Adopt Resolution 2. Should the grant application be successful, authorize Staff to develop a contract appropriate for administering the grant funds with Livermore and Pleasanton FINANCIAL STATEMENT The 25% required match for the $25, 000 grant would be divided equally amongst the three participating Cities. Thus, Dublin' s commitment would be $2, 083, which could be provided through in-kind services. DESCRIPTION The State Department of Education has announced the availability of one-time-only funds to cities and counties for planning and coordinating activities within local governments to facilitate the availability of child development services. The funds will be made available upon approval of proposals, but must be spent prior to December 31 , 1990 . Applications are due no later than January 27, 1989 . Grants of up to $25, 000 each will be awarded on a competitive basis to applicant cities or counties. A Council resolution in support of child care and the application is required. Staff has discussed the grant opportunity with Resources For Family Development (RFD) staff, the agency the City contracts with to plan and develop resources for child care services. RFD staff have discussed the grant program with staff of the State Department of Education and have been told the State is expecting to receive a very large number of applications for the limited funds available. For this reason RFD staff recommends the Valley (Pleasanton, Livermore & Dublin submit a single application to the State. Discussions with the staff of the cities of Livermore and Pleasanton 'indicate they are supportive of participating in a joint application. A joint application will greatly improve the possibility of being funded and will allow the three cooperating jurisdictions an opportunity to address a valley-wide issue. It is assumed each City would apply for an equal share of the total $25, 000 grant and be responsible for an equal share of the required 25% match. The match may, of course, be in in-kind services . At this time, it appears the City of Dublin will provide in-kind services rather than funds for the required match. These in-kind services could be in the form of postage, duplicating or limited clerical support. ----------------------------------------------------------------- COPIES TO: ITEM NO. • AGENDA STATEMENT January 23, 1989 Page Two Staff met with representatives from Livermore, Pleasanton and Resources for Family Development to discuss the possible uses for the available grant funds. It was determined that the funds should be utilized to hire a consultant to prepare a valley-wide report on the present and future child care needs in the three cities. It was suggested that a valley-wide task force be established to identify those issues to be consolidated into the consultant' s study. If the City Council is in favor of submitting a valley-wide grant application for funding from the State Department of Education to study child care needs in the valley, Staff recommends that the City Council take the following action: 1 . Adopt Resolution in support of Child Care Services to meet existing need and approving an application for grant funds for child care services. 2. Should the grant application be successful, authorize Staff to develop a contract appropriate for administering the grant funds with Livermore and Pleasanton. ----------------------------------------------------------------- COPIES TO: ITEM NO. RECEIVED 1 2 88 Revised Due Date: January 27, 1989 MULTI-SERVICE CENTS$tat Department of Education, Child Development Division Application for Local Coordination Grants The State Department of Education is pleased to announce the availability of one-time-only funds to cities and counties for planning and coordination of activities within local government to facilitate the availability of child development services. Funds are available upon approval of proposals but must be spent prior to December 31; 1989. Because of the delay in issuing this Request for Application the due date has been extended beyond the date originally announced. Applications are now due no later than January 27, 1989. Applicants will be expected to demonstrate a knowledge of existing - services, including.:a knowledge of the extent of local need and resources. Applicants will also -be-. expected to demonstrate how articulation with local child care provider associations and state and county licensing authorities will be achieved. It will be ;.particularly important toestablish -linkages with _-local -state-funded Resource and Referral -programs' 'because of their experience in working with the local child care community and their knowledge of existing services. A listing of all Resource and Referral programs is attached. Additionally, the application must demonstrate consideration of child development issues in policy planning and implementation, and must - demonstrate the coordination of activities of departments within the city or county, such as licensing, fire department, health department, educational institutions, planning commission, building inspection and public,.works to facilitate ..the .establishment of child care programs within the community. Grants of up to $25, 000 each will be awarded on a competitive basis to applicant cities or counties. Each grant will require a matching contribution of 25 percent in cash- or in-kind services. Successful applicants must commit to a good faith effort to continue the coordination function beyond the funding year. Apy application _:for funding should be accompanied by a resolution in support of child care adopted by the County Board of Supervisors or the City Council. You are encouraged to be creative in your proposal. Examples of activities to be considered include but are not limited to: establishment of a child care coordinator position, task force or advisory group, development of a city, county, or regional master plan for child care, development of public-private partnerships with local industry, seeking funds for sponsorship of families unable to pay full child care costs, and making unused county/city equipment and facilities available for child care services. If a coordinator position is to be established, attach an organization chart showing placement of the position within city or county government. Contents of Proposal The application consists of Section I, "Applicant Information", and Section II , "Program Proposal . " No specific format is provided for Section II. However, all items should be addressed as these constitute a critical part of the application. Applicants are encouraged to limit their responses in Section II to not more than eight typed pages. • proposal Submission Deadline , Completed proposals must be postmarked by the United States Postal Service no later than January 27, 1989. Metered postmarks received after that date will not be accepted. Hand delivered proposals will be accepted until 4 :30 p.m. on January 27, 1989. Proposal Submission Three copies of the proposal must be submitted to the State Department of Education, Child Development Division, by the stated deadline. An original signature of the authorized representative is 'required on all three copies of Section I. Address the proposals to: State Department of Education Child Development Division 560 J Street, Suite 220 Sacramento, CA 95814 Attention: Local Government Applications While not required, for your own protection, applicants are advised to send their proposal Certifiad Mail - Return Receipt Requested. This will provide you with a receipt showing that the proposal was received by the State Department of Education/Child Development Division by the announced deadline. Please do not attach covers or binders, pamphlets, letters of support or other items which are not specifically requested. Submittal of extraneous material may disqualify your proposal. Selection Procedure A selection panel will independently score each proposal on the basis of the responses to the items contained in Section II. The scores will be totaled and the grants will be awarded to those receiving the highest scores. No application scoring below 80 points will be funded. Scoring of Applications For purposes of preparing the proposal, applicants should assume that readers are completely unfamiliar with the agency and the proposed program. The proposal should essentially stand by itself. The score values for evaluating -he proposal are presented in Section II. Felection of Applicant Proposals The State Department of Education reserves the right to reject any and all proposals. Applicants which have delinquent accounts receivable with the State Department of Education or which are on FY 1988/89 fiscal or programmatic conditional contract status are not eligible to apply. There are no applicant appeal rights vested in the funding decisions of this program. Proctram and Financial Report Successful applicants are required to submit a program data and financial expenditure report no later than March 15, 1990. Forms will be mailed on which to report fiscal expenditure information, matching funds, and other critical data. Failure to submit these reports will be noted and may affect an agency's subsequent eligibility for funds. Apportionment Approximately four weeks after notification of funding, the State Department of Education, Local Assistance Bureau (SDE/LAB) will issue an initial apportionment equal to 90 percent of the approved funding. The balance of the apportionment (10 percent) will be mailed upon receipt of the expenditure and program data report and will be based upon the final expenditure amount. These reports are due March 15, 1990. . Funding , These are one-time-only discretionary funds. Expenditures for which reimbursement is claimed must be made during the contract period, which ends December 31, 1990. No commitment for funding beyond that date is made or implied. Audits -- -The State Department of Education reserves the right to require an audit of funds granted pursuant to this application. RESOLUTION NO. 8 -89 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ----------------------------------------------------------------- A RESOLUTION IN SUPPORT OF CHILD CARE SERVICES TO MEET EXISTING NEED AND APPROVING AN APPLICATION FOR GRANT FUNDS FOR CHILD CARE SERVICES WHEREAS, the City of Dublin believes available, quality child care services are necessary to the well-being of a community, and WHEREAS, planning and coordinating activities within local governments to facilitate the availability of child care services will assist in the provision of quality child care. NOW THEREFORE, BE IT RESOLVED THAT THE City Council of the City of Dublin does hereby support child care services and approves the application for grant funding from the State Department of Education, Child Development Division for planning and coordinating activities to facilitate the availability of child development services.
