DESCRIPTION
I. BACKGROUND
On July 29, 1987, the Alameda County Solid Waste Management Authority adopted
a Countywide Solid Waste Management Plan. State law requires that within 90
days following the adoption of the Plan by the Authority, Alameda County City
Councils and the Board of Supervisors were to review the Plan and either
approve or disapprove it. Within this 90-day period, each Alameda County City
Council and the Board of Supervisors approved the Plan. On September 28,
1987, the Dublin City Council adopted a Resolution (Exhibit C) , in support of
the Plan. The Plan was then submitted to the California Waste Management
Board for review and approval.
In April of 1988, the California Waste Management Board considered the Alameda
County Solid Waste Management Plan as adopted by the Board of Supervisors and
each City Council in the County. The State Board voted to partially approve
the Plan. A more complete description of asbestos waste disposal is required
as a result of the Board's review of the Plan. The current description is
inadequate. The Plan was returned to the Authority for the appropriate
clarification and revisions relating to asbestos, in order to meet State
requirements.

At its June 22, 1988 meeting, the Authority approved a revision to the Plan
relating to asbestos. A Resolution in support of the revision was adopted by
the Authority and is shown beginning on the second page of Exhibit A. The
proposed language was prepared by Black & Veatch Consultants (preparer of the
Plan) , at no cost to the Authority.
II. ISSUES
The Plan originally approved by the Authority on July 29, 1987 includes
discussion on asbestos, however, it does not contain a separate discussion of
the waste, as required by the State Board. Therefore, new language has been
added to the Plan, incorporated into the Hazardous Waste Element, Chapter V,
page V-7, after Table V-2, as follows:
"ASBESTOS QUANTITY AND DISPOSAL
Asbestos has been used commercially in a variety of
products up until the early 1970s. Because of the recognized
health risk, the manufacture and use of asbestos products has
been rapidly reduced. However, much of the material installed
in the past (especially in buildings) may still be present, and
must be encapsulated or removed and properly disposed.
The quantity of asbestos-containing waste generated is
included under the miscellaneous category in Table V-2 of the
Solid Waste Management Plan, adopted July 29, 1987. Alameda
County generated 5,313 tons (6,303 cubic yards) of asbestos-
containing waste which was disposed in Alameda County or out of
county. Oakland Scavenger Company offers disposal of
asbestos-containing waste in accordance with DOHS regulations
at Durham Road and Altamont Landfills in Alameda County. In
1987, these landfills received for disposal 1,710 cubic yards
of asbestos-containing waste. "
It is anticipated that this discussion will fulfill the requirements of the
State Board and lead to the ultimate approval of the Plan. However, prior to
the approval of the Plan by the Board, the Board requires that the revisions
be adopted by Resolutions of the City Councils and the Board of Supervisors
at noticed public hearings. Under State law, it is required that the
revisions to the Plan be approved by 8 or more of the 14 Alameda County
cities with a combined population of at least 549,199. The Authority would
like each City and the Board of Supervisors to make their decision to either
approve or deny the revisions to the Plan by August 6, 1988, or as soon
thereafter as possible.
According to the President of the Authority, it will not be necessary to
adopt a new CEQA document for the revisions. The Negative Declaration of
Environmental Significance for the Alameda County Solid Watse Management
Plan, adopted by the City Council on September 28, 1987 is still applicable
to the Plan, even with the minor revisions.
III. RECOMMENTATIONS
It is recommended that the City Council hear the Staff presentation, pose
questions to Staff, open the public hearing, and adopt the Resolution
approving revisions to The Hazardous Waste Element, Chapter V, Page V-7 of
the Alameda County Solid Waste Management relating to asbestos.

SUBJECT: REQUEST FOR CITY COUNCIL TO CONSIDER CLARIFICATION TO REVISED ALAMEDA
COUNTY SOLID WASTE MANAGEMENT PLAN (JULY 29, 1987) '
In April, 1988, the California Waste Management Board considered the Revised
Alameda County Solid Waste Management Plan (July 29, 1987), as adopted by the
_ Board of Supervisors and each city council in the county. The State Board
voted to "partially approve" the Revised Plan. To fully approve the Plan, the
State requires a more complete description of asbestos waste disposal.
At its June 22 meeting, the Authority approved a "clarification" to the Plan
relating to asbestos (resolution enclosed). The proposed language was
prepared by Black & Veatch, consultants, at no cost to the Authority. It
should be noted that the 1987 Plan includes asbestos but does not contain a
separate discussion of the waste, as required by the State Board.
The State Board requires that the clarification be adopted by resolutions of
the city councils and the Board of Supervisors at public -hearings noticed in a
newspaper of general circulation. This should be done by August 6, or as soon
thereafter as possible. It will not be necessary to adopt a new CEQA -document,
but each city and Board of Supervisors resolution of approval should cite -the
original Negative Declaration adopted by the city or County in 1987. A sample
resolution and public hearing notice is enclosed for your convenience.
Under State law, a county plan must be adopted by a majority of the cities in
the county containing a majority of the incorporated population. In Alameda
County, approval by 8 or more of the 14 cities, with a combined population of
at least 549,199, is needed to adopt the proposed clarification.
Copies of the adopting resolution and notice of public hearing should be sent
to Authority staff as soon as they are available. If you have any questions

WHEREAS California Government Code, Section 66780 et seq., requires each
county to adopt a solid waste management plan to protect the environment and
provide for safe, sanitary and economical disposal of solid waste; and
WHEREAS a Joint Exercise of Powers Agreement for Waste Management was
executed on September 23, 1987 to create the Alameda County Waste Management
Authority (Authority) as successor to the Solid Waste Management Authority,
with responsibility to prepare state-mandated solid waste management plans for
this county; and
WHEREAS a revised Alameda County Solid Waste Management Plan was adopted
July 29, 1987 by the predecessor Agency, the Alameda County Solid Waste
Management Authority; and
WHEREAS pursuant to the California Government Code, this Authority
submitted the revised plan to the California Waste hanagement Board (CWMB); in
August 1987 and said Board approved said plan with the exception of Section
66780.5(e) of the Government Code; and
WHEREAS this Authority has prepared language shown on Page 2 of this
Resolution to comply with Section 66780.5(e) of the Government Code as a
clarification to said plan; and
WHEREAS an Initial Study and Proposed Negative Declaration for the
adopted Solid Waste Management Plan (State Clearinghouse No. 87042816) were
prepared and adopted July 29, 1987 in accord with the California Environmental
Quality Act (CEQA) and State and local EIR guidelines and transmitted to all
concerned parties; and
WHEREAS said Negative Declaration covers said clarification; NOW
THEREFORE,
BE IT RESOLVED that this Authority does approve the clarification on the
attached page to the Alameda County Solid Waste Management Plan; and directs
that the clarification be transmitted to member agencies and the California
Waste Management Board.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING A CLARIFICATION TO THE REVISED
ALAMEDA COUNTY SOLID WASTE MANAGEMENT PLAN
WHEREAS, on September 28, 1987, the Dublin City Council adopted the
Alameda County Solid Waste Management Plan (dated July 29, 1987, as revised)
and Negative Declaration for said Plan; and
WHEREAS, said Plan, having been approved by the Alameda County
Waste Management Authority and adopted by each City in Alameda County and by
the Alameda County Board of Supervisors, was submitted to the California Waste
Management Board; and
WHEREAS, on April 6, 1988, the California Waste Management Board
approved said Plan with the exception of the California Waste Management
Board's finding that said Plan does not contain a discussion of asbestos that
meets the requirements of California Government Code Section 66780.5(e) ; and
WHEREAS, on June 22, 1988, the Alameda County Waste Management
Authority approved a clarification to said Plan relating to asbestos and found
that said clarification is covered by the original Negative Declaration; and
WHEREAS, the Dublin City Council has received and reviewed the
clarification to the Alameda County Solid Waste Management Plan relating to
asbestos shown below in this resolution; and
WHEREAS, the Initial Study and Negative Declaration for said Plan

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVING THE FINAL DRAFT OF THE SOLID WASTE MANAGEMENT PLAN
FOR ALAMEDA COUNTY, CALIFORNIA DATED JULY 29, 1987
WHEREAS, California State Law requires that a County
prepare a Solid Waste Management Plan; and
. WHEREAS, the Alameda County Solid Waste Management
Authority has prepared a Final Draft dated July 29, 1987; and
WHEREAS, the Final Draft Plan has been adopted by the
Waste Management Authority; and
WHEREAS, State Law provides 90 days for the cities to
review and either approve or disapprove the Plan following action
by the Authority; and
WHEREAS, the City Council of the City of Dublin has
reviewed and discussed the proposed plan at a public meeting on
September 28, 1987.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Dublin does hereby approve the Final Draft Solid Waste
Management Plan for Alameda County, California dated 'July- 29,
1987.
BE IT FURTHER RESOLVED that the City Manager shall
notify the Alameda County Solid Waste Management Authority of the
City Council action approving the Plan.

JULY 29, 1987
WHEREAS California Government Code, Section 66780 et seq., requires each
county to adopt a solid waste management plan to protect the environment and
provide for safe, sanitary and economical disposal of solid waste; and
WHEREAS a Joint Exercise of Powers Agreement for Solid 'Waste Management
was executed on September 2, 1976, and amended March 23, 1977, to create the
Alameda County Solid Waste Management Authority (Authority) with responsibility
to prepare state—mandated solid waste management plans for this county; and
WHEREAS the adopted 1976 Solid Waste Management Plan (Policies Plan),
1977 Solid Waste Facilities Plan (Short Term), and 1978 Medium and Long Term
Solid Waste Facilities Plan comprised the first solid waste management plan for
Alameda County; and
WHEREAS a revised Alameda County Solid Waste Management Plan was adopted
on October 28, 1981, and periodically amended through June 4, 1986; and
WHEREAS the California Government Code requires that county solid waste
management plans be reviewed and revised, if appropriate, at least every three
years; and
WHEREAS pursuant to the California Government Code, this Authority sub-
mitted a Plan Review Report to the California Waste Management Board (CWMB),
which approved the Report on March 21, 1986 and directed Alameda County to
proceed with Plan revision; and
WHEREAS a proposed revised Alameda County Solid Waste Management Plan was
prepared and transmitted to all concerned parties on April 29, 1987; and
WHEREAS an Initial Study and Proposed Negative Declaration for the pro-
posed Plan (State Clearinghouse No. 87042818) were prepared in accord with the
California Environmental Quality Act (CEQA) and State and local EIR guidelines
and transmitted to all concerned parties on April 29, 1987; and
WHEREAS a duly noticed public hearing was held on May 27, June 24, and
July 29, 1987 to consider said proposed Plan and proposed Negative Declaration,
at which time all interested parties were heard; and
WHEREAS this Authority considered the Negative Declaration adopted by
Resolution Number 107, July 29, 1987 and comments thereon, in conjunction with
this proposed Plan; NOW THEREFORE:

BE IT RESOLVED THAT this Authority does approve the proposed Final Draft
Alameda County Solid Waste Management Plan; and directs that the Plan be trans-
mitted to member agencies for adoption pursuant to the California Government
Code; and
BE IT FURTHER RESOLVED THAT upon adoption of the Plan by the requisite
number of member agencies of this Authority, as provided under the California
Government Code, and additional member agencies as may act within 90 days of
transmittal of the proposed Plan, this Authority does direct that the Plan be
conveyed to the CWMB for approval pursuant to the California Government Code.

Based on the attached Initial Study, the Alameda County Solid Waste
Management Authority (decision—making body) has found that:
X The project Will not have a significant effect on the
environment.
The significant effects of the project noted in the attached
Initial Study have been eliminated or mitigated by revisions to
the project so that the potential adverse effects are reduced to
a point where no significant effects Would occur. This Negative
Declaration commits the Project Proponent to adopt the
mitigation -measures identified in the attached Initial Study.
