HomeMy WebLinkAbout5.3 Aquatics Program �1 C�0-576 CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: January 12, 1987 SUBJECT Written Communication from Dublin San Ramon Services District regarding 1987 Aquatics Program EXHIBITS ATTACHED Letter from Paul Ryan, General Manager, Dublin San Ramon Services District dated December 22, 1986 RECOMMENDATION Direct Staff to notify the District that the City will be willing to assume responsibility for the 1987 Aquatics Program, provided that the Dublin San Ramon Services District agrees to the disposition of other District services as proposed by the Cities of Dublin and San Ramon. FINANCIAL STATEMENT: Undetermined at this time DESCRIPTION The City has received a letter from the Dublin San Ramon Services District indicating that it will not be providing the necessary personnel to conduct swimming programs at the Valley Community Swim Center for 1987 . The District has indicated its willingness to cooperate with the City, should the City desire to take over the Aquatics Program for this upcoming year. The Recreation Director has indicated that undertaking the responsibility for an aquatics program will involve a great deal of Staff time and planning. Further, the City has not included any funding for such a program in the Fiscal Year 1986-87 Budget. Despite these obstacles, it is possible that the City could assume responsibility for this function for the upcoming swimming season. However, since the Cities and District are still negotiating the disposition of the services that the District provides, it would seem premature to commit to assuming one service without resolution being reached on the outstanding issues. Box 2340 C., Dublin, CA 94568 Dear Richard: The Board of Directors has asked me to drop you a line expressing their concerns about the future of public recreational aquatics in our community. In all probabil- ity , during the next few months our liaison committees will be meeting to work out proposed reorganizational matters , and we want to make sure that arrangements are made for next year' s aquatics program in ample time so that it can be properly managed . A few weeks ago, we informed Diane Lowart of your staff that after December 31, the District would no longer have the services of its Aquatics Coordinator. You may be aware that during the past year or so , the District and its parks personnel have been in a quandary about the future of parks and aquatics, and half of our personnel complement have obtained other employment because of the uncertainties regarding who will be providing these ser- vices. Since the passage of Proposition 13, when the Amador Valley Joint Union High School District ended its contrac- tual arrangements with us for joint use of the Valley Community Swim Center, we have been conducting summer recreational swimming programs. The San Ramon Olympic Pool has continued to receive financial support from the San Ramon Valley Unified School District and private swim clubs, which has permitted extended aquatics programs. I am writing to you about the Valley Community Swim Center and will be sending a similar letter to Jim Robinson about the San Ramon Olympic Pool. Mr. Richard Ambrose, City Manager City of Dublin December 22, 1986 The District will continue to maintain the swimming pools as long as they are under our jurisdiction. We do want you to know that it is not our Board ' s intention to begin hiring or training personnel for a recreational aquatics program in 1987. Should it appear that negotia- tions for reorganization of parks, recreation and aquatics services will extend beyond March 1, we would like to co- operate with the City so that you would have ample time to develop an aquatics program for the coming year. We feel a timeline should be established soon because it has been our experience that personnel recruitment needs to be accomplished before or during the schools' spring break. If the City is interested in developing and conducting a community aquatics program for 1987, we will be glad to assist in every way we can to get it off the ground.
