DESCRIPTION
In May, 1986, at the request of Ted Fairfield, the City Council requested
the Dublin San Ramon Services District (DSRSD) to update the DSRSD Sewer
System Master Plan. The update would consider a revised density for
unincorporated lands east of the City and areas in Contra- Costa County that
might be in the sewer service area. The cost for the study in those areas
east of the City were to be paid for by Mr. Fairfield.
Since that time, Staff has been in contact with DSRSD, Alameda County,
Contra Costa County, and City of San Ramon staffs, CH2M Hill, Consultants to
DSRSD, and Mr. Fairfield. A proposal has been prepared and agreed upon for
updating the DSRSD Sewer System Master Plan for the unincorporated lands east
of the City. The cost of this update is not to exceed $17,180.00, and
Mr. Fairfield is to pay the cost directly to DSRSD. Mr. Fairfield will
explore with DSRSD the potential for pro-rata reimbursement. The Consultant
estimates that the update will take two to three months, depending on the
availability of revised density information.

Subject: Sewer System Master Plan
In response to our recent telephone conversation, we are
submitting a revised cost estimate to the October 31 , 1986
letter proposal for preparation of an update to our master
plan of the Dublin San Ramon Services District' s sewer sys-
tem. The proposal identified five tasks to evaluate the
impact of increased development densities in eastern Dublin.
The analysis required for CH2M HILL to evaluate the eastern
Dublin Sphere of Influence is estimated to cost not to ex-
ceed $17 , 180 . As compared to the $16,500 identified in the
October 31 , 1986 letter proposal, this represents a 4 per-
cent increase in labor cost. Table 1 provides labor and
expenses breakdown by task.
As indicated previously, this evaluation could be completed
in approximately 8 to 10 weeks depending on the availability
of revised density information from Dublin and Alameda
County. We will provide these services on a time and mate-
rials basis in accordance with Amendment No. 2, including a
4 percent increase in the per diem rates. If you have any

Subject: Sewer System Master Plan
We are pleased to present this letter proposal to*'update our
master plan of the Dublin San Ramon Services District's sewer
system. The proposed and existing sewer system capacity to
serve the eastern portion of the District within the City of V" G
Dublin' s sphere of influence was developed for analysis withintSbo �`�
..the Sewer System Master Plan for Alamo Creek and East Dublin.' 5� c
Since the master plan was submitted in November 1985, the o�
development density in east Dublin has increased beyond the
projected limits. At your request, we have prepared -this
proposal to update our wastewater flow calculations and re-
vise the capacity evaluation of the sewer system.
Additional analysis required for CH2M HILL to evaluate the
impact of increased development density within Dublin' s
eastern Sphere of Influence is estimated to cost not to ex-
ceed $16,500. This analysis would consist of the following
five tasks:
Task I. Meet with Dublin and Alameda County Staff
The first task would be to meet with the appropriate City of
Dublin and Alameda County staff to collect and understand
the degree of change in development densities which have
occurred in east Dublin since the completion of our Interim
Master Plan Report. A maximum of four meetings is estimated.
Task 2. Revise Land Use Calculations
Based on the results of the meetings in Task 1 , Chapter 4 ,
Growth Analysis, and Chapter 5 , Design Flow Analysis, in the

interim report would be revised including the tables, fig-
ures, and design wastewater flow calculations.
Task 3. Run System Analysis Model
Revised design flow data for the eastern Dublin area would
be input to the System Analysis Model (SAM) to determine
required trunk sewer capacity from the development to the
Wastewater Treatment Plant. A maximum of three SAM runs is
estimated as follows:
o Existing (1986) peak wet weather flow
o Future peak dry weather flow
o Future peak wet weather flow
Task 4. Analyze SAM Results
Each of the SAM printouts from Task 3 would be analyzed to
determine required new pipeline diameters and possible im-
provements to existing pipelines. The tables and figures
presented in Chapter 7, Sewer Collection Analysis, and Chap-
ter 8 , Recommended Plan would be revised as necessary.
Task 5. Prepare Letter Addendum to Master Plan Report
Based on the results of Task 1 though 4, a letter addendum
would be prepared to -summarize the findings of the capacity
analysis. The addendum would serve as a draft document for
review by the District, City of Dublin, and Alameda County.
The results would be incorporated into the final master plan
report including the Western Area of the District which is
covered by our. Amendment No. 2.
This evaluation could be completed in approximately 8 .to
10 weeks depending on the availability of revised density
information from Dublin and Alameda County. We will provide
these services on a time and materials basis in accordance
with the Amendment No. 2. If you have any questions regard-
