Report prepared by Laurence L. Tong, Planning Director EXHIBITS ATTACHED: Exhibit A: Letter from John Shepherd, Assistant Planning Director, Alameda County Housing and Community Development RECOMMENDATION: Direct Staff to apply for CDBG funding in the following categories: 1) Public improvement projects: $39, 000 for the Arroyo Vista Soundwall project ($31, 100 in project funds plus $7,900 in general administration funds) to help pay for the advanced funds. 2) Housing rehabilitation projects: $12 , 100 for Minor Home Repair program. y FINANCIAL STATEMENT: See following description DESCRIPTION: Since 1982 , the City of Dublin has participated in the ongoing Alameda County/Urban County Community Development Block Grant (CDBG) Program. For the 1989-90 program year, the preliminary estimate of CDBG project funds for Dublin is $43 , 200 for projects plus $7, 900 for general administration, for a total of $51, 100. Final figures from the Federal Government are expected later this year, so project budgets need to be flexible to allow for revised final allocations. Per the Urban County policies, a minimum of 28% or $12 , 100 of project funds must be used for housing rehabilitation projects, leaving up to $31, 100 for public improvement projects. The City may apply the general administration fli.nds of $7 , 900 to a specific project. ----------------------------------------------------------------- ITEM NO. The City has received a total of $104, 060 in CDBG funds for the Arroyo Vista Soundwall project. The funds came from various CDBG program years: $ 17, 160 Re-allocation of 1987-88 CDBG funds $ 33 , 700 Allocation of 1988-89 CDBG funds $ 53 , 200 Advance from 1989-90 and 1990-91 CDBG funds $104 , 060 Total Staff recommends that the City Council apply for funding in the following categories: 1) Public improvement projects: $31, 100 in project funds plus $7 , 900 in general administration funds, for a total of $39 , 000 for the Arroyo Vista Soundwall project. This will pay back a portion of the $53 , 200 advance of CDBG funds, which the City received this year. 2) Housing rehabilitation projects: $12 , 100 for the Minor Home Repair program. Box 2340 Dublin, CA 94568 ISI INd Subject: CDBG ALLOCATIONS - 1989-1990 SUBMITAL OF PROJECTS Dear Larry: Community Development Block Grant (CDBG) project proposals for the 1989-1990 program year are due to the County by February 17, 1989. Attached is a Project Application Form which needs to be completed for each project. The CDBG Grant for 1989-90 will be $1,640,000. In addition, there is $315,000 reallocated from current year contingency which we have agreed will be included in the 1989-90 program year's statement: $75,000 to Housing Counseling and $240,000 across the board. Based on this total and following the allocation policies used in the prior four years, your city's allocation for projects is $43,200 plus admin. of $7,900. Per the Urban County policies, no less than 28% or $12,100 of the project amount must be used for housing rehabilitation.
