RECOMMENDATION Direct Staff to forward the attached comments to
BART, with any appropriate revisions.
FINANCIAL STATEMENT To be determined.
DESCRIPTION
On February 23, 1987, the City Council reviewed its comments to BART
regarding the Negative Declaration for the Park & Ride Project. The comments
were itemized in a November 25, 1986, letter to BART and mitigation measures
needed to avoid significant adverse impacts were identified.
The mitigation measures were listed in three categories:
A. Land Use
B. Traffic
C. Design
Since February 23, BART has prepared a revised Negative Declaration
including a re-designed facility and an additional traffic study. The BART
responses to the mitigation measures are summarized as follows:
A. Land Use: On Page 2-26, the Negative Declaration states that pursuant to
the Dublin General Plan, BART intends to enter into a cooperative
agreement with the City which develops standards for review of public and
private improvements in the vicinity of the Dublin site.
Staff believes that BART is making as much of a public commitment as
possible to ensure that there will be a mix of both BART uses and
retail/commercial uses.
B. Traffic: The re-designed plans show that BART will dedicate and develop
the new collector street along the north side of the project parcel.
To address potential overflow parking, on page 2-48, the Negative
Declaration states that, when parking occupancy reaches 75%, BART will
begin informing parkers of other available parking facilities and begin
assessing the economic feasibility of constructing parking structures
and/or constructing new park and ride projects in the area. Similar to
the cooperative agreement commitment, Staff believes that, while BART is
not guaranteeing there won't be an overflow parking problem, BART is
making a public commitment to address potential overflow parking once the
project reaches 75% occupancy.

Regarding BART contributing its proportionate "fair" share toward traffic
improvements to help mitigate incremental and cumulative traffic impacts,
BART's responses are as follows:
- (Page 2-28) In 2005, the project could have a potentially
significant cumulative impact on the Dublin Boulevard/San Ramon
Road intersection, although such impact is not likely to occur.
- (Page 2-34) Planned traffic improvements have not been entirely
funded and may not be funded by 1990 if the funds do not become
available.
- (Page 2-35) The 2005 traffic analysis assumes that a new I-680
interchange to Downtown Dublin will be in place. Staff notes
that, while Caltrans is studying various alignments, such a new
interchange has not been approved nor funded.
- (Page 2-36) Table 2-6 regarding Projected Land Use in Dublin,
Staff notes that the Table needs to be revised.
- (Page 2-45) In 1990, in the worst case (Plan 3) , the project
would generate 103 p.m. peak hour trips through the Dublin
Boulevard/San Ramon Road intersection. This represents a 1.7%
increase in 1990 traffic conditions over the 6212 p.m. peak
hour trips without the project.
In 2005, the project would increase the raffic at the Dublin
Boulevard/San Ramon Road intersection by 2.4% (178 trips over
the 7344 trips without the project) . The intersection would
already be at Level of Service F.
Staff believes that it would be reasonable and appropriate for BART to
pay its "fair share" of planned, but unfunded, traffic improvements.
Without funding, the planned traffic improvements would not be con-
structed and the project would have a significant adverse impact by
aggravating traffic at an intersection already over capacity. A formula
could be developed to establish a fair share proportion of planned but
unfunded traffic improvements. The proportions could be based on the
incremental and cumulative traffic generated by projected land uses.
For example, the Negative Declaration estimates that build-out of new
developments in the Downtown area will generate approximately 1,550 p.m.
peak hour trips through the Dublin Boulevard/San Ramon Road intersection.
The Negative Declaration assumes 100%-build-out in 2005, and 33.3%
build-out in 1990. The number of p.m. peak hour trips in 1990 would be
approximately 515. The Negative Declaration estimates that, in 1990,
under Plan 3, the BART project will generate 103 trips. This is 17% of
the additional traffic (515 + 103 — 618) . If the cost of planned but
unfunded traffic improvements (such as the Dublin Boulevard improvements
and the San Ramon Road off-ramp improvements) amounts to $1,000,000 and
the BART project generates 17% of the additional traffic in 1990, then
BART should reasonably be responsible for 17% of $1,000,000 (or $170,000)
in planned improvements.
C. Design: The re-designed plans address most of the design concerns with
two (2) exceptions:
1. Fencing: BART Staff has indicated that galvanized chainlink fencing
is being considered instead of the vinyl clad chainlink fencing
suggested by the City. Staff believes that the vinyl clad fencing
would be more appropriate and attractive along the highly visible
side of the site fronting on I-580 and the west side. Fencing
should not be installed along Golden Gate Drive and the new
collector street.

2. Bridge Design: The City had indicated that pedestrian safety while
on the bridge needed to be addressed, especially during evening and
off-peak hours. That concern still needs to be addressed in detail
by BART and by Dublin Police Services prior to finalizing the design
of the bridge which would be longer than a football field (360
feet) .
Staff recommends that the City Council direct Staff to forward comments
as mitigation measures to be included in the Negative Declaration for the BART
project.

ESTIMATED IMPLEMENTATION COSTS NOTES
1. $900 ,000 of this amount is currently allocated in the City's
!^` Capital Improvement Program.

part of the' cost of construction and/or right-of-way may be
born by adjacent property owners.

5 . The cost of this program and the extent of public and
private participation cannot yet be determined.
6. The extent of costs for this program is unknown and can only
be estimated following meetings with property owners and the
development of schematic plans and cost estimates. An
initial assumption is that the City of Dublin's
participation will be limited to coordination activities and
perhaps the funding of an initial schematic plan to assist
property owners in reaching agreement. Should the
possibility of a public plaza or joint-use structure within
the Central Block become a reality, the City would consider
participation in construction and maintenance costs.
7. Restaurant Row Improvements are very preliminary in nature
and are based upon conceptual plans. Estimate includes
contingency factors as well as engineering and
administration costs.
8 . The Business License Program would be self-supporting.
9. Downtown Promotion Program co'sts assume only costs for the
initial six month start up and ordinance adoption phase. It
assumes the cost of one employee and direct costs of
mailings and printing. Office space, secretarial help and
other support services are assumed to be provided by
elements of the Steering Committee.
Costs for the ongoing program would be self-supporting from
proceeds of the AB 1693 District revenues.
10. Cost assumes the services of a qualified graphics and
signing consultant for a six-month period. Amount of effort
is estimated to average one full day per week. Actual time
expenditures could be less depending upon business interest
in the program.
11 . Total known cost excluding programs for which extent of
public and private costs are unknown.

12. Covers only estimate to upgrade quality of bus shelters from
transit authority standards.
_ 13 . Other miscellaneous public sector costs will need to be
_ covered but would normally fail within normal city budget

FINANCIAL STATEMENT None
DESCRIPTION At the January 26, 1987, City Council meeting,
Dave Burton requested the City Council to ask BART for an Environmental Impact
Report (EIR) on the Park and Ride Lot. At Mr. Burton's request, the City
Council agendized the item for the February 9, 1987, City Council meeting.
On January 27, 1987, JoAnne Bergeron Castro, representing the Dublin
Chamber of Commerce, requested the item be tabled until the February 23, 1987,
City Council meeting in order that the Chamber Board of Directors might
discuss this issue.
The Dublin General Plan contains various policies regarding a BART
facility at the end of Golden Gate Drive. The policies are listed in the
November 25, 1986, letter from the City Council to BART regarding comments on
Dublin Park/Ride Project Negative Declaration (Attachment 1) .
In the November 25, 1986, letter to BART the City has identified
mitigation measures which are needed to avoid significant adverse impacts.
The mitigation measures are listed in three categories:
A. Land Use
B. Traffic
C. Design
The preliminary response from BART Staff has been as follows:
A. Land Use: BART agrees to enter into a joint use agreement to
provide a mix of both BART uses and retail/commercial uses.
B. Traffic: BART will request TJKM to prepare an additional traffic
study to determine the traffic effects and potential mitigation
measures.
C. Design: BART has begun to re-design the facility to address the
design concerns.
After the additional traffic study is prepared and the facility is re-
designed, BART Staff will meet with City Staff to discuss the project and
mitigation measures.
The BART Board of Directors has postponed consideration of the Negative
Declaration that was previously scheduled for consideration in February. The
BART Board Engineering and Operations Committee is scheduled to consider the
Negative Declaration on March 24, 1987, and the Board is scheduled to take
action on March 2, 1987.
Staff recommends that the City Council consider this matter and, if
additional comments are needed, provide direction to Staff.

RE: Comments on Dublin Park/Ride Project
Dear Mr. Wenzel:
The City of Dublin appreciates the opportunity to review and comment on the
BART proposed Dublin Park/Ride Project. On November 24, 1986, the City
Council reviewed the proposal and directed Staff to forward the following
comments:
I. DUBLIN GENERAL PLAN POLICIES RE. BART
The Dublin General Plan contains the following policies regarding a BART
facility that is shown on the Dublin General Plan Map at the end of
Golden Gate Drive (see Exhibit D) :
Policy 2.2.1B "Provide a downtown BART station that will serve
customers and workers with and without cars. Add offices and
apartments within walking distance - and eventually over BART
parking." =
Policy 5.1F "Connect existing cul-de-sac streets near proposed BART
station south of Dublin Boulevard."
Policy 5.2A "Support a compact multi-story downtown BART station and
a second station to the east along I-580, provided the BART rail line
is extended at least to the eastern limits of the City of Pleasanton."
Policy 5.2C "Urge BART cooperation in maintaining availability of
station sites and develop .standards for review of public and private
improvements in the vicinity of BART stations that take account of
both future traffic needs and development opportunities".
The Dublin General Plan establishes the intent to have a mix of both
BART uses and retail/commercial uses at the BART facility on Golden Gate
Drive. The General Plan also identifies the need for a new street
parallel to Dublin Bouelvard to serve future developments and to
distribute BART traffic to three Dublin Boulevard intersections.

II. PROJECT MITIGATION MEASURES
The proposed BART Dublin Park/Ride Project will not have an.v significant
ad-verse impacts only if the following mitigation measures are included:
A. Land Use
1. To be consistent with the Dublin General Plan, BART and the
City of Dublin will need to have an agreement which assures that
there will be a mix of both BART uses and retail/commercial uses
at the BART facility, and that the retail/commercial uses conform
to Dublin zoning and land use policies.
Without such assurance, a General Plan A--endment would be required
to delete the policy of mixed BART and retail/commercial .uses.
B. Traffic
1. To 'adequately distribute BART traffic and to be consistent with
the Dublin General* Plan, BART should dedicate and develop
sufficient right-of-way to accommodate a new collector street
along the 500=foot long property line o-:,- the north side
of the
parcel (see Exhibit A - TJM Comments) .
2. To mitigate incremental and cumulatil7e traffic impacts, BART
should contribute its proportionate share to the improvements of
Dublin Boulevard (see Exhibit A - TJKX Comments) .
3. To mitigate potential overflow parking impacts on surrounding
on-street and off-street parking spaces, BART and the City of
Dublin need to agree on a method to provide for overflow parking.
C. Desizn
1. BART Staff and City Staff need to meet and resolve the
following design concerns and other design details (also see
Exhibit A TJKH Comments and Exhibit B Wheels Comments)

a. . Bus Exit - The bus exit would be better located at
the cul-de-sac bulb to allow for easier u-1--urns.
b. Kiss-Ride Facility The kiss-ride facility would be
better located within the lot.
C. Driveway Design - The driv
a-ways should be -wide
conventional driveways without curb returns. A driveway at
the cul-de-sac bulb should be aligned to radiate from the
center -of the bulb.
d. Bus Loading Area - The bus loading area should
accommodate both BART and 1AVTA (T;heels) buses.
e. Pedestrian Routes - Pedestrian routes and areas need
to be clarified, and potential c .

to be resolved.
f. Bus Shelters - Bus shelter locations and design, and
facilities such as pay phones, restrooms, and maintenance/
utility structures need to be clarified.
9- Landscaping - Some additional landscaping within the
lot is needed to avoid ti►e sea of asphalt -proposed for the
center of the parking area. English ivy and other ground
cover that can hatbox rodents should be avoided. Size,
intensity, and placement of landscaping should be clarified.
h. Fencing - Vinyl clad chainlink fencing or other
fencing alternatives Should be clarified.
i. Bridge Design - The pedestrian bridge should
definitely be enclosed to provide shelter from the strong
winds and other elements. Pedestrian safety while on the
bridge needs to be addressed, especially during evening and
off-peak hours.
j - Handicapped Usage - It may be more effective to have
buses pick up and drop off handicapped users at each lot
instead of requiring them to use the pedestrian bridge.
k. Other Design Elements - Lighting, signage, stall and
aisle dimensions, 'paving, drainage, and other design
elements should be clarified.

The City Council requests BART to hold a meeting, with sufficient prior notice
and advertising, to secure public comments in Dublin. BART should especially
seek comments from surrounding property owners .and merchants.

Monday, Ja 26, 1987 in the meeting room of the Dub ibrary. The
meeting was .ca to order at 7 :35 p.m, by Mayor L' Jeffery.
ROLL CALL

Jeffery.

BART PARK & RIDE LOT
Dave Burton, representing the Dublin Chamber of Commerce addressed the
Council and expressed concerns regarding the proposed BART Park & Ride Lot.
Mr. Burton stated he was shocked to see how little concern was displayed
regarding the affects this will have on Dublin. The business people are very
concerned regarding the traffic impacts. Traffic through the intersection of
Dublin Boulevard and San Ramon Road will be terrible. Mr. Burton indicated
they see the same type of bottleneck occuring in Dublin as occurs in
Lafayette. Other locations should be considered. We should ask BART for a
complete EIR on the Park & Ride site which will eventually become a BART
station.
Cm. Snyder indicated that this same issued has been discussed over a 3-4 year
process and the site is identified in the General Plan. Both Dublin and
Pleasanton approved the site following many public hearings.
Mayor Jeffery advised Mr. Burton that due to a revision in the Brown Act, the
Council is unable to act on any items not agendized.
Mr . Burton requested that this item be agendized for discussion at the next
regular City Council meeting on February 9, 1987 .
