HomeMy WebLinkAbout8.1 Kolb Park CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: March 23, 1987 SUBJECT Kolb Park EXHIBITS ATTACHED A) Park and Recreation Commission Agenda Statement of March 10, 1987 RECOMMENDATION :' 1 ) Hear Presentation from Singer & Hodges, Inc. 2 ) Receive Public Input 3 ) Approve Design As Proposed 4 ) Authorize Architect to Prepare Construction Documents Based On Approved Design FINANCIAL STATEMENT $729 ,800 is Budgeted for Design/Inspection and Construction DESCRIPTION At the April 28, 1986 meeting of the Dublin City Council, the Council adopted the Park Masterplan for Dolan, Dougherty Hills, East Dougherty Hills, Kolb, Mape and Shannon Parks. In June of 1986, the Five Year Capital Improvement Program was adopted which provided funds for design and construction of Kolb Park. The landscape architectural firm of Singer & Hodges, Inc. was selected to prepare the final design and construction documents for Kolb Park based on the Masterplan as shown in Exhibit B. As Singer & Hodges, Inc . prepared the original masterplan, they have a thorough understanding of the site and the elements proposed in the design. The Park and Recreation Commission considered the final design at their meeting of March 10, 1987 . The Commission and the public were particularly interested in the play equipment proposed for the tot and childrens play area as well as the amenities proposed for the senior picnic area. After careful consideration of the design, the Commission approved the design as prepared by Singer & Hodges, Inc. with the following recommendations : 1) Removal of the spring toys from the tot lot 2 ) Install a low fence ( 2-1/2 feet) around the tot lot 3 ) Replace the "Pipeline" play equipment proposed by the architect with wooden play equipment such as Timberform 4 ) Preserve the existing trees as much as possible 5) Install a drinking fountain in the tot lot Mr. Philip Singer of Singer & Hodges, Inc. will be in attendance at the meeting to present the final park design to the City Council . It is the recommendation of staff that the Council take the following action: 1 ) Hear presentation from Singer & Hodges, Inc. 2 ) Receive public input 3 ) Approve design as proposed 4 ) Authorize architect to prepare construction documents based on approved design With regards to the purchase of the five acre park site, the City opened escrow on December 22, 1986 . To date, a legal description of the property has not yet been provided by the seller, Murray School District . City staff has been in frequent contact with school district personnel in order to ascertain the status of this information. It is our understanding that the final map and legal description are forthcoming within the next few days . ---------------------------------------------------------------- ITEM N0. The purpose of the presentation will be to solicit input from the Commission and the public on the final design before work proceeds on the construction documents . It is the recommendation of staff that the Commission proceed as follows : 1) Hear Presentation from Singer & Hodges, Inc. 2 ) Consider Proposed Design 3 ) Receive Public Input 4 ) Make Recommendations as Necessary The Landscape Architect will prepare the final design incorporating the recommendations of the Commission and present it to the City Council at their regular meeting of March 23 , 1987. ------------------------------------------------------------=---- ITEM. NO 6 . 1 EXHIBIT A March 3 , 1987 Dear The Dublin Park and Recreation Commission will be reviewing the final design for Kolb Park at their regular meeting of March 10,- 1987 . The Architectural Firm of Singer & Hodges, Inc. have prepared the final design based on the masterplan adopted by the City Council on April 28 , 1986 . As you have shown an interest in the park at previous meetings, you are invited to attend and comment on the final design. The meeting will begin at 7 :30p .m. and be held in the East Room of the Shannon Community Center. Should you have any questions, please call the office at 829 4932 . A mixture of broadleafed evergreen, conifers and deciduous tree plantings. Tile dominant park planting will he large scale, relatively fast growing, canopy trees to provide shade and a park like atmosphere. Conifers and broadleafed evergreens will be utilized for screen plantings and accents along the park' s perimeter. Shrubbery and groundcover will be kept to a minimum in the park because of maintenance and sur- veillance considerations. 7. Restroom. Construction of a new restroom building adjacent to the play area/tennis complex will bring the equipment storage and restrooms closer to the areas of most heavy use. B. Tennis Courts. - The existing tennis courts and lighting systems are to be repaired and upgraded. A tree shaded terrace sitting area located between the tennis courts and play area will be a pleasant area to wait for the courts and to supervise children at play in the adjacent play areas. i . y I I
