F INANCIAL STATEMENT: This Bond Measure would raise $3. 5 million in bond
proceeds for improvements to Dublin schools .
DESCRIPTION At the City Council meeting of September 12 , 1988 ,
Mayor Jeffery requested that Staff place on the September 26 , 1988 agenda ,
an item related to endorsing Measure A.
Since that City Council meeting, Staff has received a call from
representatives of the committee supporting Measure A, known as Dublin
P.R. I .D.E. The Measure A committee has also requested City Council support
of the School Bond Measure and requested the ability to make a short
presentation regarding the committee ' s efforts in generating support for
Measure A. Liz Schmitt , representing the committee will be making that
presentation.
Staff has prepared a Resolution for Council consideration endorsing School
Bond Measure A.

Our new school district is only twenty seven days old and we need
your help!
Since the unification election we have carefully studied the
needs of the new district and have been confronted with the
following information.
-- There is a debt of $600, 000 on Dublin High School which
the new district must inherit even though we did not incur
it.
-- There is a need to spend nearly $500,000 of Murray
School District capital funds this summer for necessary
work at the high school .
-- There is a need to spend an additional $1, 000, 000 at
Dublin High to bring it up to acceptable standards for our
students.
-- The needs at Dublin High School have caused the Board
to reconsider a decision to build a gymnasium and replace
the portable classrooms at Wells Middle School. This money
must be spent to take care of the needs of Dublin High.
There is a need for additional restroom space at
Nielsen School .
After careful consideration, including discussions about possible
help from the city of Dublin, the board has decided to ask the
citizens of Dublin to consider a general obligation bond in
November, in the amount of $3 , 500, 000, to provide the money
necessary to bring Dublin High School up to par with the other
Dublin schools, to build the gym and replace the portable
classrooms at the Wells Middle School, and provide additional
restrooms at Nielsen School .
If we are to be successful on November 8th, it will be a result
of people in the Dublin community working together for our
schools.
DUBLIN SCHOOLS GENERAL OBLIGATION BOND ISSUE
The bond issue on the November ballot will be for $3.5 million. If
the voters approve the issue by a 2/3 majority, the bonds will be issued
in two parts over a two-year period (1989 and 1990). By issuing the
bonds over two years we will be able to keep the cost to taxpayers
low. This is true because as Dublin develops and the total assessed
value of the district increases, the tax burden will be spread over
a larger tax base over time.
Because the bond proceeds will be received over two years, we must
also schedule the completion -of the projects over a two year period.
Here is a list of the projects, their estimated cost and the year that
we expect to accomplish the project.
Replacement of roofing and heating/ventilating/air conditioning systems
at Dublin. High School - Estimated Cost; $1,000,000 - Completion; Year
1
In terms of the health and comfort of students and the
preservation of our high school buildings, we consider
this project to be the most critical . The completion
of this project will also pay important dividends to
the district by reducing maintenance costs and utility
costs, which are general fund expenditures.
Wells Middle School Gymnasium - Estimated Cost; $1.6 million Completion;
Year 2
This project will provide a gymnasium for Wells School ,
as well as a significant community resource for the City
of Dublin. While we do not anticipate that we can start
construction until Year 02, this project is already well
under way. Much of the architectural work has already
been completed.
Replacement of "Temporary Classrooms" at Wells School - Estimated Cost;
$800,000 - Completion; Year 2
Most of the portable classrooms at Wells School were
built many years ago as temporary classrooms for the
Murray School District. They have been relocated several
times and are well past their life expectancy. These
classrooms need to be replaced with facilities that meet
current safety standards. We anticipate that 8 classrooms
will be built. '

Additional Bathroom Facilities at Nielsen School - Estimated' Cost;
$100,000 - Completion; Year 2
From the day it was built, Nielsen School has not had
an adequate number of bathroom facilities for the number
of students served. Some years ago one additional bathroom
facility was added in a portable building. Because of
the growth at Nielsen School , and the addition of portable
classrooms, we need to provide additional bathroom
facilities for the health and comfort of our students.
Because of the way the original plumbing lines were
installed at Nielsen School , this is an expensive project.

VOTE YES ON MEASURE A
Schools reflect the quality of life in our community.
The reputation of our schools affects the value of our homes.
Since July 1, 1988, the Dublin community has assumed sole
responsibility for the education of all students from
kindergarten through high school.
OUR SCHOOLS NEED OUR HELP!
-Dublin High School is 19 years old. The heating/
ventilation systems, as well as the roof, need
replacement.
Passage of Measure A will remedy this problem.
-Wells students are currently housed in portable
classrooms which are well past their life
expectancy.
Passage of Measure A will remedy this problem.
-Wells Middle School students need an appropriate
facility for physical education classes, assemblies
for the entire student body, after-school activities,
and community use.
Passage of Measure A will remedy this problem.
-Twenty-three year old Nielsen School has never had
adequate restroom facilities.
Passage of Measure A will remedy this problem.
Existing school district funding can not provide for major
construction or replacement WITHOUT ADVERSELY AFFECTING THE
QUALITY OF OUR EDUCATIONAL PROGRAMS.
DUBLIN PRIDE dictates this solution to these problems. Vote
YES for our community.

A RESOLUTION OF THE .CITY COUNCIL
OF THE CITY OF DUBLIN
ENDORSING
THE DUBLIN JOINT UNIFIED SCHOOL DISTRICT
BOND MEASURE A
WHEREAS, the Dublin Joint Unified School District has
placed a Dublin School Bond Issue (Measure A) , on the November 8,
1988 ballot ; and
WHEREAS, Measure A would raise $3.5 million in bond
proceeds for the purpose of -undertaking the following
improvements :
1 ) Repair the roof , heating/ventilation system at
Dublin High School
2 ) Construct restrooms at Nielsen Elementary School
3) Construct a gymnasium facility and replace temporary
classrooms at Wells Middle School ; and
WHEREAS, after carefully reviewing with the School
District the merits of Measure A, the City Council believes that
those improvements funded by Measure A will contribute to the
quality of the educational experience received by Dublin students ,
and improve the quality of life in our community.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Dublin hereby endorses Measure A and encourages all
residents to examine the benefits of this School Bond Issue and
likewise support it .
PASSED, APPROVED AND ADOPTED this 25th day of September,
