DESCRIPTION : This ordinance is part of the program to incorporate provisions of County ordinances into the proposed Municipal Code . In 1959 the County adopted two grid systems for numbering the entire county. San Ramon Road happens to be the boundary between the east county grid system and the west county grid system. Numbers advance from 5600 on the east tip of Scarlett Court to 8000 on San Ramon Road . West of San Ramon Road numbers decrease from 12000 to about 10800 on the west boundary of the city at the Valley Christian Center . Exhibit 2 shows the grid system of the portion of the city west of amp Parks . The provisions of this ordinance are essentially the same as the County ordinance . Requirements that apply only to the unincorporated area have been deleted . Sections 5 , 6 and 7 are new. These provisions result from discussions with the police and fire departments and will facilitate emergency response . The Chamber of Commerce reviewed this ordinance . They have no objections to the requirement of posting addresses on 'existing buildings but they expressed concern regarding penalty for failure to post address numbers when requested to do so . ----------------------------------------------------------------- ITEM NO. AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING A STREET ADDRESS NUMBERING SYSTEM The City Council of the City of Dublin , does ordain as follows : Section 1 : Chapter 4, of Title 5 of the Alameda County Ordinance o e as adopted by the City of Dublin is hereby repealed . Section 2 : Numbering System Adopted The Alameda County Property Numbering System adopted by Alameda County Ordinance No. 288 N . S . is hereby adopted as the grid system for assigning addresses . A map of said grid system is attached herewith and is apart of this ordinance . Section 3 : Assignment. of Numbers The grid system shall be the basis for assigning numbers . However , minor deviations from the grid system may be made in order that lots within a given block may be in the same hundred block . Where streets change direction numbers may be assigned in a manner that is consistant with public convenience. Where streets form circles the lots may be numbered consecutively around the circle . Section 4: Names of Streets The following guideline shall be used in naming streets : ( a ) All streets, roads and ways running generally northerly and southerly to be know as " streets" or "roads" , (b ) All streets , roads and ways running generally easterly and westerly shall be known as "avenues" or "ways (c ) All streets , roads and ways running in a variable curving or winding direction shall be known as "drives" or " lanes " , (d ) All cul -de-sac or dead ends not a continuation of any of the above shall be known as "courts" or "places" , (e ) Major arterial routes through the city shall be "boulevards" , known as parkways "freeways" , or through- ways" , Section 5 : Display of Numbers All new house numbers for residential buildings shall be internally lighted and shall be continuously lit- from sunset to sunrise . The numbers shall be posted on the front of the building near the front or main entrances . The numbers shall be a minimum of 22 inches high and the numbers and background shall have contrasting colors . All non-residential , buildings shall display numbers near the front or main entrance . The numbers shall be a minimum of 54 inches high and the numbers and background shall have contrasting colors . Where non-residential buildings have more than one address , and there is a rear exit for the particular address , the numbers shall be posted on the rear door also . Section 6 : Application to Existing Buildings Whenever the numbers are not displayed on existing non- residential buildings as required in Section 5 , the owner or occupant of the existing building shall after 10 days written notice install numbers and names as indicated in the notice . Any person , firm or corportion failing to install numbers and names as required shall be guilty of a misdemeanor . Section 7 : Enforcement This Ordinance shall be enforced by the City Manager or his designated representative . Section 8: POSTING OF ORDINANCE The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least three (3 ) public places -in the City of Dublin . in accordance with Section 36933 of the Government Code of the State of California .
