FINANCIAL STATEMENT: No registration fees are proposed
DESCRIPTION The attached proposed ordinance is brought to the City
Council as part of the comprehensive revision of the City' s ordinances and
development of a Municipal Code.
The proposed ordinance provides for the revision of the provisions of
Chapter 7 of Title 2 of the Alameda County Code, which the City adopted by
Ordinance No. 13-82 . This ordinance requires a Private Patrol Operator to
conform with State Law; to register with the Dublin Police Department; and
to receive approval from the Police Department regarding the uniform to be
used by the Operator.
The purpose of this ordinance is to minimize the chance that a private
patrol officer would be mistaken as a Dublin Police Officer .
The City Council introduced this ordinance at its meeting of December 8,
1986 .

ORDINANCE NO. - 86
AN ORDINANCE OF THE CITY OF DUBLIN REGULATING
PRIVATE PATROL OPERATORS
The City Council of the City of Dublin does ordain as follows :
Section 1 . DEFINITIONS:
(a) PRIVATE PATROL OPERATOR. "Private patrol operator" is
as defined in Business and Professions Code § 7521 .
Private patrol operator includes an operator of a
private patrol service.
Section 2 . UNLAWFUL TO ACT AS PRIVATE PATROL OPERATOR
WITHOUT REGISTERING WITH STATE: It shall be unlawful for any
person to act as a private patrol operator unless such person is
licensed with the State of California pursuant to Business and
Professions Code § 7520.
Section 3 . REGISTRATION WITH CHIEF OF POLICE: In addition
to the requirements of Section 2, any such operator shall register
with the Chief of Police and provide said Chief with the following
information:
(a) The names and addresses of all street patrol special
officers employed and their State registration numbers;
and
(b) The license number and description of each vehicle used
for street patrol services.
Section 4. UNIFORMS: Every private patrol operator shall
adopt a characteristic uniform, and .all street patrol special
officers employed by such operator shall wear such uniform at all
times while engaged in the performance of the duties of his
employment. The characteristic uniform shall first be approved by
the Chief of Police.
Section 5 . AUTHORITY FOR ORDINANCE: This Ordinance is
enacted pursuant to T 7524 of the Business and Professions Code of
the State of California.

Section 6. This Ordinance shall supersede the provisions of
Chapter 7 of Title 2 of the Alameda County Code, as adopted by
Dublin Ordinance No. 13.
Section 7 . EFFECTIVE DATE AND POSTING OF ORDINANCE. This
Ordinance shall take effect and be in force thirty (30) days from
and after the date of its passage. The City Clerk of the City of
Dublin shall cause this Ordinance to be posted in at least three
(3 ) public places in the City of Dublin in accordance with Section
36933 of the Government Code of the State of California.
PASSED AND ADOPTED by the City Council of the City of Dublin
on this day of 1986, by the following vote:
