FINANCIAL STATEMENT: Approval of the Initiative by voters statewide would authorize the State to issue $776 million dollars in bonds . DESCRIPTION An Initiative supported by several state and local civic and business groups has qualified for the June 1988 Ballot . The purpose of the Initiative is to provide approximately $776 million dollars in funds which will be distributed towards various wildlife , park, and coastal projects statewide . All of the projects identified and eligible involve the preservation of wildlife habitat , coastal lands , parks , and open space lands . It is estimated that the Initiative would provide $46 million dollars in funds for projects within Alameda and Contra Costa Counties . The majority of the funding would be used to acquire land with a smaller amount available for funding to build trails , provide facilities , and public access . Included in the letter dated January 28, 1988 , is a list of some of the local area projects . The Alameda Costra Costa Regional Parks Foundation has also provided a fact sheet which outlines their activities . This Initiative is one of two anticipated park funding items which will be placed before the voters in 1988 . It is anticipated that the November ballot will contain a bond measure which will authorize funding for State Park Bond monies . Traditionally , these monies have been distributed to a larger degree towards urban park development and not restricted to the types of acquisition activities of the June measure . Staff has prepared a resolution based on the model presented by the Parks Foundation . This initiative will provide $776 million to permanently preserve these lands throughout California if it is passed by the voters on Tuesday, June 7, 1988. We urge you to have your city endorse the measure so that our community will continue to be a healthy and beautiful place where outdoor education and recreational opportunities are available to all who live here. This initiative will provide 46 million dollars for Alameda and Contra Costa Counties and make millions of dollars available to all agencies through competitive grants. Most of the funds will be used to acquire land, with some funding designated to build trails and provide facilities and public access. Some of the funding the initiative will provide includes: Eastbay Shoreline State Parks $ 25 Million East Bay Regional Park District 13 Million Mount Diablo State Park 4 Million Franks Tract 4 Million Wildlife Habitat Protection 129 Million Trout and Salmon Habitat 17 Million Historic Preservation 11 Million Trails, Urban Streams, Urban Forestry 15 Million The initiative is supported by the Planning and Conservation League, Sierra Club, Defenders of Wildlife, National Audubon Society, California Native Plant Society, the League of Women Voters and dozens of other national, state and local civic and business groups. • January 28, 1988 Page 2 The well-publicized' endorsement of your city could make a major difference in the passage of this critically needed measure. RICHARD L.SPEES WAYNE E.THCMPSON RICHARD C.TRUDEAU F A C T S H E E T H.TED RADKE.E:-oHicic The Alameda-Contra Costa Regional Parks Foundation was incorporated in the State of California in 1969 as a 501(c) tax-exempt organization for the purpose of aiding East Bay Regional Park District with its program objectives. Donations of cash and real property are received and held as long as necessary to complete specific projects. Programs funded through the Foundation include land acquisition at Point Pinole, playground equipmen-� at Roberts, Temescal and Re6wood, Garin interpretive program plans, an economic impact study, architectural drawings and preliminary construction for the Nocturnal Animal Hall, various projects for the Native Plant Botanic Garden, numerous memorial tree groves and "The Parks Express" Bus Program. The Board of Directors includes several past East Bay Regional Park District Directors as well as individuals within the greater two-county community interested in furthering the goals of the Foundation. To provide liaison between the two bodies, the East Bay Regional Park District Board President serves as an ex-officio member on the Foundation Board. Although some donors make unrestricted gifts to the Foundation for use as the Directors determine, most gifts are donor designated for specific purposes.
