FINANCIAL STATEMENT: The Fiscal Year 1987-88 cost for participation in this
system would be $17,170. This includes one-time cost
of $14, 376 and 1/2 of the annual operating cost. The
annual operating costs are estimated at $5, 588.
DESCRIPTION The City has received a letter from the Chairman of
the Alameda-Contra Costa Regional Remote Access Network (RAN) Board
requesting that the City consider participation in the new fingerprint
identification system which representatives of Alameda and Contra Costa
Counties have been working on pursuant to State Legislation.
SB 190 required the State Department of Justice to provide for the
implementation of a computerized system of retaining of fingerprint files
identifying inked and latent fingerprints and furnishing local agencies with
direct access to those files. This Legislation also required the State to
fund 700 of the initial hardware costs required to implement this program at
the local level .
Planning for this program began in the middle of 1985 at which time local
RAN Boards in Alameda and Contra Costa Counties were appointed.
Councilmember Snyder was appointed to the Regional RAN Board, as well as the
Alameda County Local RAN Board. The purpose of the Regional RAN Board was
to explore the possibility of a joint Alameda County and Contra Costa County
Regional Network, to determine costs of the system and to develop joint
operating and fiscal policies and procedures . The State has indicated that
funds have been included in the State ' s 1986-87 Budget to pay for the
State ' s share of the hardware for the Alameda-Contra Costa Region.
As indicated in Chief Hart ' s letter, this fingerprint identification system
will make it possible to match fingerprints of persons with criminal files
within the Alameda-Contra Costa Region, as well as accessing the State
Department of Justice files in Sacramento. The system will also make it
possible to immediately identify all arrested persons regardless of aliases,
which will minimize the possibility of releasing wanted persons from
custody. Police Departments will also be_ able to determine if an arrested
person can be linked to other crimes by matching ink fingerprints with
latent fingerprints left at other crime scenes. The system will also assist
in unsolvable crimes and will assist law enforcement agencies in identifying
criminals early in their careers by arresting criminals through latent print
identification.

As indicated in Attachment #5, the projected costs for the City of Dublin
are relatively small compared to the additional value that the system will
provide to Dublin' s Police Department in their apprehension of criminals .
Dublin' s annual operating costs would be $5, 588. The first year of the
project, however, there will be one-time costs of $14, 376. The total
projected costs for Fiscal Year 1987-88 would be the combination of the
total one-time cost and 1/2 of the annual operating cost since the system
would not charge agencies until it' s operational, which is projected to be
January 1, 1988. Therefore, the total estimated costs for Fiscal Year
1987-88 would be $17,170.
Although the City Council has not committed to programs prior to adoption of
the upcoming Fiscal Year Budget, the RAN Board is indicating that a
commitment from the City Council is required by April 3, 1987 in terms of
the City' s willingness to financially participate in this program.
It is Staff' s recommendation that the City Council adopt the attached
resolution committing the City of Dublin to financially participating in
this program.

I am writing to you in my capacity as Chairman of the Alameda-Contra Costa
Regional RAN Board to urge your participation in the new fingerprint
identification system we have been planning pursuant to State legislation. .
CAL-ID has been called the most important technological advance in police
work since the invention of the two-way radio. We feel that it is critical
to the safety of all our communities that all the jurisdictions in Alameda
and Contra Costa participate in this program. We are asking now for your
financial commitment to the program. Because of State deadlines, action by
your City Council is required by April 3, 1987.
BACKGROUND OF CAL-ID:
Senate Bill 190 (Chapter 1234, Statutes of 1985) established the CAL-ID/RAN
Program in the State of California. It required the Department of Justice
to provide for the implementation of a computerized system of retaining
fingerprint files, identifying inked and latent fingerprints and furnishing
local agencies with direct access to those files. It also provided for the
State to fund 70% of the initial hardware costs required to implement
CAL-ID at the local level.
Pursuant to this legislation, the Department of Justice issued policy
regulations and developed a RAN Master Plan for the State of California.
These guidelines require that a County with a population of less than
1.5 million residents can participate as a Full Use Access Agency (FUAA) in
the program only if it forms a "Region" with other counties in order to
attain that minimum population base.
Planning for the CAL-ID program began at the local level in Alameda and
Contra Costa counties in mid 1985. At that time, Local RAN Boards in
Alameda and Contra Costa counties were appointed, as prescribed in the
State legislation. In the Spring of 1986, the Regional RAN was created to
explore the possibility of a joint Alameda-Contra Costa Regional network,
to determine costs of the system, and to develop joint operating and fiscal
policies and procedures. (See Attachments la, lb, lc, and ld for
membership rosters fo the Regional RAN Board, Local RAN Boards, and staff.)
The Alameda-Contra Costa Region is included in the State Master Plan as a
Full Use Access Agency (FUAA). Sufficient funds were included in the
.1986/87 State budget to pay the State's share of FUAA hardware for the
Alameda-Contra Costa Region.
WHY WE NEED CAL-ID:
Currently, the State Department of Justice's CAL-ID system includes
approximately one million records in its Automated Latent Print System and
two and a half million fingerprint cards in its Automated Fingerprint
Identification System. However, in order to access this data, local, law
enforcement must either mail a copy of the fingerprints to the State or
drive them up to Sacramento. Response time is usually several days. No
local automated fingerpring data base exists, nor can local law enforcement
automatically access the State's data bases. Identification of arrestees
at the local level is done by manual record searches or by relying on the
arrestee's word. Generally, (latent) fingerprints lifted at crime scenes
may be identified only if prints of known suspects are available for
comparison. In very serious cases, or if a latent print is very good, the
print may be sent to Sacramento if the local agency has the time to compare
it against elimination inked fingerprints.
WHAT CAL-ID WILL DO FOR US:
As a Full Use Access Agency, Alameda-Contra Costa's Regional CAL-ID network
will prove to be an extraordinarily powerful tool to help law enforcement
protect our citizens and solve crimes. The FUAA is capable of matching
fingerprints of persons with criminal files within the Region, as well as
accessing Department of Justice files in Sacramento. CAL-ID will make it
possible to immediately identify all arrested persons, regardless of
aliases. This will minimize the possibility of releasing wanted persons
from custody. Also, police will be able to determine if an arrested person
can be linked to other crimes, by matching inked fingerprints with latent
fingerprints left at other crime scenes. - Most importantly, previously
unsolvable crimes can be solved from "cold" searches of fingerprints left
at the scene of a crime. Criminals will be identified early in their
careers and arrested through latent prints before they can commit more
crimes.
Some well-known crimes solved through the State CAL-ID system include:
• identification of the person who attacked Secretary of State March
Fong Eu
• identification of the Night Stalker, a serial murderer
• identification of a California Youth Authority escapee from a work
crew in Contra Costa County who came into Alameda County and killed
a woman in her home.
WHAT CAL-ID WILL COST:
Attachments 2, 3, 4 and 5 show projected costs to local jurisdictions of
participating in the CAL-ID program. Attachment 2 presents a summary of
estimated start-up costs for CAL-ID. According to State law, the State is
contributing 70% of the initial hardware expense for the system. Costs

that apply to both counties are allocated to each County on the basis of
its share of the total Region's population (Alameda = 62.537, Contra Costa=
37.477).
One-time costs are described in more detail in Attachment 3. This detail
indicates that the Alameda County Data Processing Department will serve as
the central site for the system and house the mainframe units. Storage
space available adjacent to the Department will be converted to a computer
room for this project. Fingerprints will be registered in equipment in the
Alameda County (Sheriff's) Central Identification Bureau (CIB) which is
located at the Oakland Police Department headquarters. The Alameda CIB
will also serve as a local input site. Local input terminals (LIT's) will
be situated in Union City to serve Southern Alameda County and in Martinez
to serve Contra Costa County.
Attachment 4 summarizes projected annual operating costs. Costs shared
between Alameda and Contra Costa counties are allocated here, too,
according to the population split between the two Counties (Alameda =
62.537, Contra Costa = 37.477), as decided by the regional RAN Board. The
Sheriffs in both Counties will continue to bear the same booking costs that
they now incur.
Attachment 5 shows the estimated costs for each jurisdiction in the two
counties. As determined by the Local and Regional RAN Boards, costs are
shared by jurisdictions within each County according to population. Please
note that because of the Department of Justice's timetable for equipment
delivery and installation, the Regional CAL-ID system should be operational
January 1, 1988. This means that the start-up costs and one-half of the
operating costs need to be budgeted by each participating jurisdiction for
fiscal year 1987/88.
CONSEQUENCES OF NOT PARTICIPATING IN CAL-ID:
Jurisdictions choosing not to participate in the Regional RAN will not have
use of its file search capabilities. According to Department of Justice
regulations, the State will no longer provide fingerprint searches for
jurisdictions not participating in their Regional network. This would
severely hamper the ability of non-participating jurisdictions to solve
crimes occurring in their communities. In addition, if any jurisdiction
does not participate in the CAL-ID program, the cost of participation
increases for all other jurisdictions in the County.
REQUESTED ACTION:
Each City and Board of Supervisors needs to declare by resolution its
intent to participate in the Regional CAL-ID system and its commitment to
share financially in the system as detailed in Attachment 5. Resolutions
are to be sent to the following individuals, as collection points for each
County:

At a later date, we will be coming back to the Cities and Counties to
develop a formal contract of participation in the program.
If estimated costs change significantly because of non-participation of
jurisdictions or any other reasons, we will inform you as soon as possible.
TIMETABLE FOR ACTION:
Your resolutions of participation are needed by April 3, 1987. Funding for
the State's share of our Region's CAL-ID equipment was appropriated in the
1986/87 State budget. These funds will no longer be available after
June 30, 1987. Before that time, we must enter into a contract with the
State for the equipment purchase. The Department of Justice has notified
us that we must sign a contract with them by May 1, 1987 for the State to
have time to process the contract and encumber the funds.
CLOSING REMARKS:
The development of the CAL-ID program is the result of a year and a half of
coordinated planning among the cities and counties of Alameda and Contra
Costa. Supervisors, City Concil representatives, Police Chiefs, public
members of RAN Boards, and staff have worked long and hard to develop the
meaningful cost-effective program to help solve crimes and promote public
safety for us all.
I appreciate your timely attention to the request for action in this
letter. I will be happy to answer any questions that you have about the
CAL-ID program. Concord Police Chief George Straka, Chairman of the Contra
Costa RAN Board has also volunteered to be available to meet and/or discuss
the program with you. I have enjoyed working with your representatives on
CAL-ID and hope to continue this cooperative effort to fight crime in our
communities.

Cost - Some of these costs apply to one county only. When costs apply to both
counties, they are allocated to each county according to its share of the total
population: Alameda = 62.537; Contra Costa = 37.477.
Personnel - Contra Costa's personnel costs include the costs of establishing a
Central Identification Bureau (CIB) which is already in existence in Alameda County.
If Contra Costa does not establish its own CIB, Contra Costa would have to contract
with Alameda County for CIB services. This option costs the same for Contra Costa,
but results in a diminished level of service (i.e., batch processing vs. on-line
identification).
Hardware Maintenance - Includes parts and labor.
1987/88 OPERATING COST WILL BE ONE-HALF OF THE ANNUAL COST BECAUSE OF THE STATE'S

A RESOLUTION OF TH9 CITY COUNCIL
OF THE CITY OF DUBLIN

DECLARING ITS INTENT TO PARTICIPATE IN '
THE REGIONAL CAL-ID SYSTEM
WHEREAS, in 1985 the State Legislature made it possible
for local law enforcement agencies to participate in the
implementation of computerized fingerprinting files; and
WHEREAS, in 1985 the Counties of Alameda and Contra
Costa appointed representatives to a Regional Remote Access
Network (RAN) Board for the purpose of developing a joint
Alameda-Contra Costa Regional RAN Network; and
WHEREAS, the RAN Board has proposed a system which would
allow the Dublin Police Department to participate in a
computerized fingerprinting system, which would facilitate solving
crimes; and
WHEREAS, ' the Regional RAN Board has identified the costs
to the City of Dublin for Fiscal Year 1987-88 as $17,190 and the
annual operating costs as $5, 588; and
WHEREAS, the Dublin City Council recognizes the benefit
to the Dublin community by participating in this program.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City
Council does hereby declare its intent to participate in the
CAL-ID Remote Access Network System and to participate financially
as indicated in the letter from the Chairman of the RAN Board
dated March 13, 1987.
