FINANCIAL STATEMENT: Adequate funds are included in the 1986-87 Budget
DESCRIPTION During the 1986-87 Budget preparation, the City
Council agreed to the addition of personnel within the Recreation
Department. The Recreation Budget provides for two Recreation Coordinator
positions . One would primarily handle sports programs and the other would
oversee senior citizen programs .
Attached is a detailed job description for the Recreation Coordinator
position. The adoption of a job description is required in accordance with
the personnel system rules .
The Adopted Budget provides an appropriation for salaries based on a work
schedule of less than 40 hours per week. It is anticipated that the current
workload does not require a full-time position. However, it is recognized
that these will be on-going positions and programs . The current Personnel
Rules and Benefit Plan only address benefits for full-time positions .
Staff has prepared Resolutions which amend the Rules and the Salary &
Benefit Plan. The intent is to provide a pro-rata share of benefits to
regular employees who work more than 20 hours per week. Temporary and
seasonal positions would continue to receive only their salary and statutory
benefits such as worker ' s compensation insurance coverage.
The proposed changes would result in the following benefit packages :
Employees scheduled to work between 20-30 hours
- A pro-rata share of Leave and Holiday Benefits
- Fully-paid Medical Insurance
- PERS
Employees scheduled to work between 30-40 hours
- A pro-rata share of Leave and Holiday Benefits
- Fully-paid Medical Insurance
- Fully-paid Dental Insurance
- Fully-paid Long Term Disability Insurance
- PERS
Employees scheduled to work 40 hours per week
- 20 days Leave per year and 11 Holidays
- Fully-paid Medical, Dental and Long Term Disability Insurance
- A Supplementary Dental Insurance Trust Fund
- Education Reimbursement Program
- PERS
Staff is currently conducting a review of the overall salary and benefit
plan and will be presenting the findings to the City Council at a future
meeting. The City is required to provide health insurance to all PERS
members . An employee becomes a PERS member if they are scheduled to work
more than 20 hours per week. The regulations of the health plan do not
allow the City to make different contributions based on the hours worked.
All PERS members of the agency must receive equal contributions . The Long
Term Disability and Dental Insurance programs require participation of
employees scheduled to work at least 30 hours per week.
Staff would recommend that the City Council adopt the resolutions which
establish the new position and create a system of pro-rata benefits for
regular employees scheduled to work lesslt-ian 40 hours per week.

AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the Personnel System Rules,
the City Council adopted Resolution No. 30-84 and subsequent
amendments which comprise the Classification Plan; and
WHEREAS, during the consideration of the 1986-87 budget,
the City Council projected the need for additional personnel to
provide an adequate level of services to the community; and
WHEREAS, the adoption of a job description is required
for all authorized positions .
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84
and subsequent amendments shall be further amended to include the
following classification and attached job description (Exhibit A) .
BE IT FURTHER RESOLVED that this document shall become a
part of the official classification plan for the City of Dublin:

THE POSITION
The Recreation Coordinator is under the administrative direction
of the Recreation Director. The position is responsible for
coordinating specific segments of department recreation programs .
Assignments may include senior citizens, sports, fee classes,
special events, playgrounds and teens .
EXAMPLE OF DUTIES
Develops , organizes and supervises the daily operation of
recreation activities in a specific program area; recruits,
trains and supervises part-time, temporary and volunteer staff;
prepares promotional materials including flyers, program
brochures, newsletters and public service announcements ; prepares
reports and maintains records in connection with assigned program
area; schedules use of facilities, oversees the maintenance and
obtains necessary supplies and equipment; prepares information
and reports related to program budgets ; and other related duties
as required.
QUALIFICATIONS
Education and Experience
Completion of two years of college or university work with an
emphasis on recreation or a related field. Bachelors degree
desirable.
A minimum of two (2 ) years progressively responsible paid
experience in assigned program area, preferably including
supervisory experience.
Knowledge and Abilities
Knowledge of the operation of recreation programs ; accepted
techniques and methodology of supervising program activities and
personnel ; and the preparation of press releases, brochures and
other promotional literature . Ability to utilize staff and
volunteers effectively; prepare concise written and oral reports ;
work and community groups and organizations ; maintain accurate
records ; and evaluate pro-gram effectiveness .
Licenses
Requires a valid California Class III driver' s license to be
secured prior to employment and maintained current as a condition
of employment.
RESOLUTION NO. - 86
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AMENDING THE SALARY & BENEFIT PLAN
WHEREAS, in accordance with the Personnel System Rules,
the City Council adopted Resolution No. 99-85 Amending the Salary
& Benefit Plan; and
WHEREAS, during the development of the 1986-87 Annual
Budget, the City Council recognized the need for additional
personnel ; and
WHEREAS, it is also advantageous to provide
proportionate benefits to regular employees scheduled to work less
than full-time.
NOW, THEREFORE, BE IT RESOLVED that * the following
amendments shall be made to Resolution No. 99-85 to include the
following:
Article I : Salary Provisions
Section A: Regular Full-Time Salary Ranges
Minimum Maximum
Recreation Coordinator $1780/Mo. $2225/Mo.
Article II : Benefits
Section B: Dental Insurance
The City will contribute on behalf of each regular employee
scheduled to regularly work at least 30 hours per week, a maximum
of $43 . 67 per month to a dental insurance plan selected by the
City.
The dental reimbursement trust fund shall only be provided to
those employees working 40 hours per week in a regular full-time
position.
Section C:
The City will contribute on behalf of each regular employee
scheduled to regularly work at least 30 hours per week, the total
premium cost of a Long Term Disability Plan selected by the City.

AMENDING THE PERSONNEL SYSTEM RULES
WHEREAS, the City Council has adopted Resolution No.
29-84 and subsequent amendments which establish Personnel System
Rules ; and
WHEREAS, the rules do not address certain benefits
provided to regular employees who work less than forty (40 ) hours
per week; and
WHEREAS, the use of personnel scheduled to work less
than full-time is an efficient method of addressing manpower
needs; and
WHEREAS, this amendment will provide pro-rata holiday
and leave benefits for regular employees scheduled to work between
twenty (20) and forty (40 ) hours per week; and
WHEREAS, the provision of a competitive benefit package
will assure that the City attracts qualified personnel .
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Dublin hereby amends Resolution No. 29-84 with the
addition of the following text :
Rule XV - Attendance and Leaves
Section 2 . Holidays : For regular employees scheduled to
regularly work between 20 and 40 hours per week, a pro-rata share
of holiday compensation will be provided. The pro-rata share will
be determined by the percentage of a regular 40 hour work week
which they are scheduled to work. The regularly scheduled number
of work hours must be designated on the Personnel Action Form.
Rule XVI - Leave
Section 1 . General Leave Purpose : For regular employees
scheduled to regularly work between 20 and 40 hours per week, a
pro-rata share of general leave benefits will accrue.
Section 4 . Accrual : For regular employees scheduled to
work between 20 and 40 hours per week, the pro-rata share to be
accrued will be the percentage of a regular 40 hour work week
which they are scheduled to work, multiplied by 13 . 33 . The
regularly scheduled number of work hours must be designated on the
Personnel Action Form.
