Smith, Alameda County Health Officer RECOMMENDATION W: Consider request to participate FINANCIAL STATEMENT: Specific costs are undetermined. If Staff support is required, the City Council would need to consider the priority of this project compared to other goals and objectives . DESCRIPTION The Mayor received an inquiry regarding interest in participating in the development of a "Healthy City Program" . The Alameda County Health Officer has offered to organize a meeting to determine how the program can be implemented. The concept of a "Healthy City/County Program" is based upon a model developed by the World Health Organization. The program is also being encouraged by the State Department of Health Services. According to the State Director, the initial step is to conduct a survey of activities within a community which are examples of components of the Healthy Cities model. This is intended to obtain a wide array of information which can then be used as a clearinghouse resource. The overall goal of these efforts is to initiate a process which will make health considerations an explicit priority in planning and decision making processes. The State has identified that coalitions exist which are organized around diverse issues such as changes in smoking or liquor license ordinances, as well as housing. These groups would be encouraged to increase these activities. The State description of the program appears to be quite broad. The information provided by Alameda County is not specific enough to determine the precise role of the City. Since the primary responsibility for Health Services rest with the counties, it would appear appropriate for the County to coordinate these efforts. Staff believes that it can readily respond to inquiries or surveys related to City sponsored services or actions. However, it would be difficult to devote additional Staff time to an active organization, without delaying other goals and activities identified by the Council. Box 2340 Dublin, CA 94568 Dear Mayor: In early September the California State Department of Health Services sent a letter to cities and interested parties to learn about projects which represent the healthy cities model. To date, only one city in Alameda County has responded to this letter. (I have attached a copy of the original request. ) The Healthy Cities concept is just now being introduced into the United States. The World Health Organization has sponsored the idea with some success in Europe. I believe that the principles which this concept incorporates have validity for Alameda County. To oversimplify, if we can look at our communities as an environment which can and should nurture good health, we will begin to address the basic issues of disease prevention and health promotion. I ask that you again review this request from the State. If you are interested in this attempt to stimulate communities to use an integrative approach in improving public health through the involvement of community groups, the private sector and public service agencies, I would like to meet with you to figure out how we can assist you in making it happen.
