HomeMy WebLinkAboutItem 4.08 Police Patrol Vehicle Purchase CITY OF DUBLIN 396 - 10 AGENDA STATEMENT CITY COUNCIL MEETING DATE: March 10, 1986 SUBJECT Police Patrol Vehicle Purchase EXHIBITS ATTACHED Vehicle Specifications RECOMMENDATION Authorize Staff to solicit bids for eight ( 8) patrol vehicles using State bid specifications . FINANCIAL STATEMENT: Estimated annual capital cost savings for first 30 months - $34 , 620 . An additional appropriation will be needed upon award of bid. DESCRIPTION Currently, the City leases six ( 6 ) patrol cars and four ( 4 ) unmarked cars from the County of Alameda_ The patrol car mileage is high (ranging from 70, 000 to 80 , 000 miles ) , and all 6 patrol vehicles will need to be replaced at the beginning of Fiscal Year 1986-87 . The County of Alameda is willing to replace the 6 patrol cars with new State bid vehicles under the existing lease agreement . However, Staff believes that 8 patrol cars will be needed to accommodate the City ' s police needs for Fiscal Year 1986-87 . The additional 2 patrol cars are justified by the increased population, calls for service, and community demands for a higher .level of enforcement that has developed in the City over the last 4 years . Alameda County has notified the City that the County would not furnish the additional 2 needed vehicles under the existing lease agreement, because of a shortage of capital replacement funds for patrol vehicles . The County has indicated that it would only furnish the 2 additional patrol vehicles if the City purchased the vehicles without taking title and then the County would lease the 2 vehicles back to the City. Under this arrangement, the County would charge the City approximately $493 per month to recover the cost of the initial vehicle purchase . In addition to this recovery cost, the County would also charge the City $421 per month for future vehicle replacement as well as 28G per mile operating expense for each vehicle . During 1985, each patrol car traveled approximately 35, 000 miles . Therefore , the expected lifetime of a patrol car is approximately 87 , 500 miles or 30 months . If the City were to directly purchase the patrol vehicles , the City anticipates that the vehicles could be purchased for $12 , 000 per unit (not including emergency and communications equipment ) . The emergency and communications equipment is not included in the County ' s vehicle cost, but charged to the City under a separate communications account . If the City were to purchase all 8 vehicles through . the County, the City would incur the following costs for the initial purchase of 8 vehicles : Six Patrol Cars Two Additional Patrol Cars 30 months x $421/month=$12 , 630/car 30 months x $493/month=$14 , 790/car 30 months x $421/month=$12 , 630/car $27 , 420/car The total cost for the purchase of 8 vehicles would be $130, 620 . L ' The City estimates that the cost to purchase 8 vehicles directly, would be approximately $96 , 000 . Therefore, the City would save approximately $34 , 620 over a 30 month period, if it purchased the vehicles . ---------------------------------------------------------------------------- COPIES TO: ITEM NO. es AGENDA STATEMENT: Police Patrol Vehicle Purchase Page 2 It should be pointed out that for the next vehicle purchase in 2 1/2 years, the County ' s cost of providing vehicles to the City would drop since the City paid the County $421 per month into a replacement fund for future purchase . ' Therefore, in 2 1/2 years , the County ' s cost of providing the City 8 patrol vehicles would be $101 , 040 (in 1986 dollars ) . In addition to the capital cost savings to the City, it is more desirable from an operational . standpoint to have the patrol vehicles purchased by the City . The City would be able to maintain these vehicles locally, and therefore save approximately 24 hours of down time per maintenance trip . Presently, the patrol vehicles are sent to the Alameda County garage in Hayward for maintenance . Staff believes that the City could maintain and operate the patrol vehicles without exceeding the 28� per mile charge which is being levied by the County presently. The patrol vehicles would be either maintained by a local dealer or the MCE Corporation, who has expressed an interest in maintaining these vehicles . During the last month, Staff has sent to each local American automobile dealer the State of California bid specifications for patrol cars and a letter inquiring as to whether or not the dealership would be interested in bidding on the specifications for these vehicles . Shamrock Ford/Chrysler was the only dealer which indicated an interest in bidding on these vehicles . All other dealers declined. It is Staff ' s recommendation that the City Council authorize Staff to solicit bids for 8 new patrol cars from interested automobile dealers and the State of California, using the State of California Highway Patrol vehicle specifications . Staff will present a report to the City Council regarding communications equipment at its next regular meeting. This report will compare the cost of the County providing the emergency and communications equipment for the vehicles as opposed to other vendors .
