CITY OF DUBLIN
AGENDA STATEMENT
CITY COUNCIL MEETING DATE: January 12, 1987
SUBJECT Written Communication - Tri-Valley Community
Television Corporation
EXHIBITS ATTACHED Letter from Lee Horner dated December 18, 1986
RECOMMENDATION 1 ) Direct Staff to prepare a letter requesting
that the Tri-Valley Community Television
Corporation present an expenditure plan for
the use of Public Access funds prior to their
commitment .
2 ) Identify any perspective applicants for the
additional 3 seats on the Tri-Valley Community
Television Board
FINANCIAL STATEMENT: The City ' s Franchise Agreement with Viacom Cablevision _
requires Viacom to pay the City a total of $55, 000 for
capital equipment associated with public access . The
City has thus far received $45, 000.
DESCRIPTION The City has received a letter from the Tri-Valley
Community Television Corporation requesting that the City forward $45, 000
for public access purposes to the Community Television Corporation Board.
The Trj--Valley Community Television Corporation has indicated that these
monies will be turned over to Community Television for the purchase of this
equipment .
In discussing this matter with Cm. Hegarty, who is one of the City' s
represe-ntatives on the Tri-Valley Community Television Corporation Board, he
indicated that no long term expenditure plan had been presented to the Board
by Community Television for the development of a cable tv studio and the
equipping of that studio. Cm. Hegarty indicated that he felt it would be
more appropriate for the Board to have such an expenditure plan before the
Cities contributed monies for this capital equipment.
Staff concurs with Cm. Hegarty and requests that the City Council direct
Staff to prepare a letter to the Tri-Valley Community Television Corporation
requesting such a long term expenditure plan before the City commits $45, 000
to the Corporation Board, and ultimately Community TV.

Dear Rich:
At the last meeting of the Tri-Valley Community Television Corporation Board,
the Board instructed me to contact the City Managers of Dublin, Pleasanton, and
San Ramon, and request you forward the capital expenditure monies that you receive
from Viacom Cablevision to the Tri-Valley Communi-ty Television Corporation Board.
These monies will then be turned over to Community Television for the purchase of
needed capital equipment. Representatives of Community Television are already
beginning to prepare the requisitions they need to purchase the necessary capital
equipment. According to the provisions of the Franchise Agreement that you entered
into with Viacom Cablevision, you should have received $45,000 for capital equipment
needs as of this date. Please forward the money to the Tri-Valley Community Television
Corporation Board at the address shown above.
Also, the Board is seeking applicants to fill an additional three seats on the
Board. If you know of anyone in your community-who has an interest in community
television and would be interested in serving on the Board, please have them contact
me for an application.
Thank you for your help.
Sincerely,
LEE HORN!lEyyRGG
