Direct staff to continue negotiations for the Fallon School site with the Murray School District FINANCIAL STATEMENT $73 , 650 . 00 - 1984 Senior Center Act Funds Requested $50 , 00 . 00 - Operating Costs to be incurred in FY1986-87 DESCRIPTION At the February 25, 1985 regular meeting of the City Council, staff was directed to conduct a needs assessment of Dublin Seniors . In addition, the Council authorized staff to request an RFP for 1984 Senior Center Bond Act Funds . The Needs Assessment has been completed and a compilation of the results is attached (Exhibit A) . Approximately 500 surveys were distributed with 219 responses received. Of the 219, 29% were Dublin residents , 34% were San Ramon residents, 19% were Pleasanton residents, and the remaining 18% were from neighboring Valley communities . Eighty percent of those surveyed were currently members of an organized senior club or group. Socialization, trips and bingo, in that order, were the main reasons for club membership. Those who did not participate in organized clubs were either too busy (26% ) , the location was inconvenient (16% ) or transportation was a problem ( 9% ) . Of those Dublin residents who responded, 44% said that they currently attend a Senior Center . Eighty two percent responded that they would attend a center if it was available . Design features for the proposed Senior Center ranking the highest among Dublin residents were 1) Kitchen, 2 ) Snack Bar/Lounge, 3 ) Multi- purpose Room and, 4 ) Crafts Room. Services that Dublin residents would like to see provided in a center include 1) Adult Education Classes , 2 ) Counseling Services, 3 ) Medical Screening, 4 ) Hot Meals - weekdays and, 5) Information and Referral . Activities most highly desired were 1) Bingo, 2 ) Sewing/Knitting, 3 ) Exercise Classes, 4 ) Craft Classes and, 5) Cards . The completed application forms for 1984 Senior Center Bond Act (SCBA) are also attached (Exhibit B) . SCBA funds can be requested for acquisition, renovation, construction, equipment and/or program startup costs . Funding will not be provided for operating costs . In addition, applicant agencies must provide a 15% match which can be in the form of a cash contribution or an in-kind contribution . ----------------------------------------------------------------- ITEM NO.- 6 AGENDA STATEMENT - Senior Citizens Center Page Two A total of $73, 650 . 00 is being requested by the City in the following areas : Renovation $53, 500 . 00 Equipment 5, 300 . 00 Program Startup Costs 14, 850 . 00 TOTAL REQUESTED $73 , 650 . 00 Senior Center Bond Act Funds will not be made available until April of 1986 . Staff feels that this gives the City and the Murray School District sufficient time to complete the sale and transfer of ownership on the multi-use room at Fallon School . It is estimated that it will take 3-4 months to make the necessary improvements to the multi-use room. Thus having it ready for occupancy by late August of 1986 . Staff anticipates that approximately $50, 000 will need to be added to the Recreation Department budget for FY1986-87 to staff and run the center. Alteration/Renovation - The Dublin Senior Center will be housed in a former elementary school multi-use room. In order to adapt the facility for use by senior citizens, the following renovation must be done: 1) Facility must be brought into compliance with Title 24 requirements. This includes total renovation of the bathrooms and limited renovation to the remainder of the structure 2) Interior and exterior painting 3) Replacement of windows, doors, and draperies 4) Rewiring of the electrical panels to separate the power at the facility from the remainder of the school. 2. NEED FOR THE PROJECT Unmet Senior Center Need The City of Dublin has approximately 996 adults age 55 and over. Currently there is no Senior Center Facility in Dublin. There is not a congregate meals site in Dublin. Recreation programs and human services are extremely limited for senior citizens in Dublin. Senior housing is extremely limited in Dublin and the surrounding Tri-Valley area. In a recent survey of seniors, transportation, housing, health care and a meals site were seen as the most critical needs of senior citizens in Dublin. At present, there are two Senior Centers within a 10 mile radius of Dublin. One center, in San Ramon, is overcrowded and not equipped to provide the essential programs and services desired by seniors . The other center, in Pleasanton, is not acessible to Dublin residents by public transportation. There are currently two organized senior citizen clubs in Dublin with a combined membership of over 400 who have to lease space to conduct weekly business meetings and social events . Both of these groups have stressed the need for a facility that they could call home . The proposed Dublin Senior Citizens Center is the first step in attempting to meet the needs of the senior adults in our community. The Senior Center would serve as a focal point for the delivery of services to older persons and help agencies to provide services in an accessible fashion. The center makes it possible for services to be available at a single, familiar and convenient location. When health and social services are located under one roof, it is more likely that these services will be used. Determination of Need Extensive public involvement was utilized in determining the need for the Senior Citizens Center. The issue was addressed at two meetings of the City Council and three meetings of the City ' s Park and Recreation Commission. As a direct result of these meetings, the Senior Citizens Coordinating Council of Dublin was formed. The purpose of this Council is to bring together the Senior Citizens in Dublin and to identify the seniors needs and desires in relation to health, housing, welfare, transportation and a senior center. l � 1 PROGRAM NARRATIVE (Page Three) Applicant' s Name IName of Senior Center City of Dublin I Dublin Senior Center II . USE OF THE SENIOR CENTER FACILITY Location The proposed Dublin Senior Citizens Center is located in central Dublin in a well-established residential neighborhood. It is located about one mile away from major shopping areas and is one-half mile away from the City' s main thoroughfare . The proposed valley bus service will be operable by December of 1985 and will provide service to within one-half mile of the Center. Dial-A-Ride, a valley transportation service for the handicapped and senior citizens , will provide transportation to the Center. The Center itself will have adequate onsite parking as well as slanted curbs and ramp entrances for handicapped accessibility. Physical Structure Upon completion of the renovation to the structure, the Center will meet all applicable architectural barrier codes and building codes . The facility has 6, 362 square feet of available space including a commercial kitchen, a multi-use room with a dining capacity of 197 and assembly capacity of 300, a meeting room and bathrooms . The entire site is - on one elevation and is adjacent to a future five acre park site . The possibility exists of expanding the programs and services into the remaining school site if the need arises . Proposed Senior Center Program The Dublin Senior Citizens Center will be open Monday through Friday from 9am-5pm. In addition, the Center may be open on designated evenings or weekends . There will be a non-restrictive membership policy with seniors from all areas welcome . The City of Dublin conducted a needs assessment on Dublin Seniors and found that the following services were most highly desired: 1) Adult Education Classes , 2 ) Legal Counseling, 3 ) Medical Screening, 4 ) Hot Meals - weekdays, 5 ) Information and Referral Services, 6) Housing Counseling and 7 ) Social Security Counseling. Therefore, the Center will provide services in the aforementioned areas . Preliminary contacts have been made with service providers who have assured their cooperation in expanding their services into the Center. Senior Center staff will work with the Seniors to initiate recreational programs . Another important aspect of a well-rounded senior center program is providing an atmosphere where seniors feel comfortable to just drop in and perhaps simply sit and visit . When seniors were asked why they belonged to senior clubs and why they would want a center, the main reason was socialization and companionship. III . CAPABILITY OF THE ORGANIZATION TO COMPLETE THE PROJECT AND PROVIDE ON-GOING PROGRAMS/SERVICES Agency ' s Administrative Capacity The City of Dublin operates under a Council/Manager form of government . Members of the Council are directly elected by residents of the community, and the Mayor is chosen from the City Council by the City Council . The City Manager, who serves as administrative officer of the City, is appointed by the City Council and is responsible for carrying out the policies of the City Council. Most services for which the City is responsible, are provided through contracts with either the County of Alameda or private contractors . The Senior Citizens Center will be under the direction of the Recreation Department . The Director of Recreation will hire a Senior Citizens Coordinator who will be responsible for managing the Senior Center as well as working with the seniors to develop programs . It has been stated that most older adults are not only capable of doing for themselves, but prefer not to "be taken care of" . It is the departments philosophy that seniors should be able to take the initiative in conducting many of the programs and activities which will take place at the Senior Center. In addition, we believe that seniors who are involved in assisting with the operation of the center will take more pride in the facility and benefit more greatly from its programs . Community Support The Senior Citizens Center has been a community project from it 's inception . A small group of seniors banded together to solicit the support of the senior community and in turn the City Council. The seniors themselves have discussed the possibility of fundraisers and have investigated the availability of corporate donations . The required community match will be the building and grounds currently known as Fallon School which the City is purchasing from the School District. Project Readiness By the time the funds are available in April of 1986, the project will be ready to go. We are currently in the process of determining the required structural modifications and drawing up plans and specifications . The work will be done on a contract basis with RFP ' S available in early 1986. As stated earlier, the building is being purchased from the school district. The District is waiting to hear from the State Department of Education as to the lowest legal amount for which the City can purchase the building. We anticipate having title to the building by the time that the funds are available. IV.. COST EFFECTIVENESS OF THE PROPOSED PROJECT When contemplating the establishment of a Senior Citizens Center, the City considered the availability of existing structures/sites as well as the availability of land for purchase and construction of a new facility. Within the City limits of Dublin, there is very little uncommitted land, and what is available, is extremely expensive . Existing structures, on the other hand, are more readily available . The elementary school district in Dublin, the Murray School District, has recently closed three schools in Dublin. One school site, Fallon School, appeared to be ideal for use as a Senior Center . The District was willing to sell a portion of the site to the City at below market value thus making it a cost-effective proposal . It was determined that by purchasing a portion of an unused school site, both the City and the District would benefit, which in turn benefits the community. Although the facility will be primarily. a Senior Citizens Center, the Recreation Department plans to make use of the facility in the evenings and on weekends when it is not being utilized by the Seniors . By allowing the facility to serve as a multi-use facility, it becomes more cost effective . The interior and exterior maintenance will be contracted for thus eliminating the need to purchase costly maintenance equipment and supplies . It is anticipated that the landscaping will be done in part by volunteer senior labor. By allowing the seniors to take part in the landscaping of the building, it will build a sense of ownership in the facility. Approves the filing of an application for funding under the Senior Center Bond Act of 1984 . 2 . Certifies that the senior center will be available for use by all senior citizens . 3 . Certifies that said agency has or will have sufficient funds or other resources to operate and maintain the senior center funded under this program; and 4 . Certifies that said agency will comply with all federal, state, and local environmental, public health, relocation, affirmative action, and clearinghouse requirements and all other appropriate codes, laws and regulations applicable to the project; and ,.r S• y RESOLUTION NO. -85 Page Two 5 . Certifies that the project included in this application conform to the Area Plan on Aging for the Planning and Service Area in which the senior center is located; and 6. Appoints the Director of Recreation as agent of the City of Dublin to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests , reports, and so on which may be necessary for the completion of the aforementioned project.
