SUBJECT: Modification of Parking Regulations on Iron Horse Parkway

EXECUTIVE SUMMARY:
The City received requests from businesses to reduce the time limit for parking along Iron Horse
Parkway in order to increase parking availability for business patrons. The proposed action
would reduce the time limit of three parking spaces along Iron Horse Parkway from two hours to
20 minutes.
FINANCIAL IMPACT:
The cost to paint the adjacent curb green and install signs to delineate the parking zone can be
accommodated in the Fiscal Year 2015 -16 Street Maintenance Operating Budget.
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution Amending the City of Dublin
Traffic Code to Modify Parking Regulations on Iron Horse Parkway.

The City received requests from businesses to reduce the time limit for parking along Iron Horse
Parkway. Currently, there is a two -hour time limit, seven days a week, for on- street parking
along both sides of Iron Horse Parkway north of Martinelli Way.
The intention of the existing two -hour time limit on parking is to provide parking for business
patrons who would occupy spaces for less than two hours and to discourage on- street parking
by BART patrons. In commercial areas, it is common that certain businesses (coffee shops,
laundromats, day- cares, etc.) require shorter- duration parking that allows a quicker turnover.
Such spaces are usually shared by more than one business.

Staff surveyed the location and found no adverse impacts to modifying the time limit for parking
along this 60 -foot stretch of Iron Horse Parkway. The proposed location was selected based on
its proximity to higher parking turnover retail shops, maximizing convenience to business
patrons.
A resolution (Attachment 1) is attached that would reduce the time limit for parking along a 60-
foot portion of Iron Horse Parkway from two hours to 20 minutes.
A location map (Attachment 2) is included for reference.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
As this is a minor modification of an existing time - limited parking zone, no noticing is required.
However, a copy of the staff report was sent to the requesting business owners.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE CITY OF DUBLIN TRAFFIC CODE TO MODIFY PARKING REGULATIONS
ON IRON HORSE PARKWAY
WHEREAS, on- street parking is currently allowed along both sides of Iron Horse
Parkway north of Martinelli Way for a maximum of two hours; and
WHEREAS, current on- street parking does not provide adequate turnover for businesses
in the area for all retail uses; and
WHEREAS, it is important to provide parking for all retail use to enhance economic
development.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin
hereby adopts the following parking regulation changes:
1. The following language shall be deleted from Section 6.32.050 ( "Two -Hour Parking ")
of the City of Dublin Traffic Code:
Iron Horse Parkway
Two hour parking limit between 7am and 6pm on both sides of Iron Horse Parkway
north of Martinelli Way.
2. The following language shall be added to Section 6.32.050 ( "Two -Hour Parking ") of
the City of Dublin Traffic Code:
Iron Horse Parkway
Two hour parking limit between 7am and 6pm on both sides of Iron Horse Parkway
north of Martinelli Way, except on the westerly curbline from a point 70 feet north of
the northerly curbline of Campbell Green, a distance of 60 feet north.
3. The following language shall be added to Section 6.32.090 (B) ( "Twenty Minute
Parking ") of the City of Dublin Traffic Code:
Iron Horse Parkway
On the westerly curbline from a point 70 feet north of the northerly curbline of
Campbell Green, a distance of 60 feet north.
