I. BACKGROUND
On January 5, 1989, the Alameda County Board of Supervisors approved the
rezoning of an 8.5 acre parcel located at 8555 Dublin Canyon Road (on the
south side of I-580, approximately 1.2 miles east of Palo Verde/Eden Canyon
Roads, between Castro Valley and Dublin) . The site is just west of the City
of Pleasanton's western Sphere of Influence boundary line. The rezoning
changed the land use from the A (Agricultural) District to the PD (Planned
Development) District. The PD District allows Agricultural District uses
(subject to the regulations of that District) and also allows as a Conditional
Use, the open storage of recreational vehicles and boats. The rezoning will
be effective on February 5, 1989.
The County approved the rezoning based upon a conceptual plan showing an open
asphalt paved storage yard containing 200 parking spaces. The use would be
located on a flat portion of the site that was at one time used to dump
landfill during construction of I-580. Ten to twelve foot high earth mounds
would be provided to screen the use from the view of surrounding residents and
commuters on I-580. Even with this mounding, County Staff feels the use would
still be visible from I-580 as well as by surrounding residences.
The subiect property is presently used as a contractor's storage yard. In
order to legally permit the storage of recreational vehicles and boats, a
Conditional Use Permit application must be submitted to the County for
consideration by the Alameda County Zoning Administrator. The CUP application
must substantially comply with the development standards shown in the Board of
Supervisors Ordinance No. 0-89-3, as well as substantially conform with the
conceptual plan submitted with the rezoning request. County Staff indicated

anticipate that it will be submitted for consideration by the Zoning
Administrator in the immediate future. The Council will have an opportunity
to voice their concerns on the proposed storage yard through the Public
Hearing process.
II. RECOMMENDATION
It is recommended that the Council discuss this issue and provide direction to
Staff so that appropriate action can be taken.

AN ORDINANCE AMENDING CHAPTER 2 OF TITLE 8 OF THE ALAMEDA C J44,l
ORDINANCE CODE RELATING TO ZONING , `!1
The Board of Supervisors of the County of Alameda, State of California, - :
ordain as follows:
SECTION I
Chapter 2 of Title 8 of the Alameda County Ordinance Code is hereby
amended in the following manner:
one parcel containing approximately 8.45 acres, located at 8555
Dublin Canyon Road, south side, approximately 1.2 miles east of the
intersection with Palo Verde Road, between Castro Valley and Dublin;
bearing County Assessor's designation: 85A-800-8-1; as shown on the
map labelled "1833rd Zoning Unit, Exhibit A, dated August 23, 1988;"
on file with the Alameda County Planning Commission at 399 Elmhurst
Street, Hayward, California, is hereby rezoned to the the PD
(Planned Development) District allowing the following:
A. A (Agricultural) District uses, subject to the regulations and
requirements of that District; or in the alternative,
B. As a Conditional Use, open storage of recreational vehicles and
boats subject to "Exhibit B, Land Use and Development Plan, 1833rd
Zoning Unit", and also to the following conditions:
1. Gtddirig: If a Grading Permit for the storage facility is
not issued within three years of the effective date of this
action, Section B of this ordinance shall become null and void.
Grading shall generally conform to that indicated in Exhibit B.
Applicant shall secure a grading permit from the Director of
Public Works in dccordance with requirements of the Alameda
County Grading Ordinance.
2. Siena'-6: Signage shall be limited to one non-electrical
unlighted sign with maximum dimensions of two feet by twenty-
four feet, with the name of the firm, street address, and
telephone number to be painted in block letters no more than six
inches in height. Signage shall be approved through Zoning
approval.
3. Fencing: Fencing shall be a maximum of nine feet in
height, including three strands of barbed wire and eight feet of
chain link fence material with redwood slats, located behind the
landscape buffer. A fencing plan shall. be included in the
landscape plan required under Section 5, below.
4. Lighting: Lighting shall be shielded from view from the
I-580 freeway. A lighting plan shall be included in the
landscape plan required under Section 5, below.

5. LAridscaping: Landscaping shall be provided to attractively
screen t e-`property from view from 1-580 and ensure that no
vehicle can be seen from that highway or Dublin Canyon Road.
Landscaping shall also be drought tolerant and fire resistant,
and shall consist to the extent possible of native species.
Prior to obtaining a grading permit developer shall secure
approval from the Planning Director of a specific landscape plan
prepared by a Landscape Architect. This plan shall conform to
the general landscaping proposals indicated on Exhibit B and
County guidelines, and include a mechanical irrigation plan, -
planting and staking details, perimeter fencing plane and
details consistent with Section 3, above, and outdoor and
security lighting consistent with Section 4, above. Prior to
opening the facility and/or final authorization of gas or
electric meter service, a statement shall be submitted to the
Building Official from the Planning Department certifying that
a) landscaping has been installed in conformance with the
approved plan ox b) a cash deposit equivalent to the cost of
installing these improvements, based upon an estimate submitted
by the Landscape Architect or Landscape Contractor, has been
placed with the Planning Department to ensure completion of
landscaping within a period of time as specified by the Planning
Director. The deposit will be returned upon satisfactory
completion of the improvements by the developer.
Non-maintenance of the landscaping shall be considered a
violation of the Zoning Ordinance and shall be enforced as such.
6. Buil�din _s_t guildings shall be limited to a general office
for the storage facility only and a residence for a resident
manager. Both buildings shall be located near the entrance gate
as indicated on Exhibit B, and shall be single story
manufactured housing (mobile home/office trailer).
70 Pavia : The driveway entrance and an area fifty feet
beyond t e gate, and tho area in front of and around the office
shall be paved with two inch asphaltic concrete on six inch
crusher run rock base. The remaining storage area shall be an
all-Breather, dust free surface the design of which is approved
by the Director of Public Works. Parking spaces shall be .maid
out and marked for usage as demand requires. These requirements
pertain only to that portion of the project outside of the
public road right-of-way.
Any improvements within the public right-of-way shall be
installed at the developer's expense to Alameda County Public
Works Agency standards. An encroachment permit shall be secured
from the Director of Public Works for any work done within the
right-of-way of Dublin Canyon Road.

80 Fire' Prbtectiob: A minimum 5,000 gallon water tank shall
be required with fire department connections at 50 p.9.1. and
not less than 500 gallons per minute flow. A water distribution
system shall be installed and other fire protection measures
shall be accomplished as determined by the Planning Director
upon recommendation of the County Fire Chief and the Battalion
Chief, California Division of Forestry and Fire Protection,
Sunol. The above shall be completed prior to final inspection.
9. Access: Access to the site shall be controlled through a
Knox 7iox r other similar mechanism which will allow simple
access by emergency vehicles.
10. Conditional Use Permits This use shall be subject to a
Conditional Use Permit. This .permit may be granted for an
initial period of up to three years, and may be renewed for
periods of up to five years.
11. Modificatioass Modifications to Exhibit B, including
location of buildings as indicated in Section 6, above, and to
these conditions may be made administratively by the Planning
Director in the same manner as similar modifications may be made
to a Site Development Review pursuant to Section 8-95.0 et seq.
of the Alameda County Zoning Ordinance, so long as the
modifications meet the inteixt of this ordinance and the 1833rd
Zoning Unit, based on the record of that action.

SECTION II
This Ordinance shall take affect and be in ior6o thirty (30) days from
and after the date of its passage and before the expiration of fifteen (13) days
after its passage it shall be published once with the named of the sembers vot-
ing for and against the same in THE INTER-CITY EXPRESS , a newspaper
