FINANCIAL STATEMENT: Annual cost of Sunday Library Service = $27, 717
Estimated cost of Sunday Library for the last six
months of Fiscal Year 1986-87 = $13, 858.50
Funds Budgeted in Fiscal Year 1986-87 for Library
service = $20, 300
DESCRIPTION As part of the adoption of the Fiscal Year 1986-87
Budget, the City Council allocated an additional $20, 300 for the addition of
four hours of Library Service on Sunday. This funding would enable the
Dublin Library to operate from 1pm to 5pm on Sunday. In a letter dated
October 25, 1986, the County Librarian indicated that the cost of funding
Sunday Library Service had increased to $27, 717 . This increase is due to
the following factors .
1. The Librarian had originally anticipated that only 4 hours of
Staff time would be necessary to operate on Sunday. The Librarian has
indicated five Staff hours will be needed to keep the Library open for four
hours in order to provide start up of equipment and closing of the Library.
2'. An extra day of janitorial service was not originally included,
but is included in the revised proposal.
The City' s present agreement with the County (see attached) provides that
the City will fund the opening of the Library on Monday from loam to 5pm and
on Thursday from 5pm to 9pm at a total cost of $71, 684 . If the City Council
approves the contract addendum adding library services on Sunday, the City' s
annual cost for providing supplemental library services will be $99, 400, and
the total cost for Fiscal Year 1986-87 will be $85, 542 .
Ginnie Cooper will be present at the City Council meeting to answer any
questions that the Council might have.

SUBJECT: SUNDAY LIBRARY HOURS
Finally I am able to give you a date for Sunday hours to begin at the Dublin
Library. We will be open beginning on SUNDAY, JANUARY 4, 1987.
I wish the date were sooner. Negotiations with the County employees union
have taken more time than I anticipated but are now nearly complete. This has
been a particularly difficult issue. Though assigning staff to work on Sunday
is new for the Library, there are several other County departments that do
have staff who regularly work on Sunday. Though no premium pay is given to
any other County employees for work on Sunday, the Union, understandably, was
eager to either get this benefit for library staff or insure that no one who
would not choose to work on Sunday was assigned that day. Regular staff will
be assigned .to_work that day on a rotation of once every eight weeks or less
`? often and4- 4hput)a. pay premium. In addition, we plan to hire occasional
workers.for Sunda"y. I do expect this matter to be discussed when the union
contract is negotiated for September of 1987.
I can now give you firm costs for the City to pay for this service from
January through June. Costs are figured as follows:

be half the annual amount: $13,858.50. Please let me
know if you would like a more complete breakdown of costs.
If you have questions, please let me know. If I don't hear from you, we will
proceed to do a modification of the existing contract to cover Sunday service
for six months. It should be ready to go to Council in a few weeks.

County and the City of Dublin to cover Sunday Library hours. If you have any

County Librarian for Administrative Services.
Rayme Meyer, Dublin Library Branch Manager, and I will plan to attend the City
Council meeting on November 24.

CONTRACT AGREEMENT BETWEEN THE CITY OF DUBLIN
AND THE
COUNTY OF ALAMEDA
FOR I
ADDITIONAL LIBRARY SERVICES r •1

WHEREAS, current funding level for County library services prevent ~f
increasing the number of open hours per week at the Dublin Branch of the
Alameda County Library System, and
WHEREAS, the citizens of Dublin wish to have the Dublin Branch Library
open more than the current 37 hours per week, and
WHEREAS, the members of the Dublin City Council have authorized
funding for the increases in staffing and utility costs required to open
the Dublin Branch eleven (11 ) additional hours for a total of 48 open
hours per week; therefore,
The City of Dublin and the County of Alameda agree to provide eleven (11 )
additional hours per week of library services at the Dublin Branch of the
Alameda County Library System subject to the following terms and
conditions.
TERMS AND CONDITIONS
1 ) Effective Dates: This contract will be in effect from July 1 , 1986 to
June 30, 1987.
2) Services Described: The County of Alameda agrees to provide seven (7)
additional hours of library services at the Dublin Branch Library each
Monday, excluding County observed holidays, from 10:00 a.m, to
5:00 p.m. from July 1 , 1986 through June 30, 1987. The County of
Alameda will also provide four (4) additional hours of library
services at the Dublin Branch Library each Thursday, excluding County
observed holidays, from 5:00 p.m. to 9:00 p.m. from July 1, 1986
through June 30, 1987. .
3) Payments: The City of Dublin agrees to pay the County of Alameda
71,684 in four (4) quarterly installments as follows:
_ September 30, 1986 - $17,921
December 31 , 1986 - $17,921
March 31 , 1987 - $17,921
June 30, 1987 - $17,921
4) Extension: All terms and conditions of this contract may be extended,
by mutual agreement, on a year-to-year basis, provided the amount paid
by the City of Dublin to the County of Alameda is adjusted annually to
reflect increases/decreases to the costs connected with providing the
services.
5) Periodic Activity Reports: Activity Reports will be provided by the
County Librarian to the Dublin City Council . Dublin City Council can
request such reports at any time.
6) Option to Terminate or Renegotiate Contract: This contract is
predicated on the assumption that library service levels will remain
.constant. Should any circumstance arise which changes both County
Library funding levels and levels of service, either party shall have
the right to terminate or renegotiate this agreement by giving at
least thirty (30) days written notice.
7) Liability:
a) All persons employed in the performance of such services and
functions for City of Dublin shall be County employees, and no City
employees as such shall be taken over by the County and no person
hereunder shall have any City pension, Civic Service, or other status
or right.

b) The City shall not be called upon to assume any liability for the
�..;� direct payment of any salary, wages, or other compensation to any
County personnel performing services hereunder for the City, or any
liability other than that
y provided for in this agreement.
Except as herein otherwise specified, the City shall not be liable for
: -� compensation or indemnity to any County employee for injury or
"3 sickness arising out of his/her employment.

c) The County will assume liability and pay cost of defense and hold
the City harmless from loss, costs or expenses caused by the negligent
or wrongful act or omission of County officers, agents and employees
occurring in the performance of agreements between the parties hereto
`i to the extent that such liability is imposed on the City by the
.' :.. provisions of Section 895.2 of the Government Code of the State of
:..I California. In addition, when liability arises pursuant to Section
830 et seq. , of the Government Code, by reasons of a dangerous
condition of public property of the County, the County shall assume
liability and pay cost of defense and hold the City harmless from
loss, costs or expenses caused by the negligent or wrongful act or
omission of County officers, agents—and employees, whether or not
arising in the performance of an agreement between the parties hereto.

RESOLUTION -NO. - 86
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY . OF DUBLIN
APPROVING AN ADDENDUM -TO THE AGREEMENT
BETWEEN THE CITY OF DUBLIN AND -THE COUNTY OF ALAMEDA
FOR ADDITIONAL LIBRARY SERVICES
WHEREAS, during the preparation of the 1986-87 Budget,
the County Library requested consideration of expanding the number
of hours of service to the residents; and
WHEREAS, the City Council conceptually agreed to an
expansion of the number of hours -of Library service provided at
the Dublin Library; and
WHEREAS, the City Council recommended that the Library
be open an additional 4 hours on Sunday of each week; and
WHEREAS, the Sunday service would be in addition to 11
hours of service each week which are already funded by the City of
Dublin.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Dublin hereby authorizes the expenditure of funds to
provide additional Sunday hours at the Alameda County Library,
Dublin Branch.
BE IT FURTHER RESOLVED that the Mayor is hereby
authorized to execute the necessary addendum to the agreement
noted as Addendum A, attached hereto and made a part hereof.

ADDENDUM ALTO THE CONTRACT AGREEMENT
BETWEEN THE CITY OF DUBLIN AND THE COUNTY OF ALAMEDA
FOR ADDITIONAL LIBRARY SERVICES
The aforementioned contract is amended in the following respects:
In the section headed INTENT, a fifth paragraph is added as follows:
The City of Dublin and the County of Alameda agree to a mid-year
adjustment to provide four (43 additional hours per week of library services
at the Dublin Branch of the Alameda County Library System subject to the ..
following terms and conditions.
In the section headed TERMS AND CONDITIONS, items 1, 2, and 3 are amended as
follows:
1) Effective dates: This contract will be in effect from July 1,
1986 to June 30, 1987. The mid-year adjustment to provide four (4) additional
hours per week of library services shall be in effect from January 1, 1987
through June 30, 1987.
2) Services Described: The County of Alameda agrees to provide
seven (7) additional hours of library services at the Dublin Branch Library
each Monday, excluding County observed holidays, from 10:00 a.m.to 5:00 p.m.
from July 1, 1986 through June 30, 1987. The County of Alameda will also
provide four (4) additional hours of library services at the Dublin Branch
Library each Thursday, excluding County observed holidays, from 5:00 p.m. to
9:00 p.m. from July 1, 1986 through June 30, 1987. The County of Alameda will
further provide four (4) additional hours of library services at the Dublin
Branch Library each Sunday, excluding County observed holidays, from 1:00 p.m.
to 5:00 p.m. from January 1, 1987 through June 30, 1987.
3) Payments: The City of Dublin agrees to pay the County of Alameda
$85,542 in four (4) quarterly installments as follows:
September 30, 1986 - $17,921
December 31,1986 - $17,921
March 31, 1987 - $24,850
June 30, 1987 - 24,850
