The resultant savings to the City' s General Fund will be approximately $12, 000 in the first year and $14, 600 in subsequent years . y The City' s Transportation Development Act money would continue to be used at 100% of funding available from MTC for the paratransit program. DESCRIPTION Staff met with David Stegman, Director of the San Ramon Community Services Group (SRCSG) ; and with Vic Sood, General Manager of the Livermore-Amador Valley Transit Authority (LAVTA) , at different times j to discuss the transportation services that Dublin provides for the handicapped and elderly in this community through contract services . Both agencies wish to provide those services to Dublin; and the City has used the San Ramon Community Services Group to provide the equipment and staff to accomplish the program in the past. t The total operating costs have increased at a faster rate than the increase in the number of trips, as shown below: 1983-84 1984-85 1985-86 1986-87 1987-88 Budget Operating Costs (1 ) $19, 105 $17, 485 $26, 099 $29, 700 $38, 182 Number of Trips 2, 744 3, 391 3, 468 2, 915 3, 100 Average Cost/Trip $ 6. 96 $ 5.13 $ 7 . 52 $10.19 $12. 32 (1 ) The operating costs shown on this line are paid for from all sources of revenue, which includes fares, TDA funds, contributions of the provider, and Dublin' s General Funds . The City received a proposal from LAVTA offering to provide the same level of service at a price that is less than the amount currently being charged by the SRCSG. The proposal estimated that the cost per trip will be $6. 60. LAVTA' s proposal also identified that the use of Dublin ' s use of General Funds for paratransit services would decrease from its current funding level to $2, 000 for the first year (1988-89) and zero in the next year. This is a decrease in the use of General Funds revenue by $12, 586 in the first year ( $14, 586-$2, 000) without a reduction in the level of service. Mr. Sood identified two alternative solutions to financing the acquisition of the van during the current fiscal year: 1 ) use Measure B money, and 2) use TDA 4. 0 money. Mr. Sood had already submitted a claim for TDA Measure B funds, but to date, the Alameda County Board of Supervisors has not determined whether to allow those funds to be used to acquire the van through a lease purchase process. ' Mr. Escudero, the Metropolitan Transportation Commission' s Paratransit Coordinator, confirmed the availability of TDA 4. 0 funds dedicated to the acquisition of the van in this fiscal year by LAVTA. The decision to continue with the San Ramon Community Services Group, or to start a new contract with LAVTA is subject to a decision from MTC on whether Dublin must use the competitive bid process to do so. ' The problem is one of timing. It would take too long to produce the Request for Bids document plus allow for a reasonable amount of time for the pre-bid conference, responses to questions, and the necessary reviews, to expect to conclude that process in time to contract for the 1988-89 Fiscal Year. Therefore, this recommendation is made subject to the decision by MTC on the question about bidding for this service. Should MTC decide that the bid process is necessary, City Staff will be required to recommend continuing with the San Ramon Community Service Group for the 1988-89 Fiscal Year.
