FINANCIAL STATEMENT : No additional cost to the City.
DESCRIPTION : Section 11 . 13 of Ordinance 02-84
provides that the City Council may grant variances to the
Building Code where the City Council finds that the variance is
consistent with the purposes of this ordinance and the variance
will not lessen the protection to the people and property
situated in the City of Dublin .
Rideout Roofing Company, Inc . , is installing concrete roof tiles
in the Hatfield Development , Tracts 5072 and 5073 . Tile has been
installed on 17 homes .
It has come to the City ' s attention that the tile is not being
nailed as specified in Table 32-B of the 1982 Uniform Building
Code ( UBC ) which requires 1 nail per tile . The Contractor has
been installing the tile in accordance with the manufacturer ' s
recommendation , which is one nail per tile in every other row.
This recommendation is based on wind tests performed on a sample
roof . In order to nail every tile, as required by the 1982 UBC ,
it would be necessary to remove practically every tile .
Recently a revision was made to the regulations for roofing which
will appear in the 1988 UBC . This change would permit the roof
tile to be installed with one nail per tile in every other row .
Since the manufacturers recommendation and the revision to the
1988 UBC is based upon actual wind tests , the City Council can
find that the requested variance is consistent with the intent of
the ordinance and it would not lessen the protection to the
people and property situated in the City of Dublin .
Additionally, the granting of this variance should apply
generally to the nailing of tile on any building within the City
if it is in conformance with the provisions of the 1988 UBC .

Dear City Council,
Ridout Roofing Co. , Inc. is requesting a variance of the
current Uniform Building Code, Chapter 32 Nailing Requirements
of Concrete Interlocking Roof Tiles.
Our entire industry for the last 20 years has used the
manufacturers recommended application, which was NO -.nails
until I.C.B.O. report #2656P January 1-984 .
In fact , the next issue of the Uniform Building Code has
adopted this nailing method to read the same as report 2656P. .
Ridout Roofing Co. , °.Inc. is a family owned and operated
company since 1922. We have generally used manufacturers
recommendations. In this case, we feel with sheathing strips
and anchor lugs, plus the heavy weight, the fewer nails the
better, fractures, repair, etc .

OF THE CITY OF DUBLIN
GRANT VARIANCE .TO TABLE 32-B OF THE UNIFORM BUILDING ' CODE
WHEREAS, Rideout Roofing Company, Inc . , requested a
variance to Table 32-B of the .1982 Uniform Building Code so as to
permit roof tile in Tract 5072 and 5073 to be nailed in accordance
with the roof tile manufacturer ' s recommendation ; and
WHEREAS, the City Council did hold a public hearing on
this matter on November 10, 1986 ; and
WHEREAS, the City Council finds that the variance -is
consistant with the purpose of the building code and that the
construction proposed would not lessen the protection to the
people of the City of Dublin and the property stated therein .
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin City
Council does hereby approve the variance to Table 32-B of the 1982
Uniform Building Code provided that the roof tiles are nailed in
accordance with Table 32-D-2 of the 1988 Uniform Building Code .
BE IT FURTHER RESOLVED that this variance shall permit
nailing of the in accordance with:. Table 32-D-2 of the 1988
Uniform Building Code throughout the City of Dublin .
PASSED, APPROVED AND ADOPTED this 10th day of November ,
1986 .
