DESCRIPTION At the November 25, 1985 meeting of the
Dublin City Council, the Shannon Center Building Improvement Plan
was approved and staff was directed to notify interested firms .
Four firms submitted proposals to provide professional services
for design of the Building Improvement Plan which are summarized
in Exhibit B. After a review of the proposals, staff elected to
interview all four firms . Interviews were conducted by the
review committee comprised of the City Manager, the Head Building
Official, the Director of Recreation and one member of both the
City Council and the Park and Recreation Commission. As a result
of the interviews and after a background investigation into the
qualifications of each of the firms, it is recommended that the
firm of Hansen/Murakami/Eshima, Inc . be retained to provide
consulting services for the Building Improvement Plan.
In their preliminary investigation into the deficiencies at the
Shannon Community Center the following items were identified:
- Handicapped access within the building
- Method of heating in main meeting room
- HVAC system efficiency
- Predominance of incandescent lighting
- Ground settlement at perimeter of building
- Foundation leaks
- Poor drainage away from building
- Dry rot in wood deck
- Lack of downstairs restrooms
- Minimal storage
- Minimal kitchen
- Thresholds worn out, some dry rot
- Double doors potential security problem
- Earthquake bracing of lights and chandeliers
- Analysis of impact of fault trace near building
- Energy conservation minimal (single glazing, clear; no
weather stripping on doors ; no roof insulation)
- Floor surfaces wearing out
- Exit illumination
- Stucco repair
- Stairway width
- No elevator

The fee to perform consulting services would be billed hourly not
to exceed $10 , 160 . 00 . In addition, if it is determined that a
thorough seismic analysis is necessary, an additional $4, 500 . 00
would be required. Thus the total cost would range from
$10, 160 . 00 to $14 , 660 . 00 .
It is staffs recommendation that the City Council take the
following action:
1 ) Retain the firm of Hansen/Murakami/Eshima, Inc . to
prepare the Shannon Center Building Improvement Plan at
a cost of not more than $14, 600 . 00 .
2 ) Direct staff to prepare the documents necessary to
execute the contract agreement .

Project Description:
The Shannon Community Center was constructed in 1973 . It is
owned by the Dublin San Ramon Services District and leased to the
.City of Dublin. The facility is managed by the City's Recreation
Department and used for community recreation programs and
classes . Shannon Center is 12,178 square feet, 8, 408 square feet
on the upper floor and 3, 770 square feet on the lower floor. The
upper floor contains offices, a social hall, two meeting rooms, a
caterers . kitchen and restrooms . The lower floor contains a
meeting room and a preschool room.
The Building Improvement Plan provides for the services of a
Building Architect to do the following:
1. . -Assess the overall condition of the building and
identify any deficiencies in building design.
2 . Make recommendations as to rneeded building
improvements .
3 . Prepare preliminary improvement plans and cost
estimates .
It is anticipated that the successful consultant . would develop
creative alternatives : to the following deficiencies already
identified by staff:
1 . Lack of storage space for chairs and tables
2 . Lack of cooking facilities
3 . Limited accessibility to building for handicapped due
to parking constraints and lack of restroom facilities
4 . Floors throughout building in disrepair
5 . Lack of energy efficient heating and cooling system
Scope of Work:
Work included in this proposal shall consist of the following:
1. Through site visitations and meetings with City Staff,
prepare two preliminary plan options for the aforementioned
building improvements illustrating recommended design and
improvement options .

2 . Present plan options to City Staff for review and comment.
3 . Utilizing input from City Staff, modify plan options .
4 . Present plan options to the Park and Recreation Commission.
5 . Prepare the Building Improvement Plan Report for staff
review and comment. The report should include a brief
analysis of the building, a summary of the recommended
improvements and cost estimates for the
recommended improvements .
Additional information to be provided by consultant as part of
proposal:
1. Fee schedule showing hourly rates of staff.
2 . A brief statement of the general background capabilities and
financial stability.
3 . A detailed statement of direct relevant experience with
similar projects .
4 . The name of the individual proposed as the project leader as
well as that person ' s experience and position with the firm.
Information to be provided by City:
1. Existing building specifications and blueprints .
Selection Process :
Seven ( 7 ) copies of your proposal should be submitted to the City
Manager by 12 : 00 noon, December. 27, 1985 . Proposals may be hand
delivered to 6500 Dublin Blvd. Suite 101, Dublin or mailed to
P.O. Box 2340 , Dublin, CA 94568 . Following a review of the
proposals, the City may elect to conduct interviews with
qualified firms .
The following criteria will be used in evaluating proposals :
1 . Experience on similar jobs
2 . Education and experience of key personnel
3 . Ability to meet schedules
4 . Quality of completed work
5 . Proposed schedule and fee
6 . Stability of firm

SYNOPSIS OF FIRM QUALIFICATIONS
CARTER/CODY ASSOCIATES
Background:
Carter/Cody Associates is a Palo Alto, California architectural
firm offering comprehensive services in four major areas : 1)
Urban Planning, 2 ) Architecture, 3) ' Space Planning and 4 )
Interior Design. The firm ws founded by George Cody, AIA in
1968 . In 1982, to broaden the scope of the firm' s services, the
firm merged with the architectural practice of Virgil Carter, AIA
to provide the complete range of services previously described.
Our normal staff of 12-15 includes licensed architects and a
range of architectural technicians, interior designers and
administrative specialists . We have available key senior
personnel at the principal and project architect level,
experienced in similar projects, whom we will commit for the ,
duration of the project .
Schedule:
It is estimated that our work would consume about six weeks .
This does not account for time staff would need to arrange
meeting times, discuss information and coordinate the involved
City and Community efforts . " It is suggested to double this six

Fees :
Fees for the basic services of our office may run between $14, 000
and $23 , 000 . Consulting fees may run from $5, 500 to $10, 000
depending upon the number of consultants and their degree of
involvement .
Architectural fees will vary based on the number and kind of
deficiencies to be corrected. Reimbursable expenses will vary
depending on the number of reports, etc :
Hourly Rate Schedule :
Principals : $80 . 00/hr.
Project Architect : $50-55/hr .
Technical Staff : $30-40/.hr .

Background:
Hansen/Murakami/Eshima, Inc . , Architects and Planners is an
Oakland based firm. With an architectural practice extending
more than -30 years, Hansen/Murakami/Eshima, Inc . has had a broad
range of experience encompassing planning, office, institutional,
recreational, residential, interiors, commercial, and
rehabilitation " projects . Our current staff of 16 includes 9
licensed architects . One principal is involved with each project
from the preliminary stages through completion.
Hansen/Murakami/Eshima has significant experience in studying and
designing alterations to institutional buildings to comply with
current code requirements and to improve their function.

1979, we offer a complete spectrum of capabilities, including:
project design, land planning, project approvals, interior
design, production drawings and construction administration.
Stephen E. Harriman and Associates has been involved with
numerous remodel and rennovation projects as well as projects
containing large group activity areas as is encountered in your
community center. This experience gives us insight and expertise
to provide you with the highest level of architectural services
available .

We propose to provide the services required for the following

Preliminary Design Phase (As outlined in your request for
