RECOMMENDATION: 1) Adopt Resolution Authorizing Fuel-Efficient Traffic Signal Management Program Grant Application. 2) Declare this study program as categorically exempt under CEQA. FINANCIAL STATEMENT: This grant application is for $12,600 to fund the necessary traffic study. It is estimated that about $2,200 of in-house Staff time will be required to monitor this program. DESCRIPTION: CalTrans has a program to aid cities and counties in studying and optimizing signal timing so as to minimize the motorists' use of fuel as they pass through a local signal system. Staff has completed this application so that its timing will coincide with the signal interconnection project on Dublin Blvd. This program grant, if approved by CalTrans, will pay $12,600 toward vehicle counts and study for optimizing the new system. However, in the Dublin Boulevard corridor, a total of 26 developments are identified for construction over the next 20 years These developments are estimated to generate an additional 35,650 vehicle trips per day. Formerly City `-Traffic Engineer-of Hayward.`-Holds M.S. degred from U.C. Berkeley. Principal-in- charge on many-signal timingprojects, including--TRANSYT projects in Oakland, Santa Monica, and Walnut Creek. -Registered Civil Engineer and Traffic Engineer in California. John Y. Sun - Served as the project engineer on our TRANSYT project for the City of Pleasanton. He prepared the computer input and implemented the TRANSYT optimized output on the traffic signal master controller in Pleasanton. He has also manually developed and implemented signal timing on master controllers. His earlier experience includes work at ITS where he processed 1980 MTC Travel Survey data on the UC IBM computer. He holds a M.S. degree from U.C. Berkeley, and he has applied TRANSYT to San Pablo Avenue in the East Bay as part of his work at UC. Elizabeth A. Walukas -.-Ser.ved as project-engineer on. a--TRANSYT project for the City of Menlo Park. She was employed by the Institute of Transportation Studies at U.C. Berkeley as a research assistant where she served as a technical assistant for Northern Californian cities using the TRANSYT 7-F model. i A-3 - 13 . TJKM Transportation Consultants currently is under contract to the City of Dublin as their City Traffic Engineer. In this capacity, TJKM handles all traffic related work for the City. ' Enclosed is a copy of that contract. The City of Dublin, through TJKM, is in the process of designing an interconnect system for all signals on Dublin Boulevard between Dougherty Road and San Ramon Boulevard. The City is planning to have the system installed by February, 1987. It would be designed so that all City signals could eventually connect to it. The master controller would be located on the southwest corner of Sierra Court which is immediately adjacent to the future Civic Center site. Calibrated Siinulation Runs/Field Calibration Data due August 15, 1987 4• SimulEtion Ruhs of Fine Tined Field Plans due December 1, 1987 6• Final Report due at the User Workshop in January 1988 A-9 RESOLUTION NO. -86 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AUTHORIZING A FUEL-EFFICIENT TRAFFIC SIGNAL MANAGEMENT PROGRAM GRANT APPLICATION WHEREAS, the City of Dublin recognizes that it is in the interest of the national economy to promote the conservation of energy resources and to reduce our nation's dependence on costly foreign oil; and WHEREAS, fuel efficient traffic signal management by the City of Dublin will provide benefits to the local community in the form of improved traffic flow, reduced fuel consumption, reduced vehicle operating costs, reduced air pollutant emissions, and improved safety due to smoother flow; and WHEREAS, funds have been established and are available through the California Department of Transportation for grants to local governments for efficient traffic signal management projects; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin authorizes the submittal of an application to the California Department of Transportation for a Fuel-Efficient Traffic Signal Management grant and the Mayor of the City of Dublin is hereby authorized and empowered to execute in the name of the City of Dublin all necessary applications, contracts, and agreements to implement and carry out the purposes specified in this resolution.
