Application to Install Banner RECOMMENDATION 1) Approve St. Patrick's Day Celebration 2 ) Authorize Installation of Banner 3 ) Approve Parade Route FINANCIAL STATEMENT Cost to City $2,100 to $3, 000 Sufficient Funds are Available DESCRIPTION The Fourth Annual St. Patrick' s Day Celebration is scheduled for Saturday, March 14, - 1987. In keeping with tradition, the day' s festivities will include a parade through downtown Dublin, a community celebration at Shannon Center and a dinner/dance at Shannon Center. : This years event will once again be planned in cooperation witlY the Dublin San Ramon Lions Club. The tentative schedule of events is as follows: 11 : 00a.m. -12 : 30p.m. Parade 12 :30p.m.-5 : 00p.m. Community Celebration 5 : 00p.m. -8 : 00p.m. Dinner 8 : 00p.m. -12 midnight Dance The Park ;and Recreation Commission considered the 1987 St. Patrick ' s Day Celebration at their December 9, 1986 meeting (Exhibit A) . The Commission _was in favor of once again conducting the Community Celebration at Shannon Center and directed staff to begin contacting prospective entertainers and community groups who might be interested in participating in this years event. The proposed parade route is as follows: Staging Area - Handyman Parking Lot East on Amador Valley Blvd. South on Village Parkway West on Dublin Blvd. ` North on Regional Ending Area - Albertson,-' s Parking Lot Ralph Hughes, Parade Chairperson, has met with Police Chief, John Severini to discuss the proposed route. It is anticipated that ten people will be needed for traffic control. If -any or all posts cannot be manned by reserve officers, then it will be necessary to utilize regular overtime officers at a cost of no more than $750 . In accordance with the parade :.application procedures, the Lions Club will be responsible for providing the City with liability insurance in the amount of $1, 000, 000. A preliminary cost estimate has been prepared for the St. Patrick' s Day Celebration (Exhibit B) . It is estimated that the costs will total $2, 100-$3 , 000 .-- Sufficient funds have been included in the Recreation Departments Budget for FY1986-87. None r° ti RECOMMENDATION Determine if a subcommittee is needed FINANCIAL STATEMENT $3,000 is budgeted in FY1986-87 for this event DESCRIPTION Saturday, March 14, 1987 is the date for the 4th Annual St. Patrick's Day Celebration. As in _past years, this years event will be coordinated with the festivities planned by the Dublin-San `Ramon Lions " Club. The Lions will be responsible for the parade and the dinner/dance. . City' s Recreation Department will be responsible for th Community Celebration at Shannon Center. For the past two years the Community Celebration has been held at Shannon Center. In 1985 the community booths were located on the deck area and the entertainment was in the Social Hall. Due to the rain in 1986, the majority of the booths were located inside the Center in both the East and A&B rooms. Entertainment was once again in the Social Hall, but was on the west end of the hall instead of on the stage. This arrangement seemed to work out well for both the_: entertainers and the audience. In order to provide-. adequate lead time for entertainers and community groups to_ be contacted, it is necessary to get information to them as soon as possible. In past years the Commission has formed a subcommittee to assist staff with the planning and organization of the event. One Commissioner was assigned to Help with the entertainment and the other Commissioner helped with the community groups. Now that the Recreation Department- staff has increased, we are better able to assume these responsibilities if the Commission would prefer. Therefore, it is recommended that the Commission discuss the = upcoming St. Patrick ' s Day Celebration and make the following determinations : 1 . The need for a subcommittee 2 .
