Foss, City Manager " Acceptance of Improvements for Tract 7652, Neighborhood 6, Sorrento East and Approval of Regulatory Traffic Control Devices (Standard Pacific Corporation) Prepared by Jayson Imai, Senior Civil Engineer EXECUTIVE SUMMARY: Standard Pacific Corporation, a Delaware Corporation, has constructed the improvements for Tract 7652, Neighborhood 6, Sorrento East, in accordance with their Tract Improvement Agreement. It is now appropriate for the City to accept these improvements and approve the regulatory traffic control devices. FINANCIAL IMPACT: Standard Pacific Corporation, a Delaware Corporation, has provided the following Warranty Bonds issued by Safeco Insurance Company of America to guarantee the respective improvements for one year • $150,000.00 (Bond No. 6753810), to guarantee the Tract 7652 Public Improvements • $129,250.00 (Bond No. 6753809), to guarantee Tract 7652 Private Improvements • $326,500.00 (Bond No. 6753808), to guarantee the Palermo Way Improvements constructed with Tract 7652 Upon acceptance of the improvements, the City will incur annualized maintenance costs estimated to be $12,064 for street sweeping and street lighting (monthly), slurry seal (every five years) and asphalt concrete pavement overlay (every 20 years). RECOMMENDATION: Staff recommends that the City Council adopt the Resolution Accepting the Tract Improvements and Approving Regulatory Traffic Control Devices for Tract 7652, Neighborhood 6, Sorrento East. ubmitte` By Public Works Director '\ Reviewed By Assistant City Manager Page 1 of 3 ITEM NO. 4.14 DESCRIPTION: Standard Pacific Corporation, a Delaware Corporation, entered into a Tract Improvement Agreement with the City of Dublin on July 19, 2011, for the construction of street and other tract improvements associated with Tract 7652, also known as Neighborhood 6 of the Sorrento East development (City Council Resolution No. 122 -11). These improvements included construction of the street internal to Neighborhood 6 and Palermo Way. Standard Pacific provided Faithful Performance Bonds and Labor & Materials Bonds to guarantee construction of these improvements. In October 2012, because Standard Pacific Corporation had completed approximately 80% of required improvements, City Council approved the partial release of these bonds to an amount equal to twenty five percent (25 %) of the original bond amounts (Resolution No. 184 -12). All tract improvements are now complete and the developer is requesting that all bonds for the work be released. Standard Pacific Corporation has provided Warranty Bonds, issued by Safeco Insurance Company of America, in the amounts of $150,000.00 (Bond No. 6753810), $129,250.00 (Bond No. 6753809), and $326,500.00 (Bond No. 6753808). The bond amounts are equal to twenty five percent (25 %) of the full cost of completion of the improvements. The Warranty Bond amount for the Palermo Way Improvements is equivalent to the reduced bond amount approved by City Council in October 2012. The following regulatory traffic control devices will be accepted and approved as part of this project and added to the City of Dublin Traffic Code: A. The Tract 7652 Public Improvement, Tract 7652 Private Improvements and Palermo Way Improvements constructed with Tract 7652 are hereby approved and accepted subject to a one -year guarantee period. 2. The following Warranty Bonds issued by Safeco Insurance Company of America for the amounts and scopes of work listed below be accepted as security for the aforesaid one -year warranty period, said period to commence on this date and terminate on the 19th day of April, 2017 • $150,000.00 (Bond No. 6753810), to guarantee the Tract 7652 Public Improvements • $129,250.00 (Bond No. 6753809), to guarantee Tract 7652 Private Improvements • $326,500.00 (Bond No. 6753808), to guarantee the Palermo Way Improvements constructed with Tract 7652. 3. The following original Faithful Performance Bonds issued by Safeco Insurance Company of America for the amounts and scopes of work listed below, be released • $600,00.00 (Bond No. 6753810) for Tract 7652 Public Improvements • $517,000.00 (Bond No. 6753809) for Tract 7652 Private Improvements • $326,500.00 (Bond No. 6753808) Palermo Way Improvements constructed with Tract 7652. 4. The following original Labor & Materials Bonds issued by Safeco Insurance Company of America for the amounts and scopes of work listed below, be released in accordance with the requirements of Section 66499.7 of the Government Code of the State of California • $600,00.00 (Bond No. 6753810) for Tract 7652 Public Improvements • $517,000.00 (Bond No. 6753809) for Tract 7652 private improvements • $326,500.00 (Bond No. 6753808) for Palermo Way Improvements constructed with Tract 7652. 2 5. The traffic regulatory devices installed by the developer within the development are hereby included in the City of Dublin Traffic Code, said regulatory devices to include the following: A.
