FINANCIAL STATEMENT: None
DESCRIPTION The Mayor has requested that the City Council consider
AB 4303 , which is now pending in the State Assembly.
This bill requires all cities , school boards, and special districts to elect
their governing bodies by districts . The law would allow for an exemption
for charter cities . Pursuant to current laws , a general law city has the
option to elect councilmembers by or from districts . This provides an
opportunity for each entity to determine whether local conditions are such
that it is appropriate for officials to be elected on a district basis . The
proposed legislation overlooks the diversity among California' s 441 cities .
The League of California Cities has requested that city officials express
their opposition to state representatives . ' The bill has not been set for a
hearing and is pending before the Assembly Elections and Reapportionment
Committee, chaired by Assemblyman Klehs . The League suggests that cities
specifically contact the members of the Committee, the bills author, and our
local representatives to the State Legislature .
