FINANCIAL STATEMENT: None
DESCRIPTION Cm. Vonheeder has obtained the Chamber of Commerce
guidelines for the selection of the Citizen of the Year.
Please review the guidelines and come prepared to discuss this item.

Dear Members:
Nominations are now being accepted for the Dublin Citizen of the Year Award and
Businessperson of the Year Award to be presented by the Dublin Chamber of Camrerce
at its Installation of Officers & Directors luncheon in December.
The Awards Committee of the Chamber are in the process of looking for the citizen
and businessperson who has contributed his or her time, talent and untiring work
to the community. All Candidates must have been active in Dublin camrn.nzity affairs
during the past year.
ELIGIBILITY OF NOMINEE:
1. All candidates must be active in Dublin community affairs during the past year.
2. All applications must include the nominee's first and last name, place of
employment, hone address, and a short slummy of his or her participation in
local activities. Unless these items are included in the application, it will
be rejected.
3. Anyone may submit a name to the committee.
4. Nominees will not be judged for performance at a paid job, rather for their
performance as a volunteer.

RE: Dublin Citizen of the Year
On August 27, 1986; Councilmember Moffatt and I met with Bill Foster, Dublin Chamber of ` l -
Commerce President and Nancy Feeley, Chamber Executive Driector. The purpose of the
meeting was to discuss the letter sent to the council by Bill regarding the city
assuming responsibility for awarding the Citizen of the Year.
When the award was originally concieved DSRSD and the Chamber were the only organized
representative bodies. Now that the city has incorporated it seems more appropriate,
that the council, as a more representative body of the citizens of Dublin should be
involved, if not wholly responsible for the award.
The city would be able to publicize the sward by making annoucements at all council
and commisasion meetings. Nomination forms could be sent out to the Chamber list
along with their Business Person of the Year nomination form.and additionally forms
could be available at- all city offices, meetings, the library and Shannon. The Chamber
feels that this would then provide the opportunity to uncover the unknown volunteer
who contributes a great deal of time in the Dublin community, but goes unnoticed because
they aren't in one of the organizations currently on the Chambers mailing list.
Judging could be in one of three ways; Let the current Chamber committee decide, let
a two councilmember committee decide, or appoint a separate committee composed of one
ap$ointment: per councilmember.
The award could be given out in three ways; At the Chamber Christmas luncheon with the
Business Person of the Year, at a council meeting, or at the city's annual volunteer
recognition dinner.
The cost would be approximately $100 annually for reporduction costs of the nomination.

Chamber office but it would seem that the plaque would be something we would want to display
at the new city offices. ;
It was suggested that we should change the rules so that the nominee be a resident and
that the reason they are being nominated is for a contribution of time and talent to
the community of Dublin only.
It was requested that a decision be made by October 1, 1986 so that the nomination form
could be sent with the Business Person of the Year Nomination form.
Councilmember Moffatt and I recommend.that the city assume responsibility for this award.
If you accept our recommendation then the council nteds to determine the following:

Dear Pete:
It occurred to me this year that the Dublin Chamber of Commerce Board of
Directors should take a look at presenting the Citizen of the Year Award in
December. I am not so sure that the Award_ should come from the Chamber but
rather from the City.
Last year's recipient of the Award was not a Member of the Chamber and does
not own or manage a business in Dublin, yet he was selected as the outstanding -
Citizen of 'the Year. The award should come from the City since the City
represents all of the citizens of Dublin and the Chamber really only,: represents
the business community. V
The Chamber's Board of Directors agreed with me and suggested that-;I e Chamber
turn this selection over to the Mayor and allocate time at our. Annual Installation
celebration for the Mayor's office to make the announcement and present the award.
By doing 'so, all citizens including business persons would be eligible for this
most prestigious award.
Joe Devane and Paul Ryan have been Co-Chairman of the Awards Committee for the
Chamber in the past. They have selected three individuals each year to complete
the selection process. It is our intention to ask them to do this again this
year for the other Chamber related awards.
Please let me know your opinion and reaction to this suggestion. December is
four months away, however, time seems to speed up as we get closer. Our
Installation of Officers and Directors luncheon is scheduled for December 17, 1986.
