AGENDA STATEMENT MEETING DATE: ' -Monday, March 24, 1986 SUBJECT Parade Permit Request=.for`=."Hands-.Acrass-the Valley" EXHIBITS ATTACHED Three page letter from Mary Ann Chittick to Mayor Snyder RECOMMENDATION Approve parade permit request, waive permit fees FINANCIAL STATEMENT: $500 . 00 estimated cost for Public Works support DESCRIPTION Hands across the Valley, an affilated group of USA for Africa, requests a parade permit for May 25, 1986 . The event is a "human chain" to reach from Livermore to San Ramon and passing through Pleasanton and Dublin. The event is to raise money for Valley agencies that provide services for indigent persons . The Valley Covenant Ministry Council, including St. Raymond' s Catholic Church and John Knox Presbyterian Church are endorsing the event. The route through Dublin is the west side of San Ramon Road from Interstate 580 to Alcosta Boulevard utilizing the bike path wherever possible. Chairperson Mary Ann Chittick estimated that 2 , 500 to 3 , 500 persons would be needed to form the San Ramon Road chain. A portion of the event will be clasping of hands so that a continuous human chain is formed. The event calls for the continuous chain to be held for 1 -1 /2 to 2 minutes, thereby blocking the intersection of Dublin Boulevard, Amador Valley Boulevard, Silvergate Drive, Shannon and West Vomac Street on the west side of San Ramon Road as well as driveways into the commercial areas of the west side of San Ramon Road. Policing of the event can be handled by utilizing reserve officers with support from MCE Corporation furnishing an appropriate number of barricades. At this time it is estimated that the event will be held in the afternoon so it would not be in conflict with the normal church traffic generated in the area. The event has been endorsed by a number of churches in the Valley, particularly those of the Valley Covenant Ministry Council . To derive the most fulfilling pleasure and achieve the greatest .. sense of unity, we should like to request that those -streets affected be closed for a period of 1 1/2 to 2 minutes on May 25.. A definite time for joining hands will be determined at a later . date. Sincerely, Mary n Chittick Chairman • HANDS ACROSS THE VALLEY BACKGROUND The national organization, USA for, Africa , is hoping to unite 5-10 million people from New York to Los Angeles via holding hands on May 25 at noon our time. The leadership of this organization includes such personalities as Kenny Rogers , Bill Cosby, Lily Tomlin, and Pete Rose. Their first effort was Live Aid , which raised $92. 1 million for famine—plagued African nations . The funds raised ($50—$100 million) in the Hands Across America effort are designated for fighting hunger and homelessness in the USA. Hunger and homelessness are present everywhere--in our Tri—Valley area , too . On occasion , it seems fitting and appropriate that churches , who are continually responding to the needs of people , assume a public role in seeking to eliminate such conditions. Such an event as "Hands Across the Valley" will provide everyone in the three communities the opportunity to publicly demonstrate love and care for those who are in need and, further , draw attention to the fact that such problems do indeed exist in our Valley. While the cost to participate has not been firmly established, rates of $1 . 50 for children and seniors and $3.00 for adults have been recommended . It is anticipated that with the participation of 20,000 people , $42 ,000 can be raised for the agencies now serving this Valley with needed food and shelter. z' Name of Event: Hands Across the Valley Activity: Creating a human chain of joined hands from Livermore to Dublin. Date: Sunday, May 25, coinciding with the national "Hands Across America" event Objectives: Raise funds for non—profit organizations catering to the needs o.f the homeless and hungry.
