HomeMy WebLinkAboutItem 7.1 Status Rpt 1985 Goals and Objectives M E M O R A N D U M C) TO : City Council FROM: City Manager SUBJECT: Status Report on 1985 Goals & Objectives DATE : December 5 , 1985 Attached to this memorandum is a status report on the 1985 Goals & Objectives which was requested at the City Council meeting of November 25 , 1985 . As you may recall , this report is typically prepared in a more detailed format each year during the month of February for the City Council . Historically, the City Council has reviewed the status of past years goals and set priorities for the upcoming year goals at that .meeting. The attached report only addresses the status of goals which were adopted by the City Council at its last goal setting meeting in February of 1985 . It does not include projects that were added during the year which have required additional staff time . An up-to-date report for calendar year 1985 , including added projects , will be presented to the City Council in February. Staff has also included a status report on 1985-86 Capital- Improvement Projects that have been assigned to Santina & Thompson. This report does not include projects which have been completed this year, but rather only those that remain to be done . ----------------------------------------------------------------- = COPIES TO: ITEM NO. 1985 GOALS & OBJECTIVES STATUS REPORT DECEMBER., 1985 PROGRAM AREA/GOAL STATUS A. Administration 1. Fire Services Study Draft alternatives analysis has been prepared by Consultant and is under review by Liaison Committee members 2. DSRSD Services Study Garbage portion of study complete with City undertaking steps to assume garbage franchise role; remainder of report to be completed by January 1986 3. City Offices Study Property negotiations underway on Imperial Freeholds Site 4. Business License Ordinance Draft Ordinance prepared, however, no substantial progress on making necessary revisions or developing report for City Council since February 1985 5. Codification of City Ordinances Legal Analysis prepared by Book Publishing Company is being reviewed by City Attorney's Office 6. Cable TV Franchise Negotiations Negotiations have been completed 7. Shannon Center for City Council This goal is not being pursued Meetings B.Finance 1. Budget 1985-86 Budget completed 2. Capital Improvement Program 1985-86 Update to CIP completed 3. Mid-Year Financial Forecast Forecast will be presented in early February 4. Accounting Function Review Partially completed; Finance Technician recruitment nearly completed 5. Annexation of Camp Parks and Prezoning approved; application materials are presently being assembled to submit surrounding area to LAFCO during the month of December 4. Downtown Ad Hoc Committee Committee has been formed; Downtown Planner has been hired; Recommendations for selection of Economic & Transportation Consultants for Downtown Study have been made 5. Evaluation of Contract Complete Additional Suggestions 2. Engineering 1. Amador Valley Boulevard Complete Residential Traffic Study 2. San Ramon Road Assessment Dist District has been formed; Phase I improvements near completion; Phase II frontage improvements to be constructed as part of San Ramon Road Phase II construction 3. Dublin Boulevard Extension Aerial maps of area are presently being flown; preliminary discussions have been held with Colonel Pelligreno of the Army 4. School Safety Study Complete 5. Library Access Dedication of an easement to the County Library across Gemco property is anticipated as part of the Gemco Store expansion 6. Contract Review Complete H. Recreation 1. DSRSD Park Disposition Report on parks, recreation and aquatics has been prepared by Hughes, Heiss & Associates and is presently being reviewed by the City's Liaison Committee 2. Kolb Park Acquisition & The City has received notice from the Murray School District that it is interested Development in selling several parcels on the Fallon School site. The School District is proceeding with the development of a tentative map. City Staff is working on alternative design proposals for the park. The City also has a landscape architect currently on contract with the City to design Kolb Park but is waiting-for a definite configuration prior to proceeding. 3. Enhance Shannon Center Proposals for the building improvement plan will be accepted until December 27th. It is anticipated that the bid should be awarded by January 31, 1986, with the architect to begin work on the plans immediately thereafter. Singer & Hodges has been retained to design preliminary improvement plans and cost estimates for the park at Shannon. It is anticipated that this process should be complete by March, 1986. 4. 90 Acre Dougherty Hills Complete; Singer & Hodges developing recreation plan for open space; City Engineer Acquisition working with Developer regarding the installation of fencing. 5. Teen Program The Recreation Department is currently working with San Ramon, Pleasanton and the Livermore Area Recreation & Park District to initiate teen activities. Plans include a ski trip in January, a trip to shopping outlets in San Francisco in February, a car rally in the spring, and a battle of the bands during the summer. The City Recreation Department has been meeting with a group of interested Dublin teenagers to develop programs. A teen dance is scheduled for December 20, 1985 at the Shannon Center. 6. Undertake Senior Needs Assessment Assessment complete; Application for Senior Center Bond Act monies pending 7. Enhance Existing Park & Recrea- Phil Singer has been retained to develop a park development plan for 6 park sites in tion Sites the City. Tentative completion date March, 1986. 8. Develop Joint Use Agreement Recreation Department is currently utilizing both elementary and high school with School Districts for use facilities on a per-class or per-event contract. To date, an overall joint use of recreation facilities agreement has not been pursued. 9. Plan & conduct an unstructured This program is presently offered at Murray School and Nielsen School (& Shannon after school recreation play- Center when Nielsen School is not available) . Average daily attendance at Murray is ground program 40 and at Nielsen 32. 10. Increase class offerings by Class offerings have increased steadily over the past 4 quarters. In fall of 1985, 25% over 1984 and conduct 85% the Department offered 53% more classes than in the fall of 1984. Over the past 4 of classes offered quarters, the Department has shown an increase each quarter from 53% to 76% of classes conducted. 11. Conduct 6 special events during The Department has conducted 4 of the 6 special events, including St. Patrick's Day the year celebration, 4th of July family picnic, Halloween party, & Pepsi hotshop basketball competition. Future plans include breakfast with Santa, an Easter egg hunt and a flea market garage sale. 12. Sponsor 1 public service program This goal has been met with 3 public service programs being offered during winter of each quarter 1985, 1 during spring and summer of 1985 and 3 during fall of 1985. 13. Review need for revision of In progress to be completed for Council review in late January rental policy at Shannon Center 14. Increase utilization of Shannon Utilization has increased by approximately 10%. Center by 15% over 1984 15. Install Recreation Department . This will be pursued as part of the park development plan Identification Sign at Shannon Center I. Public Safety 1. Narcotics Enforcement One man narcotics unit has been working under the direction of a Detective Sergeant since August, generating 17 search warrants in the City of Dublin. The unit has participated in joint ventures with Pleasanton, Eden Township Substation, Livermore and San Ramon Police Departments. 2. Increase Neighborhood Watch Currently 57 neighborhood watch groups are operating, 33 were organized in calendar Groups year 1985. Arroyo Vista has just been organized. Amador Lakes and The Springs apartment complexes are due to have neighborhood watches shortly. A new companion program, "Self-Help", will be offered in conjunction with current programs in the near future. 3. Increase Foot Patrol Unable to meet goal of increased foot patrol due to reduction in reserve volunteer hours. Regular patrol remains consistent in hours devoted to foot patrol. 4. Increase Merchant Alert Merchant Alert program remains at 23 participating businesses. No other interest Participation is shown by other businesses. It appears that the program has coaxed out regarding additional participation. Those participating are active and the program is still viable. 5. Increase number of media The Police Television Show has been increased from 1 weekly airing to twice weekly. presentations Two major news stories highlighting child safety and neighborhood watch ran first page in the Tri Valley Herald. 6. Vehicle Abatement Program Presently being reviewed by Building Official 7. Contract Review Staff has arranged meeting with representatives from the GAO's Office and the Sheriff's Office. The review itself is anticipated in January 1986. Additional Suggestions 8. Traffic Enforcement The Department continues to receive high demand from community for neighborhood traffic enforcement. The Department is attempting to meet those requests within staffing constraints. The number of traffic citations issued are consistent with 1984. 9. Annual Vehicle/Home/Business There has been little demand for this service except in the business community Inspection Programs where 3 retailers requested complete security checks of their premises. The Department has only had 2 requests for residential security checks. Much of the need has been met through the Neighborhood Watch Programs. J. Disaster Preparedness 1. Develop Emergency Response Plan Staff has contacted Alameda County and a private consulting firm regarding their ability to develop a plan. It is anticipated that the proposal and contract will be presented to the Council in January 1986. 2. Hazardous Materials Ordinance The County of Alameda is presently implementing a program dealing with hazardous materials throughout the County. Staff will request a presentation by Alameda County after the first of the year. 3. Communication Equipment No progress to date. Additional Suggestions 4. Development of transportation Preempted by State of California restrictions on vehicles transporting hazardous materials 5. The City has appointed representatives to the Authority 2. Bus Shelters No progress to date pending action by Transit Authority regarding routes and stops 3. Commuter Parking Issue has been discussed with BART regarding need for commuter parking; commuter parking will also be addressed as part of Downtown Study 4. Paratransit Service Review Complete 5. Evaluate issues of truck parking Complete 6. Southern Pacific Right-of-Way Use County has acquired SP right-of-way and has published a draft feasibility study for light rail transit utilizing the SP right-of-way M. Capital Improvements 1. City Facilities Construction of a permanent Civic Center is pending negotiations over property for Civic Center site 2. City Storage Facility Construction underway and anticipated to be completed in January 1986 3. Shannon Center Play Area Design included as part of park improvement plan 4. Shannon Center Kitchen Improve- To be considered as part of building improvement plan for Shannon Community Center ments 5. Replace fencing on arterials West side of Village Parkway complete; East side of Village Parkway fencing to be replaced with landscaping project spring 1986; fencing along Amador Valley Boulevard between Village Parkway and Dougherty Road included as part of landscaping project for Fiscal Year 1986-87. 6. Dougherty Hills Passive Park Included in park improvement plan Development 7. Dougherty Road Improvements Southern portion of Dougherty Road included in Capital Improvement Program northern portion is presently being discussed as a condition of a development for the Villages Project. Discussions have occurred with the Army regarding the need for additional right-of-way to completely improve Dougherty Road. 8. Signal - Amador Valley Boulevard Included in Capital Improvement Program @ Amador Plaza Road 9. Lighting - Amador Valley Included in Capital Improvement Program Blvd and Village Parkway 10. Underground Utility Projects San Ramon Road Undergrounding Utility Project - PG&E facilities have been removed, Pacific Bell facilities will be removed in January 1986. Dublin Boulevard underground utilities from San Ramon Road to I-680 - this project is ready to commence, however, Staff has delayed the project until after the Christmas shopping season so that downtown merchants will not be adversely affected by construction work in their area. 11. I-680/Amador Valley Boulevard No funding available for this interchange and therefore it has not been requested Interchange to be included on the State Transportation Improvement Plan 12. Would like to review concepts with Council in December . 6 ) Street Light Addition: Have design into Village Parkway landscaping project . Will design into Amador Valley Blvd. landscaping project in 1986-87 . Misc. lights to be installed with Sierra Ct . traffic signal . 7 ) Street Tree Program: Near completion; added to 3 signal project from last year . 8 ) Dublin Blvd. Extension: Haven ' t begun yet ; will fly corridor with intersection mapping. 9 ) Underground Utilities- PG&E plans near completion; Dublin Blvd. : project to begin in January. 10 ) Arroyo Vista Sidewalk Plans near complete; to go to Connections : bid with sidewalk safety project . 11 ) Street Name I . S & T Staff to draft legal description. 21 ) Landscaping Village Parkway Plans complete; will go to Amador to Kimball : bid when we get easements and hear from Zone 7 on fence. 22 ) San Ramon Rd. III : Complete plans by June and get environmental clearance. 23 ) Landscaping Amador Valley Complete plans by June. Blvd. Village Parkway to Dougherty: 24 ) Annual Street Overlay: Near complete. 25 ) Traffic Signal, Amador Plans complete by June. Valley Blvd. at Amador Plaza : 26 ) Traffic Signal Interconnect : Have had meeting with Multisonics; new arterial master to be out shortly.
