Costs to the City as a result of development of the road would depend on the financing mechanism selected for the project. A separate action would be required by the City Council to authorize financing the project. DESCRIPTION: A plan line was established for Dublin Boulevard between Donlon Way and Amador Plaza Road in 1984. Since the City Council adopted the plan line, other studies and projects have revealed that future traffic on Dublin Boulevard will result in unacceptable traffic volumes at peak hours. A revised plan line which would widen Dublin Boulevard and provide additional left and right turn lanes is proposed. The need for revising the plan line was first apparent when conducting the traffic study of the build-out of downtown Dublin and the traffic impact study for the Hansen Hill Ranch project. These studies revealed that the intersection of Dublin Boulevard and San Ramon Road would experience future congestion during peak hours with the existing plan line configuration. The traffic impact study of the Hansen Hill Ranch recommended revised lane configurations for the intersection of Dublin Boulevard and San Ramon Road that would also accommodate additional dwelling units in the western hill area of Dublin. With the existing plan line configuration, the Vehicle/Capacity (V/C) ratio during p.m. peak hour at the build-out of downtown Dublin and the Hansen Hill Ranch property would be 1.15 or Level-Of-Service (LOS) F. With the proposed revised plan line configuration, the p.m. peak hour V/C ratio would be lowered to 0.88 (LOS D) at build-out. The build-out figures include allowances for BART station traffic. The major difference between the previous plan line and the revised plan line is the provision of double right-turn lanes on the eastbound approach of Dublin Boulevard to San Ramon Road and triple left-turn lanes on the westbound ---------------------------------------------------------------------------- ITEM NO. COPIES TO: Property Owners approach lanes of Dublin Boulevard to San Ramon Road. There would also be four westbound lanes on Dublin Boulevard at the westbound approach to Regional Street. Consequently, the revised Plan Line involves modifying the lane striping and the location of portions of the median on Dublin Boulevard between Donlon Way and Amador Plaza Road. The provision of double right-turn lanes on the eastbound approach at San Ramon Road would require the acquisition of right-of-way from the Shell service station on the southwest corner of the intersection. The provision of triple left-turn lanes plus a through lane and a right-turn lane on the westbound approach at San Ramon Road would require the acquisition of right-of-way west of San Ramon Road on the north side of Dublin Boulevard for approximately 400 feet. Also, the acquisition of right-of-way above and beyond that which is depicted on the existing Dublin Plan Line would be required on the north side of Dublin Boulevard between San Ramon Road and Regional Street. Between Regional Street and Golden Gate Drive, the revised plan line proposes the same right-of-way requirement on the north side of Dublin Boulevard as the existing Plan Line; i.e. , the acquisition of additional right-of-way between Regional Street and 260 feet east of Regional Street. On the south side of Dublin Boulevard, the revised plan line would require the acquisition of additional right-of-way between San Ramon Road and approximately 180 feet west of Regional Street and again between Regional Street and Golden Gate Drive, whereas the existing Dublin Plan Line would retain the existing right-of-way. Although additional right-of-way is required for the revised plan line, no significant structures would have to be demolished. It is recognized that triple left-turn lanes are an unusual configuration. In order to assess the potential for triple left-turn lanes to operate satisfactorily given the proximity of the I-580/Foothill Road interchange, the. destination of vehicles currently executing the westbound to southbound left turn was observed. The destinations were fairly evenly split between westbound on I-580, eastbound on I-580, and southbound on Foothill Road into Pleasanton. Therefore, it would be feasible to erect overhead signs above each of the triple left-turn lanes indicating that vehicles desiring to arrive at one of these three destinations should be in a specific left-turn lane. It is Staff's opinion that such signing would be necessary for the smooth operation of the triple left-turn lanes, and to avoid unnecessary weaving once the left turners are traveling southbound on San Ramon Road/Foothill Road. It should be pointed out that all of the lane widths in the proposed revised plan line are of very high standards. It may be possible to slightly reduce lane widths in some areas so as to decrease the amount of private property acquisition required. The revised plan line also includes two bus turnouts 84 feet in length. The centerline of one turnout is located about 327 feet east of the centerline of the Dublin Boulevard/Golden Gate Drive intersection on the south side of the street. The centerline of the other turnout is located about 170 feet west of the centerline of the same intersection on the north side of the street. These turnouts are in front of Crown Chevrolet and Toys R Us respectively. IMPACTS: This project will not have any significant adverse environmental impacts. IMPACTS ON INDIVIDUAL PARCELS ARE AS FOLLOWS: (On the south side of Dublin Boulevard) - 1) Assessors Parcel Number 941-1500-44 (Orchard Hardware Shopping Center) would begin widening just west of the main driveway into the shopping center then on a straight taper to a widening of 10 feet at ,the westerly property line and would include an additional 12 feet wide by 140 feet long bus turn out. This would impact 34 parking spaces together with adjacent landscaping. -2- 2) Assessor Parcel Number 941-1500-43 (Hybernia Bank) would taper from a widening of 10 feet at the easterly property line to 14 feet at Regional Street and would include removal of some trees and a portion of the landscaped berm. 3) Assessor Parcel Number 941-100-43 (Crown Book Center) would not effect this parcel as the M foot widening was previously constructed with the development of the parcel. 4) Assessor Parcel Number 941-1500-28 (Furniture 2000) would continue the a foot widening across the frontage of this parcel and would remove front yard landscaping. 5) Assessor Parcel Number 941-1500-36 (Bob's Big Boy) would begin on the easterly properly line with the continuation of the 14 foot widening and tapering to meet the curb return at San Ramon Road and would affect the landscaping along the frontage and approximately 14 parking spaces. 6) Assessor Parcel Number 941-1550-1-7 (Shell Service Station) would taper from an 8 foot widening of the right-of-way at San Ramon Road to 13 feet at the western property line and would affect the landscaped islands and a small portion of the drive isle past the gas pumps. 7) -Assessor Parcel Number 941-1550-3 (Restaurant) would widen 13 feet at the easterly property line tapering back to the existing right of way line at 180 feet west of the easterly property line and would remove portions of the landscaping along the Dublin Boulevard frontage. (On the north side of Dublin Boulevard) 8) Assessor Parcel Number 941-305-31-2 (Wards/Toys R Us) would widen 12 feet for a bus turnout beginning 75 feet west of the westerly curb return into the shopping center and extend 140 feet westerly. This widening would affect landscaping along the frontage and approximately 15 parking spaces. 9) Assessor Parcel Number 941-305-17-2 (Mervyns) would widen 12 feet for a right turn lane approaching Regional Street (160 feet long) and would effect the landscaping along the Dublin Boulevard frontage. 10) Assessor Parcel Number 941-305-18 (Homestead Savings) would widen 12 feet along the Dublin Boulevard frontage for a right turn lane approaching Regional Street and would remove landscaping along this Dublin Boulevard frontage. 11) Assessor Parcel Number 941-305-6-3 (Grand Auto) would widen 9 feet along the Dublin Boulevard frontage and remove most of the landscaping strip up to the existing side of the Grand Auto building. 12) Assessor Parcel Number 941-305-34 (vacant See's Candy parcel) would widen 9 feet at the easterly property line flaring to a widening of 21 feet at the westerly property line for the beginning of a right turn lane approaching San Ramon Road. 13) Assessor Parcel Number 941-305-7 (Standard Service Station) would widen 21 feet across the Dublin Boulevard frontage for a right turn lane and a portion of an additional lane on Dublin Boulevard. It would affect the parking and landscaping along the Dublin Boulevard frontage. 14) Assessor Parcel Number 941-40-6-4 (76 Service Station) would widen 7 feet at the easterly property line and taper to meet the existing Dublin Boulevard right of way at the westerly property line. Landscaping: Existing street landscaping will be removed when the road is widened; however, new street trees will be planted in their place. Trees and shrubs on private property that are removed due to the road widening will be replaced on-site if desired by the property owners. Parking: Much of the land adjacent to the existing right-of-way is used for landscape strips and parking. In some locations, the plan line cuts through parking spaces, rendering them unusable. The parking in these -3- areas will be restriped at an angle (or as parallel parking) to preserve the maximum number of spaces. Where appropriate, spaces may be designated for small cars only. COSTS: Preliminary estimated costs for right-of-way acquisition, design, and construction of the road widening is $1.7 million. The Planning Commission held a public hearing regarding this plan line on March 7, 1988, and adopted resolutions recommending that the City Council adopt a Negative Declaration of Environmental Significance and adopt the proposed alignment with one reservation. Testimony from Pat Costello of Crown Chevrolet indicated that the bus turnout proposed to be located in front of Crown Chevrolet was unacceptable for several reasons (see copy of minutes attached) . The Planning Commission therefore recommended that the City Council consider placing the bus turnout one block further west. Staff has reviewed the Planning Commission's recommendation and agrees that the bus stop on the south side of Dublin Boulevard could be relocated westerly, to a point in front of the Orchard Supply shopping center. This revision has been made on the plan line map, Exhibit 3; and the legal description in the draft ordinance reflects the change in location of the bus turnout. On March 14, 1988, the City Council adopted a Resolution of Intent to Establish Plan Lines for Dublin Boulevard between Donlon Way and Amador Plaza Road. This Resolution was posted in the- City's three established locations and along the proposed right-of-way lines as required by law. Staff additionally published the Resolution and mailed copies to all adjacent property owners. Two draft ordinances have been prepared, one (Option 1A) which indicates no protests to the proposed right-of-way lines were received, the other (Option 1B) which indicates protests were received and denied. Option 1B includes space for recording the names of any persons protesting the proposed right-of-way lines; if applicable, this should be done at the close of the public hearing. Right-of-way lines are hereby established for Dublin Boulevard between Donlon Way and Amador Plaza Road, within the City of Dublin, County of Alameda, State of California, as follows: All additions to be in excess of the existing one-hundred foot (100' ) adopted right-of-way: as described in Exhibit 1 and all as more particularly shown on that certain map entitled "MAP SHOWING RIGHT-OF-WAY LINES FOR DUBLIN BOULEVARD BETWEEN DONLON WAY AND AMADOR PLAZA ROAD," dated March 2, 1988, and filed in the office of the City Clerk on March 7, 1988, which map is hereby adopted as a precise plan of said right-of-way lines. Section 2. The effect of said right-of-way lines shall be governed by the provisions of Dublin Ordinance No. 44-87. Section 3. EFFECTIVE DATE AND POSTING OF ORDINANCE. This Ordinance shall take effect and be in force thirty (30) days from and after the date of its passage. The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California. END OF DESCRIPTION -2- RESOLUTION NO. -88 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ADOPTING A NEGATIVE DECLARATION OF ENVIRONMENTAL SIGNIFICANCE CONCERNING DUBLIN BOULEVARD REVISED PLAN LINE (DONLON WAY TO AMADOR PLAZA ROAD) CITY OF DUBLIN WHEREAS, the California Environmental Quality Act (CEQA) , as amended together with the State's administrative guidelines for implementation of the California Environmental Quality Act and City environmental regulations, requires that certain projects be reviewed for environmental impact and that environmental documents be prepared; and WHEREAS, an initial study was conducted finding that the project, as proposed, would not have a significant effect on the environment; and WHEREAS, pursuant to Public Resources Code Section 21000 et. seq. , a Negative Declaration of Environmental Significance has been prepared by the Dublin Planning Department for this project; and WHEREAS, the Planning Commission did review the Negative Declaration of Environmental Significance and considered it at a public hearing on March 7, 1988; and WHEREAS, the City Council did review the Negative Declaration of Environmental Significance and considered it at a public hearing on April 11, 1988; and WHEREAS, proper notice of said public hearing was given as legally required; NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council finds , that the Negative Declaration of Environmental Significance has been prepared and processed in accordance with State and Local Environmental Law and Guideline Regulations, and that it is adequate and complete. These studies revealed that the intersection of Dublin Boulevard and San Ramon Road would experience future congestion during peak hours with existing plan line configuration. The traffic impact study of the Hansen Hill Ranch recommended revised lane configurations for the intersection of Dublin Boulevard and San Ramon Road that would also accommodate additional dwelling units in the western hill area of Dublin. The build-out figures include allowances for BART station traffic. Mr. Thompson stated the major differnce between the previous plan line and the revised plan line is the provision of double right-turn lanes on the eastbound approach of Dublin Boulevard to San Ramon Road and triple left-turn lanes on the -Westbound approach lanes of Dublin Boulevard to San Ramon Road. There would also be four westbound lanes on Dublin Boulevard at the westbound approach to Regional Street. The provision of double right-turn lanes on the eastbound approach at San Ramon Road would require the acquisition of right-of-way from the Shell service station on the southwest corner of the intersection. The provision of triple left-turn lanes plus a through lane and a right-turn lane on the westbound approach at San Ramon Road would require the acquisition of right-of-way west of San Ramon Road on the north side of Dublin Boulevard for approximately 400 feet. Also, acquisition of right-of-way above and beyond that which is depicted on the existing Dublin Plan Line would be required on the north side of Dublin Boulevard between San Ramon Road and Regional Street. Between Regional Street and Golden Gate Drive, the revised plan line proposes the same right-of-way requirement on the north side of Dublin Boulevard as the existing Plan Line. On the south side of Dublin Boulevard, the revised plan line would require the acquisition of additional right-of-way between San Ramon Road and approximately 180 feet west of Regional Steet and again between Regional Street and Golden Gate Drive, whereas the existing Dublin Plan Line would retain the existing right-of-way. Although additional right-of-way is required for the revised plan line, no structures would have to be demolished. Mr. Thompson stated that although triple left-turn lanes are an unusual configuration, in order to assess the potential for triple left-turn lanes to operate satisfactorily the destination of vehicles currently executing the westbound to southbound left turn was observed. Destinations were fairly evenly split between westbound on I-580, eastbound on I-580, and southbound on Foothill Road into Pleasanton. It should therefore be feasible to erect overhead signs above each of the triple left-turn lanes indicating that vehicles desiring to arrive at one of these three destinations should be in a specific left-turn lane. Cm. Zika asked if the islands at San Ramon Road and Dublin Boulevard would be removed. Mr. Thompson stated that they would be removed. Cm. Tempel expressed concern with lack of expansion for Dublin Boulevard widening. Cm. Burnham asked why the bus turnouts had to be located at the sites suggested. Mr. Thompson stated that the existing bus transfer sites were located at these locations and they encouraged people to cross at a signaled intersection. Pat Costello, Crown Chevrolet express concern with the location of the bus turnout and the widening of Dublin Boulevard. He proposes to loose approximately 50-60 display spaces for cars and the buses will block display of cars. He/is concerned with people waiting for the bus sitting on cars. He suggested moving the bus turnout to the east to the Orchard Shopping Center parking lot. Cm. Barnes stated she would like to see the bus turnout moved near the Orchard Shopping Center parking lot.
