DESCRIPTION At the regular City Council meeting on May 12 , 1986,
the City Council considered correspondence from Mir. Ted Fairfield who
represents property owners in the eastern sphere of influence of the City of
Dublin. Mr. Fairfield expressed his concern over. the assumptions used in
the DSRSD Sewer System piaster Plan. This plan evaluated future needs for
sewer services in undeveloped areas within the ultimate service area for
DSRSD. Mr. Fairfield indicated a concern with the assumptions used for
development intensity to determine the ultimate sewer capacity required.
DSRSD officials had requested that the City request additional study if the
assumptions were incorrect .
The City Council concurred that it may be appropriate for DSRSD and the
affected agencies to analyze the initial assumptions and the Mayor was
authorized to direct a letter to DSRSD. DSRSD has responded in the attached
letter. They have offered to have their Staff and Consultants meet with
representatives of the affected agencies to determine the scope of the
project and financial arrangements . At the City Council meeting on May 12 ,
1936, the Council concurred that the City of Dublin should not have any
financial obligation to provide this study .
Staff would recommend that the City Council direct City Staff to contact the
affected agencies and determine interest in proceeding with the project .

Dear Councilmembers:
At our Board of Directors meeting of June 3, 1986, the
Board considered Mayor Snyder ' s May 22 letter regarding
the District 's Sewer System Master Plan as it relates to
sewage capacity within the City of Dublin ' s Sphere of In-
fluence . Mayor Snyder ' s letter also suggested that we
contact the City of San Ramon and the Counties of Alameda
and Contra Costa with respect to the impact of our master
plan on properties currently under -their control . We
would like you to be apprised of the fact that our con-
sultant , CH2M. Hill , worked extensively with all the Plan-
ning Directors and staffs in the Cities of Dublin and San
Ramon and both Counties and solicited their input for
areas outside their Spheres of Influence in the recently
completed Master Plan .
Our staff and consultant will be glad to meet with
your planners or other City representatives and develop a
scope of work and financial arrangements for the proposed
project . Such a scope of work should be developed jointly
with representatives of the City of San Ramon and both
Counties , since the entire study area may be impacted . I
am taking the liberty of forwarding Mayor Snyder' s letter
with a copy of this letter to the other agencies , CH2M
Hill and Mr . Fairfield . When you wish to proceed , please
ask your staff to contact ours to work out the particulars .
Very truly yours,
WD: rj WALLY DUNCAN, President
Board of Directors
cc: Mr. James Robinson , City of San Ramon
Mr . Phil Batchelor, Contra Costa County
Mr . Mel Hing , County of Alameda
Mr . Ted Fairfield
