FINANCIAL STATEMENT: No cost implications at this time
DESCRIPTION The SRV-CASA Advisory Council (San Ramon Valley)
was formed in August 1986, as the follow-up program to the David Toma
lecture series. This advisory council is the communication center for the
San Ramon Valley for anything that relates to drug and alcohol prevention,
intervention, and treatment. CASA' s mission is to change the current
attitudes regarding drug and alcohol abuse through parent networking,
student education, peers helping peers, and alternative activities.
Mrs. June Jardine, a private citizen, was very much taken with SRV-CASA' s
mission. As a result of her enthusiasm she organized Tri-Valley CASA and
is its chairperson. Tri-Valley CASA incorporates the basic mission of
SRV-CASA for the cities of Dublin and Pleasanton. Mrs. Jardine is asking
for City of Dublin Council support in uniting the two cities by way of
proclamation and observance for the concept of "red ribbon" week,
October 23-29, 1988.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
SUPPORTING TRI-VALLEY CASA (CITIZENS AGAINST SUBSTANCE ABUSE)
AND PROCLAIMING OCTOBER 23-29, 1988 AS "RED RIBBON WEEK"
WHEREAS, Californians For Drug Free Youth , Inc . , a
statewide parent/community organization , the California Department
of Alcohol and Drug Programs , and the TV CASA, Tri-Valley Citizens
against Substance Abuse , are co-sponsoring "Red Ribbon Week"
October 23-29 , 1988; and
WHEREAS , schools , businesses , law enforcement agencies ,
churches , hospitals , service clubs , government agencies , and
individuals in the Tri-Valley will demonstrate their commitment
for a drug-free society by wearing and displaying red ribbons
during this week-long campaign; and
WHEREAS , the communities of the Tri-Valley CASA further
commit their resources to insure the success of the Red Ribbon
Campaign.
NOW THEREFORE, BE IT RESOLVED, that the City Council of
the City of Dublin does hereby support the Red Ribbon Campaign ,
and the proclamation of October 23-29, 1988, as "Red Ribbon Week"
in the City of Dublin, and encourages its citizens to participate
in drug awareness activities , making a visible statement that we
are strongly committed to live a healthy life.
BE IT FURTHER RESOLVED, that the City Council of Dublin
encourages all its citizens to pledge : "Choose Life" , Say No To
Drugs .

WHAT IS TRI-VALLEY CITIZENS AGAINST SUBSTANCE ABUSE?
TV-CASA
1 . We are a community movement for drug-free youth in the
tri-valley.
2 . TV-CASA's mission is to change the current attitudes
regarding drug and alcohol abuse through parent network-
ing, student education, peers helping peers , and alter-
native activities .
3 . TV-CASA Subcommittees are autonomous committees that plan
their own activities and may sponsor a community project
such as "Toma" or "Red Ribbon Week" . These committees
may be a part of a school, church or service club. They
may use the TV-CASA logo and attach their group name
under the TV-CASA name. Communication goes into and out
of the TV-CASA Advisory Council .
The problems of drug and alcohol abuse can be turned around
if and when communities become involved and "community norms"
are changed. For this to happen, people and organizations
need to b.e involved in the process , working together, not in
isolation or, worse yet, in competition with each other.

A .PROCLAMATION:
COMMUNITY UNIFICATION AGAINST NARCOTIC AND ALCOHOL ABUSE
1988
WHEREAS, over 50,000 people are killed in traffic
collisions on our nation's highways, roads and streets every year;
and
WHEREAS, half of these deaths are caused by alcohol or
narcotic use; and
WHEREAS, inappropriate use or abuse of alcohol or narcotics
may cause physical, emotional, economic, crime, violence, or
family problems throughout the nation; and
WHEREAS, the City Councils and School Districts of the
Tri-Valley and their citizens wish to do everything possible to
further protect the community from the tragic results of narcotic
and alcohol abuse; and
WHEREAS, the citizens of the Tri-Valley desire to create a
unified atmosphere and social environment strongly against
narcotic and alcohol abuse;
NOW, THEREFORE, be it resolved that the
Amador/Pleasanton Public Schools proclaim COMMUNITY UNIFICATION
AGAINST NARCOTIC AND ALCOHOL ABUSE and urge citizens of all ages,
groups, individuals, associations, lodges, fraternal
organizations, churches, service clubs, youth groups, schools,
businesses, and other local entities to join together in a unified
effort towards this important ongoing endeavor;
AND BE IT FURTHER RESOLVED that we support Tri-Valley
Citizens Against Substance Abuse in their "Red Ribbon Week"
October 23-29, 1988, as exemplifying one more way in which we can,
collectively, urge our young people to "Choose Life: Say NO to
Drugs! "

"Choose Life: Say No To Drugs and Alcohol Abuse"
A Valley United
A local committee called "Tri-Valley Citizens Against Substance
.Abuse, " (CASA) is taking a united stand of opposition to the
nationwide acceptance of drugs, alcohol, and all other substance
abuse.
Like other American valleys, the Tri-Valley continues to
experience tragic and preventable loss of loved ones cause by
substance abuse. Broken families, divorce, crippled or horribly
deformed bodies and minds are some of the consequences of
narcotic and alcohol abuse by people of all ages. Child abuse,
lost productivity and unemployment are other symptoms of this
national tragedy.
If you will examine any crime statistic, you'll discover that
drugs and/or alcohol are involved in the majority of crimes.
What can be done to reverse this alarming trend?

Tri-Valley CASA is taking a stand to end the current vogue of
narcotic and alcohol abuse. . A united partnership effort against
substance abuse can and will bring the Tri-Valley communities a
greater sense of direction toward desired results, unifying us all
with a common goal.
Just as a yellow ribbon once signified a hope for our hostages in
Iran, so too. can a red ribbon signify unity and our commitment to
the development of productive and responsible youth. Together we
can deliver the strong message to young people, "Choose life: Say
no to drugs and alcohol abuse. "
Tri-Valley CASA plans to have a Red Ribbon Week, October 23-29,
1988. 1 We hope that parents, business people, students and
other local citizens will join us in wearing and/or displaying red
ribbons that week. (See enclosed plan of activities. )

departments, clubs, organizations, youth groups, lodges,
schools, public and private groups, and agencies.
* Use applicable handouts, speakers, films, and programs from
inside and outside resources
* Assist and educate private and public industry in
identifying employees with substance abuse problems and
locating available rehabilitation resources
3. To support the continuous efforts of the Tri-Valley police
agencies
* Strive for stricter enforcement and prosecution by local
police, and California Highway Patrol, for drug and alcohol
offenders, when driving under the influence of these deadly
substances
* Utilize fedei , state, county, and val] law enforcement
resources for drug enforcement
* Encourage the public to share information leading to
narcotic arrests or criminal complaints through present
Secret Witness program, and through cash rewards
4. To assist and support those agencies, associations,
and churches who provide services in drug and alcohol
treatment or referral.

The Tri-Valley Citizens Against Substance Abuse proposes to assist and empower the
community in preventing substance abuse.

National Alcohol related facts and tragedies:
* Over one million Americans suffer crippling and other serious injuries every
year in drunk driving accidents. NFITSA (National Highway Traffic Safety Admini-
stration. )
* Although teenagers make up only 22030' of the drivers, they comprise 44°0' of the
drivers in alcohol-related accidents. Nh-TSA
* On an average weekend night, one out of every ten drivers on the road is drun!c.

* Drunk drivers cause more deaths, injuries and destruction than murderers,

* Aparoximately 55% of fatal crashes involve a driver who has been drinking.

The Frightening Facts of Drug Abuse:
• Over 3 million (one-fourth) high school students smoke pot, and almost 1 in 10
smokes it once a week to daily. Among seniors, nearly one-third--almost 1
million--smoke pot; over 355,000 daily or weekly.
• There's been an alarming increase in the use of pot in the 6th to 8th gra::es.
Over 500,000, or about 6°0', of these children smoke it, and about 20/0', or
(continuoj)
* (continued) 188,000, of 10 to 13 year olds, or over a half million children,
admit to getting drunk at least once a week.
* Over 50% of 10 to 13 year olds, or over a half million children, admit to get-
ting drunk at least once a week. Among 14- to 18-year-olds, over 1 in 5--more
than 22 million teenagers--are drinking from once a week to daily.
* Cocaine use is on the rise among high school students; over a half million, or 5
of 14- to 18-year-olds, admit to use of this drug. It has even entered ele-
mentary schools. Almost 100,000 (1 00) 6th to 8th graders snort cocaine, and
over 35,000 admit that they routinely use it at least once a week.
* Pill-popping appears to be the ne,-;ly emerging and affordable "high" of choice.
Nearly 121/0 (11 million) of high school kids take "uppers" and three-quarters of
a million (600) pop "downers." As for other types of drugs, such as glue sniffing,
LSD, or PCP ("angel dust") , almost 1 in .10 (over 1 million) 14- to 18-year-
olds has tried them in the past year, and more than 300,000 use them at least
once a week.
The above was taken from the PRIDE/FAi•1ILY CIRCLE survey of over 200,00 youngsters polled
in 21 states, most in the Southeast, which, according to national random-sampling data,
is the region in the United States with the lowest rates of drug use. "Therefore,"
says Thomas Gleaton, Ed.D. , director of the survey, "our findings are most likely to
be on the low side. If anything, other regions should expect higher rates of drug use

"CHOOSE LIFE°
ADULT RESPONSIBILITY: TAKE THE PARENTS PLEDGE
A great deal has been said about the responsibilities of our
youth, not to use drugs, not to drink, and to drive responsibly.
Tri-Valley CASA would like to use the month of May to inform
parents of their responsibilities. Below is a list of suggestions
for parents trying to raise children in these very difficult
times.
1. Be aware that providing alcoholic beverages to minors -- even
your own children --is a violation of law. Do not provide
alcohol to youth under age 21.
2. Set an example for your children. How can you tell your
children not to drink or not to break the law if you
over-indulge in alcoholic beverages or drive too fast?
Children easily recognize a double standard.
3'. Know your children's friends. Know where your children are
and what they are doing. Children who know you insist on
this know you care. They are also more likely to avoid
alcohol and drug use.
4 . Do not allow your children to attend parties that are not
properly supervised, that permit party crashers, or that
permit alcohol or drug use.
5. Check with the parents of the youth holding the party,
ascertain the time the party will be over, and get a telephone
number and address.
6. Be awake or have your children awaken you when they arrive
home.
7. Remember, unless your children are at a house party, there is
no healthy place for them to be during the "Wee hours of the
morning. " Fast-food restaurants or 24-hour convenience stores
may be places where hungry drunks and dopers hang out during
these hours.
8 . Make your position on drugs and alcohol use clear to your
children.
9. Let your children know they can call you at any time and that
you will give them a ride home. They may be stranded where
there is no sober person they know and trust to bring them
home.
10. Establish consequences for violation of family rules and be
sure to follow up. The discipline you enforce should be
reasonable and "match" the violations. Children must know you
mean business.

11. Trust your children, but let them know that trust is confirmed
by good behavior.
12. If you host a party for your children:
* Send written invitations that include the location;
telephone number, the type of function; the hours, and a
statement that parents should call for the children
promptly (for those under driving age) .
* Do not permit party crashers.
* Advise guests when they leave they cannot return. This
prevents drinking and using drugs in cars and other
places.
* If a guest violates your rules call his/her parents. Have
them respond by picking up the youth.
* If drugs or alcohol are found, call the police.
13 . Educate yourselves for telltale signs of substance abuse. A
change in friends or school grades, pre-occupation with "heavy
metal" music, depression -- these may be indications of drug
and or alcohol use.
14. If a problem has been identified, please seek help. There are
people and organizations that have the knowledge and resources
to assist you.
15. Promote activities like sports, youth groups, hobbies,
community and church activities. These kinds of activities
tend to build self-esteem; thereby leaving your children less
likely to get into substance abuse.

• California's Red Ribbon Campaign
Dear Parents, Principals, Parent/Faculty Club Presidents:
Tri-Valley CITIZENS AGAINST SUBSTANCE ABUSE (TV CASA) , along with
the State of California, invites you to participate in "RED RIBBON
WEEK". TV CASA is a grass roots parent/community movement,
working together with CALIFORNIANS FOR DRUG FREE YOUTH (CADFY) on
a state level and the NATIONAL FEDERATION OF PARENTS for DRUG FREE
YOUTH (NFP) on a national level to change the norms of our
community so that being DRUG FREE will become the acceptable
standard.
During the week of April 24-May 1, 1988, red ribbons will be worn
and displayed throughout the valley to signify a united stand
against illegal use of alcohol and drugs by our youth. Just as a
yellow ribbon signified a hope for our hostages in Iran, so too
can a red ribbon signify our commitment to the development of
productive and responsible youth.
We ask your school to plan some of these activities for April
24-May 1st.
* Have each child, teacher, and parent wear a red ribbon*
* Display a red ribbon on parents' * doors and on the school
site
* Send home TV CASA Parent Pledge* so parents can join TV
CASA
* Have a poster and essay contest with a "Choose Life - Say
No to Drugs! " theme
* Release red helium balloons* with "Choose Life - Say No to
Drugs!" messages
* Hold drug prevention assemblies
* Form "It's OK Not to Drink" clubs at the junior and senior
high levels
We encourage you to read the enclosed article on Red Ribbon Week
1988 for information so that you are prepared for the TV CASA
events this spring. We hope that these materials are of help to
you and that you will choose the ideas that are best suited to
your needs. The purpose of "RED RIBBON WEEK" is to demonstrate
our commitment to a drug-free youth by uniting communities in
their efforts to eliminate the demand for drugs.
When it comes to the use of illegal substances, if you are an
adult the Red Ribbon will signify Not Our Children. To our youth
the Red Ribbon will signify Not Me Or My Friends. Together, the
Red Ribbon will signify Not Our Family, Not Our Community, Not Our
State, Not Our Country.
Join the thousands of other Californians who will be wearing red
