FINANCIAL STATEMENT: ABAG would provide $10, 000 in seed money for a joint
program between Dublin, Livermore and Pleasanton.
Source of remaining funding has not been determined -
see discussion below.
DESCRIPTION ABAG has developed a Pilot Household Hazardous Waste
Program. The intent of the program is to organize collection days
throughout the County.
The proposed program has established the Cities of Dublin, Livermore and
Pleasanton as one of six collection areas in Alameda County. ABAG would
prepare literature and public information for distribution by the agencies.
In addition, each area would be provided with a grant of $10, 000 . for
collection services . The summary statistics provide an indication of the
potential costs for a collection of this type. The Tri-Cities area
conducted a similar program in September of this year. They had 598
households participate and the total cost was $69, 000 . It should be noted
that $11, 000 of this total was for publicity and the remainder was for
disposal .
The provision of a household hazardous waste collection day would be a
benefit to residents. The problems associated with citizens improperly
disposing of household waste present significant problems . The State
Legislature has begun to address this issue in recent legislation .
AB 1809 authorizes a city to impose a surcharge on solid waste collection
fees . ABAG statistics indicate that the cost could range from $1 . 00 - $1 . 50
per household, if participation levels are consistent with past programs .
ABAG has not evaluated a method of implementing a surcharge . The current
discussions have been related to a one-time surcharge. However, if the
cities pursue the program, it is hoped that collection days will become an
annual event. It is also important to note that the potential costs are
only estimates, since the actual level of participation and amount of waste
collected are unknown figures .
Staff would recommend that the City Council approve of the City' s
participation in concept. Staff would continue to work with ABAG
representatives to determine a method of funding the program. A complete
report on the program would be presented for City Council approval prior to
formal commitment on the part of the City of Dublin.

RE: Participation in Pilot Household Wastes Collection Program
Dear Mr. Ambrose:
ABAG cordially invites the City of Dublin to participate in a Pilot
Household Hazardous Wastes Collection Program for Alameda County. The
goals of this project are to 1 ) assist the cities in organizing multi-city
collection programs; 2) provide financial assistance for operation of a
collection program; and 3) achieve an economy of costs through the
consolidation of individual collection days into a county-wide program.
The long term goal is to establish an ongoing Household Collection Program
throughout Alameda County pursuant to AB 1809. Funding for this project
has been provided by the State Water Resources Control Board under Section
205(j) of the Clean Water Act.
On November 19 Alameda County City Managers endorsed a pilot county-
wide Household Hazardous Wastes Collection Program targeted for Spring
1987. A description of the program is included in Attachment A. The
important features of the program are:
• The organization and operation of six local area Household
Hazardous Wastes Collection Days,
• ABAG will provide $10,000 financial assistance towards hazardous
wastes disposal costs for each local area Collection Day,
• The participating cities will share the remainder of costs
associated with each local area Collection Day in proportion to the
number of households within each city,
• Participating cities' costs may be funded through a surcharge on
solid waste collection fees as authorized by recent legislation AB
1809 - Household Hazardous Waste (1986) .
In order to prepare detailed program specifications and contract with
a hazardous waste disposal company, we request a response from your city
regarding your intent to participate in this program by December 31, 1986.
For your convenience, we have included a commitment form (Attachment B)
that may be filled out directly or used as a guideline for preparing a

letter of commitment from your city. After the finalization of
participating cities, selection of a hazardous waste disposal contractor
and preparation of more refined Collection Day cost estimates, ABAG will
arrange individual agreements with each-.city for 'cost'sharing. If you have
any questions about this program, please call me at 464-7941. You are
also invited to attend a meeting of our ongoing Project Advisory Committee
which will be held on Tuesday, December 16, 1986 at 9:30 a.m. at the ABAG
offices.

Alameda County Pilot Household and Small Quantity Generators
Hazardous Wastes Collection Programs
ABAG and The Alameda County Health Agency will conduct a Pilot Household Hazardous
Wastes Collection Program in Spring 1987. One-day collection programs will operate in six
areas for citizens to safely dispose of hazardous wastes from their homes. One collection center will
be set up within each of these six areas (fmal site locations to be determined):
1. Albany/Berkeley/Emeryville 4. Hayward/Castro Valley
2. Oakland/Alameda/Piedmont 5. Union City/Newark/Fremont
3. San Leandro/San Lorenzo 6. Pleasanton/Livermore/Dublin
The role of ABAG and the Alameda County Health Agency in the Household
Hazardous Wastes Collection Programs will be the provision of the following:
1. Assistance in setting up the local Collection Days;
2. Educational/informational literature in quantities for public distribution;
3. Countywide press releases and public information announcements;
4. Contracted hazardous waste disposal company to receive wastes, sort,pack and dispose of
hazardous wastes for each of the six local collection days;
5. Reduced cost for hazardous waste disposal through the operation of six collection days by
one contracted hazardous waste disposal company ;
6. Financial assistance of$10,000 towards the operation of each of the six local Collection
Days (to be applied toward the hazardous wastes disposal contract);
7. Guidance for the establishment of local funding mechanisms to operate continuing
Household Hazardous Wastes Ccollection Programs in cities; and
8. A concurrent Pilot Collection Program for Small Quantity Generators(SQG)of Hazardous
Waste which will be targeted at small businesses generating less than 100 kg of hazardous
waste/month. The Pilot SQG Program will arrange assistance for small businesses to
comply with legal paperwork and offer reduced disposal rates through a contracted
hazardous waste hauler.
The role of the participating cities/jurisdictions in the Household Hazardous
Wastes Collection Programs will be:
1. Distribution of educational/informational material and notification of local households;
2. To cooperate in the organization and operation of a local Household Hazardous Waste
Collection Day in Spring 1987—through provision of items such as: a temporary collection
site, staff/volunteer personnel for non-technical activities or public safety personnel; and
3. Payment of the remainder of the hazardous waste disposal costs,which will depend on the
actual amount of wastes collected and will be divided between the participating cities in
each local Collection Day based on number of households within each city or area. The
estimated cost will range from$1.0041.50 per household based on information from
Collection Days conducted in Hayward, Union City and Fremont during Fall 1986.

General Description
The collection events will last about .5 6 hours °each-.and 'wi11

skills, who will segregate the wastes by hazard;-class °'and°.then

Designation of the "Generator" and Public Agency Exemptions ': ;,: .
The shipping and disposal document (hazardous waste,'manifest) -
requires; the designation of a "Generator, " and each city .where a
collection site is located must delegate someone .to sign this .
document on behalf of the city. California law (AB 1744, Chapter
1193, 1985) grants immunity to public agencies from liability - . .
under the state Superfund law in the event that the collection
site later becomes a designated Superfund clean-up site. The law
also exempts public agencies from the Hazardous Substance
Disposal Tax and other related record-keeping ,requirements . ` .
Household hazardous wastes are by definition exempt from the'
federal Resource Conservation and Recovery Act (RCRA) regulations .
The wastes are exempt even if accumulated in amounts that would
otherwise be regulated. This exemption, however, does not hold if
the wastes are mixed with wastes from regulated small quantity
generators .
Collection Site Location
Appropriate locations within the six designated geographic
areas will be chosen by ABAG, the county health department and the
participating cities . The six areas are:
1) Albany/Berkeley/Emeryville 4) Hayward/Castro Valley
2) Oakland/Alameda/Piedmont 5) Union City/Newark/Fremont
3) San Leandro/San Lorenzo 6) Pleasanton/Livermore/Dublin

The location within each of these areas will probably-.chosen --in
the .city with the largest population, :..and thus the -greatest :
concentration of households likely-to .participate. ;
Site Requirements =
The sites chosen for..the. collection .events ,should`be3:�iri
somewhat remote areas so any threats -of -spills or. leaks�.that`might
be hazardous to humans or the environment can be minimized:"-~,:"`The
sites should, however, be chosen in convenient locations
accessible from readily identifiable -streets ".
The sites should be paved if possible. If the site is. not -
paved, the ground should not be susceptible to damage-cif covered
with plastic for the duration of the event. In the event of a
spill of hazardous material, personnel at the site should be able
to prevent spills and leaks of hazardous material from entering
into storm drains and sewer pipes .
Adequate space must be available for designing 'a traffic flow
pattern that allows for safe and convenient entry and exit from
the site. Cars waiting .to enter the site should not cause undue
congestion in the adjacent streets. Adequate parking for the
public, site personnel and project vehicles should be provided and
should not interfere with the traffic flow.
The collection sites must have the approval of the Toxic
Substance Control Division of the California Department of Health
Services .
The collection sites should be fenced and securable.
Hours of Operation at the Collection Sites
The sites will be open from 10 am to 3 pm, unless otherwise
decided. Any persons waiting in line at closing time will be
accommodated, as will any late arrivals as long as technical
personnel and appropriate packaging materials are still available.
Site Operations
The contracted hazardous waste disposal company will operate
the collection sites using its own equipment and personnel or
those of an appropriate subcontractor. Collection site operations
will be in accordance with a written plan, which will be prepared
by the contractor and circulated to the other interested parties .
In general, householders delivering wastes to the site will
line up in an approach lane to the collection area. They will be

Insurance
Liability insurance for activities 'carried o' ut' --under this
project will be provided by the contracted hazardous waste
disposal company. This insurance, for activities carried out
under this project only, should cover damage to the •�'facility, .
injury to the public while using the site, and injury to site
personnel not otherwise covered by their own company`' s insurance.
The cities participating in the collection and the .owner of the
site will be listed as additionally-insured for activities carried
out under the project .
Anticipated Volume of Waste
The volume of waste collected is the major cost ' consideration
associated with the collection because of the high cost of
packaging materials, transportation and ultimate disposal. The
volume of waste collected is dependent on the effectiveness of
advance publicity, the convenience of the site, the housing mix of
the area (single family vs . multi-family) and the level of public
concern for proper disposal of household hazardous wastes . In
general, 'a participation rate of 1 . 0 to 1 .2 percent can be
anticipated considering past experience with collection days-.
Publicity
ABAG will perform a majority of the publicity tasks
associated with the series of collection events . ABAG will develop
brochures, press releases and other public information materials

• as necessary. ABAG will carry out a county-wide publicity
campaign prior to -the series of collections. Public information
materials will be provided to the cities participating in the
program for, distribution to their own constituents . ABAG will
also provide advice .and guidelines to the cities on how to carry
out area-specific. publicity.
A. Services to be Provided by the Lead City in Each Area
1 . Obtain permits and associated documents from the Department of
Health Services .
2 . Notify local households of the collection and distribute
educational and informational materials .
3 . Cooperate in the organization and operation of the local
household hazardous waste collection day in the Spring of 1987 .
4 . Provide a collection site or obtain the permission of the
owner of a non-city-owned location. Designate one city employee
to act as coordinator of the collection event; this employee will
direct activities at the site on the day of the collection.
5 . Provide staff and volunteer personnel for non-technical
activities .
6. Provide city permits and appropriate police, fire and
emergency personnel as necessary on the day of the collection.
7 . Pay the hazardous waste disposal costs not paid for by the
$10, 000 ABAG contribution. The cost will depend on the actual
amount of waste collected and will be divided between the
cities participating in each local collection based on the number
of households within each city or area. The estimated costs range
from $1 . 00 to $1 .50 per household based on information from
collection days conducted in Hayward, Union City and Fremont
during the Fall of 1986.
B. Services to be Provided by the Non-Lead Cities in Each Area
1 . Cooperate in the organization and operation of a local
household hazardous waste collection day.
2 . Provide staff and/or volunteer personnel on the day of the
collection.
3 . Distribute public information materials within own
jurisdiction.
