest of us .
If we are able to get that land into private owner-
ship then the land the county owns at the Santa Rita
frontage will become more valuable by several million
dollars, as far as private development is concerned,
because it will then have non-freeway access to Dub-
lin so the proposed land swap both provides the Navy
with needed housing at the location where it is needed
and also increases the value of county land which will
become surplus in a few years.
I believe we need to still schedule a hearing on the
subject for the following reasons :
1 . Even if a majority of the Board should vote not to
proceed with the subject further I believe it is
desirable to hear the pros and cons in a public
hearing rather than make decisions only following
private discussions .
2. I had contemplated that the public hearing would
enable us to spell out in detail what the specific
objections of the neighbors are and thereby in-
form the Navy and the county more specifically
what problems need to be addressed in order to
make further progress on the subject. For ex-
example, I have a letter from a resident of the area
who tells me the only reason he signed a petition
in opposition to the project was because he was
told that the people living in the proposed project
would come through Bayo Vista on a continuation of
either Lakeview, Hillview and/or Starview Avenues,
whereas our Public Works people tell me the only
access will be through Fairmont Drive. It may
well be that a public hearing will show that a
lot of the opposition is from people who are afraid
of the unknown and who will really have no objection
to/ the project once they have more specific informa-
tion.
3 . I would also like a public hearing in that I would
like to hear from Congressman Stark whether he is
aware of any bills of this nature which have passed
the Congress in the past ten years, since it is my
understanding that there are certain specific pro-
cedures set out in the law for disposing of surplus
federal land and that this bill violates those pro-
cedures and that such violations have strongly been
opposed in the past by such congressmen as Congress-
man Jack Brooks of Texas, Chairman of the House
Government Operations Committee. I am concerned that
without more information than we have now
that all we have at present is a bill that
five years from now will have gone no further
than the bills which were introduced in 1980
on the subject of the Oakland Raiders going to
Los Angeles. I do not believe that anyone in-
volved, the county, the Navy, the Navy personell,
the City of Dublin, and even the people in San
Leandro desire that we enter into a situation
where it takes two or three years to learn that
the bill is never going to move in the Congress
and that therefore we need to start working on
this subject all over again.
For the reaons set forth above I would urge that we set a
hearing on August 20 and of course indicate to Congressman
Stark that we would be happy to change the date if that is
more convenient to him or whatever representative he
should care to send to our hearing.
