DESCRIPTION:
Background:
In May 1988, the Applicant filed an application for a use permit request (PA
88-054) to consider a 35 foot tall freestanding sign for Dublin Security
Storage/Ryder Truck Rental. During Staff review, it was determined that the
sites' Conditional Use Permit for the on-site outdoor recreational vehicle
storage had expired and no Conditional Use Permit had been obtained for the
truck rental operation which also required outdoor storage of vehicles.
In October 1988, the Applicant filed the additional use permit applications
(PA 88-120/88-121) . The application materials for the truck rental was
completed in January 1989.
On February 6, 1989, the Planning Commission approved the Conditional Use
Permit application for the outdoor recreational storage/truck rental and
approved the Conditional Use Permit and Site Development Review for a 35' tall
freestanding sign subject to Conditions of Approval (see Attachment 1 and 2) .
On February 10, 1989, the Applicant appealed the Planning Commission's action
specifically relating to the requirement for the sign size (Condition #1,
Resolution 89-002, Attachment #1) . The Applicant had proposed a 7.5' x 15'
(112.5 square feet) single-faced freestanding sign (35' tall) . The Commission
approved a 7'x12' (84 square feet) size sign.
Analysis:
The Zoning Ordinance allows consideration of up to a maximum of 150 square
foot signs. Staff had reviewed the request under the Design Criteria and
recommended that the size be limited to a maximum of 7' x 12' (84 square feet)
to be compatible with the width of the existing landscape planter and newer
nearby freestanding signs.
The Commission had also expressed concerns of a second or back panel being
installed which could be visible to traffic on the future Dublin Boulevard
extension north of this site (Attachment 4) . The Commission felt that since
there would be no direct through connection to this site from the future
Dublin Boulevard extension the sign should be limited to a single-faced
oriented toward Scarlett Court.
The Applicant states in the appeal that the larger sign is warranted in that
the sign meets code requirements and has a larger setback from Scarlett Court
than other nearby signs.
The Zoning Ordinance allows the Commission to consider single-faced
freestanding signs up to 35' tall and up to 150 square feet in area through
the Conditional Use Permit and Site Development Review process. The ordinance
size limits are maximums, and since the reviews are discretionary, conditions
can be placed on an approval which would increase compatibility or enhancement
as allowed by the Zoning Ordinance provisions.
The City's Zoning Ordinance Section 8-87.34(B) states that "freestanding signs
shall be located in a planter of appropriate dimension" (Attachment 5) . Staff
believes sign width not exceeding the planter width would be an appropriate
dimension. The sign would be located in an existing planter area which is
10-12' wide.
The City Zoning Ordinance Section 8-87.66b(1) also states that "an attractive
scale between the sign; bui.ldi.ng and-immediate surroundings shall be
maintained" (Attachment 6) .
Staff recognizes that although not all signs in the same vicinity need to be
of the exact same size, compatibility in scale needs to exist.
The Applicant's proposed size of 7.5' x 15' (112.5 square feet) is 75% of the
maximum allowed by code. The nearby Valley Volvo sign was approved as a 5.5 x
12' sign (66 square feet) or 44% of the maximum allowed by code. Staff
believes that the proposed size of 31% more area than newer signs would not
maintain the required attractive scale. Staff believes that a sign size of 84

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

UPHOLDING THE PLANNING COMMISSION ACTION APPROVING
PA 88-054 DUBLIN SECURITY STORAGE CONDITIONAL USE PERMIT
AND SITE DEVELOPMENT REVIEW REQUEST FOR A
35-FOOT TALL SINGLE-FACED FREESTANDING SIGN
LOCATED AT 6005 SCARLETT COURT
WHEREAS, Shirley Simpson-Johnson, representing Arrow Sign Company, filed an
application for a Conditional Use Permit and Site Development Review to locate a
35 foot tall single-faced freestanding business identification sign, located at
6005 Scarlett Court; and
WHEREAS, proper notice of said public hearing was given in all respects as
required by law; and
WHEREAS, the Planning Commission held a public hearing on said application
on February 6, 1989; and
WHEREAS, the request is categorically exempt in accordance with the
provisions of the California Environmental Quality Act; and
WHEREAS, a Staff Report was submitted recommending the application be
conditionally approved; and
WHEREAS, the Planning Commission heard and considered all said reports,
recommendations and testimony hereinabove set forth;
WHEREAS, on February 6, 1989, the Planning Commission adopted Resolution No.
89-002 approving PA 88-054 Conditional Use Permit and Site Development Review for
a freestanding sign; and
WHEREAS, the Applicant appealed the Planning Commission action approving PA
88-054 Conditional Use Permit and Site Development Review; and
WHEREAS, proper notice of said public hearing was given in all respects as
required by law; and
WHEREAS, the City Council held a public hearing on the Appeal on February _

WHEREAS, the City Council heard and considered all reports, recommendations
and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin City Council does hereby
find:
a. The use is required by the public need in that it provides visible
identification to the general public for the Dublin Security Storage/Ryder Truck
Rental.
b. The use would be properly related to other land uses and transportation
and service facilities in the vicinity.
c. The use, if permitted under all circumstances and conditions of this
particular case, will not materially affect adversely the health or safety of
persons residing or working in the vicinity, or be materially detrimental to the
public welfare, or injurious to property or improvements in the area, as all
applicable regulations will be met.
d. The use will not be contrary to the specific intent clause or
performance standards established for the district in which it is to be located,
in that conditions have been applied to insure conformance with the Zoning
Regulations.
BE IT FURTHER RESOLVED THAT THE Dublin City Council does hereby
conditionally approve said application as shown on Exhibits B and C, as attached
and on file with the Dublin Planning Department and subject to the following
conditions:
CONDITIONS OF APPROVAL.:.
Unless stated otherwise, all Conditions of Approval shall be complied with prior
to issuance of building permit or the establishment of the proposed land use
activity and shall be subject to Planning Department review and approval.
1. The freestanding sign shall not exceed a maximum height of 35 feet and shall
not exceed a total maximum sign area of 84 square feet single-faced and shall be
for the purpose of the on-site business identification.
2. The freestanding sign shall be located a minimum of 10' from the southerly
property line and located within the existing landscape planter area. Final
placement to be reviewed and approved by the Planning Department,
3. The Applicant shall re-landscape the planter area in front of the manager's
office. Planting plan shall include the use of 5 gallon shrubs. The landscape
planter shall be provided with an irrigation system.
4. A landscape and irrigation plan shall be reviewed and approved by the
Planning Department prior to or concurrently with issuance of the sign permit.

APPROVING PA 88-054 DUBLIN SECURITY STORAGE CONDITIONAL USE PERMIT REQUEST
FOR A 35 7FOOT TALL SINGLE-FACED FREZSTIMING SIGN
LOCATED AT 6005 SCARLETT COURT
WHEREAS, Shirley Simpson-Johnson', representing Arrow Sign Company, filed an
application for a Conditional Use Permit to locate a 35 foot tall single-faced
freestanding business identification sign, located at 6005 Scarlett Court; and
WHEREAS, the Planning Commission held a public hearing on said application
on February 6, 1989; and
WHEREAS, proper notice of said public hearing was given in all respects as
required by law; and
WHEREAS, the request is categorically exempt in accordance with the
provisions of the California Environmental Quality Act; and
WHEREAS, a Staff Report was submitted recommending the application be
conditionally approved; and
WHEREAS, the Planning Commission heard and considered all said reports,
recommendations and testimony hereinabove set forth;
NOV, THEREFORE, B? IT RESOLVED THAT THE Dubli- Planning Co=ission does
hereby find:
a. The use is required by the public need in that it provides visible
identification to the general public for the Dublin Security Storage.
b. The use would be properly related to other land uses and transportation
and service facilities in the vicinity.
C. The use, if permitted under all circumstances and conditions of this
particular case, will not materially affect adversely tae health or safety of
persons residing or working in the vicinity, or be materially detrimental to the
public welfare, or injurious to property or improve=en:s in the area, as all
applicable regulations will be met.
d. The use will not be contrary to the specific intent clause or
performance standards established for the district in ;:hich it is to be located,
in that conditions have been applied to insure confe^ance with the Zoning
Regulations.
BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission does hereby
approve said application as shorn on Exhibits B an..i C, as attached and on file
with the Dublin Planning Department and subject to the following conditions:
CONDITIUNS OF APPROVAL:
Unless stated otherwise, all Conditions of Approval shall be complied with prior
to issuance of building permit or the establishment of the proposed land use
activity and shall be subject to Planning Department review and approval.
1. The freestanding sign shall not exceed a m3xiu= height of 35 feet and shtli
not exceed a total maximum sign area of 84 square fee: single-faced and shall be

5. The Applicant shall comply. with all applicable Building Code requirements,
6. Building permits for the proposed sign shall be secured and construction
commenced within six (6) months after the effective date of this permit.
7. Any modifications to said sign shall be subject to review and approval of
the Dublin Planning Department.
8. This permit shall be valid for one (1) year, expiring on February 15, 1990,
to correspond with the expiration of PA 88-120/121 Dublin Security Storage/Ryder
Conditional Use Permit. The approval for the Conditional Use Permit may be
extended for up to two (2) additional years by the Planning Director upon the
Director's determination that the conditions are being complied with and remain
adequate to ensure that the stated findings will continue to be met. The
Applicant must submit a written request of the extension prior to the expiration
date of the permit.
9. This permit shall be revocable for cause in accordance with Section 8-90.3
of the Dublin Zoning Ordinance.

Cm. Barnes opened the public hearing and called for the Staff Report.
Ms. Hoffineister indicated that this application had been continued from the
October 17 , 198S Planning Commission meeting. The Conditional Use Permit
request was to allow up to a 35' tall double-faced freestanding sign which as
proposed would be setback 5 feet from the southerly property line and 50 feet
from the easterly property line. The proposed sign face would be 15 feet by
7.5 feet. (112.5 square.• feet for each side) , Ste=: has prepared too bl.

Ms. Hoffineister indicated that the Planning .Commis sion has approved signs for
nearby sites that were smaller in size than the Applicant's proposed sign size
area. Staff feels the requested area should be modified to be compatible with
surrounding landscape area and other sign approvals nearby. A sign size of 7
x 12 (84 square feet per face) would be more appropriate for this site.
Ms. Hoffineister stated that if the Planning Commission felt that the
freestanding sign size was inappropriate for this site, the Applicant could
construct on-site wall signs and request a special easement sign. A special
easement sign could be considered and located near the Scarlett Court right-
of-way.
Ms. Hoffineister indicated that Staff recommends approval of the Conditional
Use Permit for a 35' freestanding sign with Staff's recommended dimensions and
location which are incorporated within the resolutions and exhibits.
Ms. Shirley Simpson=Johnson, representing Arrow Sign Company, indicated that
she foresaw no problems with relocating the sign depicted on Exhibit B. She
indicated that the sign was to be single: faced, not double-faced and does not
want the sign reduced 30% from her proposed sign dimensions. She asked that
the Planning Commission take a look at the site. She felt that the larger
sign when viewed from the road, would appear to be the same size as other
smaller signs nearby, and allowing a reduced sign size would be a disservice
to her client and the public.
Cm. Barnes closed the public hearing.
Cm. Zika asked what the sign coloring would be.
Ms-.•Simpson-Johnson indicated that the background color would be yellow wit^ - -
black letters.
Cm. Burnham asked for clarification on the sign area.
Ms. Hoffineister indicated that the sign criteria should be proportionate with
the landscaping area and similar in size with the already existing signs on
that road.
Cm. Burnham asked if a double-faced sign was permitted.
Ms. Hoffineister was under the impression that the Applicant was requesting a
double-faced sign. If the Applicant wanted to add to the sign later this
would be within the City's regulations. THe use permit was necessary only
because the sign height was above the 20' permitted height.
Cm. Zika asked if 112' square feet on the back side was still in conformance.
Ms. Hoffineister indicated yes, this would be permitted without further City
review, since there was no other means of signage on the property.
On motion from Cm. Zika changing Condition #1 from double-faced to a single-
faced sign, seconded by Cm. Burnham, and with a vote of 4-0 (one absent) , the
Planning Commission adopted

A 35-FOOT TALL SINGLE-FACED FREESTANDING SIGN LOCATED AT 6005 SCARLETT COURT
The Applicant indicated that she would like this item continued in order to
discuss the size of the sign. The Planning Commission discussed with the
Applicant the correct hearing procedures.
Cm. Burnham asked what happened to the previous sign that was on the wall.
Ms. Hoffineister indicated that the previous wall sign exceeded the required
sign area and the other sign was illegal and not allowed under the Zoning
Ordinance. . The zoning investigator requested the signs be removed.

Ms. Hoffineister indicated that this-application was for a Conditional Use

Permit re4uest to allow a donation trailer located on the easterly portion e=
the Shamrock Village Shopping Center.
Ms. Hoffineister indicated that on January 5, 1987, the'Planning Commission
approved a one-year use permit/for a donation trailer in the Mervyns' parking
logy On January 18, 1988, the Planning Commission°denied a use permit to
allow the donation trailer/in the Howard Johnson's hotel parking lot. This
decision was upheld by the City Council on February 22, 1988. On October 27/
1988 , the Planning Director approved a Site Development Review waiver to alTo::
minor exterior alterations for the Goodwill. Store. On November 8, 1988, -tCe

Planning Director approved a Site Development Review to install three, fascia
mounted signs for the Goodwill Store. yrfinor interior and exterior
alterations were made to an existing commercial space to allow the.-,operation
of the Goodwill?'Retail Outlet.
Ms. Hoffineister indicated that the,'�zoning ordinance does not:i�clearly establish
a definition for a donation station. However, this type of- use is simliar to
recycling,/centers. Recycling centers are permitted within the C-1 district
with the/approval of a Conditional Use Permit.
Ms. Hoffineister discussed all possible locations for the donation trailer on

We are appealing the Planning Commission's decision to
reduce the size of our proposed sign from 15 feet by
7.5 feet to 7 feet by 12 feet .
Our appeal is based on the facts that:

UB�� All Freestanding Signs shall be located in a planter of
appropriate dimension; :
C) All Freestanding Signs shall be located within the middle
one-third (1/3) of the street frontage when said Freestanding
Sign is within twenty (20) feet of said street frontage;
D) All Freestanding Signs shall in no case be located closer than
fifty (50) feet from the right-of-way of an Interstate
Freeway;
E) No Freestanding Sign shall project into a public right-of-way,
2) Height
` A) Maximum sign height shall not exceed ten (10) feet when said
sign is located adjacent to a street frontage property line;

B) Maximum sign height may be increased one-half (1/2) foot for
each one foot the sign is set back from the nearest street
frontage up to a maximum :twenty (20) foot height. Except
Freestanding Signs located on parcels, or collections of
parcels under common ownership and use, four acres or greater
in size, or single-use parcels one-and one-half acres or
greater in size, may utilize signs up to a maximum height of
thirty-five (35) feet, subject to approval of a Conditional
Use Permit pursuant to Sections 8-87.60 d) and 8-94.0;
C) All Freestanding Signs with an overhang extending over a
driveway, alley, or other vehicular access shall have a
minimum clearance of fourteen (14) feet.
3) Sign Area
A) Maximum sign area shall not exceed thirty (30) square feet for
double-faced signs or fifteen (15) square feet for single-
faced signs when said sign is located on a street frontage
property line;
B) ;Maximum sign area may be increased five (5) square feet for
each one (1) foot the sign is set back from the nearest street
frontage, not to exceed one hundred and fifty (150) square
feet for a single faced sign or three hundred (300) square
feet for a double faced sign;
C) The maximum sign area for double-faced signs shall be twice
the amount permitted for single-faced signs, with the sign
surface area split equally between, the two sides of the sic-n
pursuant to the maximum permitted area (Section 8-S7.34 b) 3)

a Service Station Price Sign-(see Sections 8-87.35 and 8-87.50

thirty-two (32) square feet.
4) Sign Proportion
A) Freestanding Signs shall be proportionately dimensioned with
the sign face width not' to exceed one-half the sign's total
height and the sign face height not to exceed three-tenths the
sign's total height. The two dimensions may be interchangable
(sign proportion— 0.3 ht, x 0.5 ht.). Minor adjustments in
sign proportions consistent with the purpose and intent of
this Ordinance may be granted subject to Site Development
Review approval by the Planning Director. [Ord. No. 6-87,
January 1987]
Sec. 8-87.35 ALTERNATE TYPES OF FREESTANDING SIGNS. The following chart
summarizes the dimensional, tenant !and copy restrictions for alternate
types of freestanding Business Signs: All five of these alternate types of
Freestanding Signs shall be subject to Site Development Review, pursuant to
Section 8-95.0, to assure the signs conform to the established or proposed

Sec. 8-87.66 DESIGN CRITERIA.
a) The Planning Director shall consider the following factors in the review
of each proposed sign:
1) Visibility and legibility (letter height and legibility,
contrast-background relationship, and placement and location) ;
2) Impact of other immediate signs in terms of visibility and
legibility;
3) Traffic conditions, including but not limited to, traffic safety
and circulation, visibility, road width, curb cuts, or driveway
indentations, medians, proximity of major intersections, signals
or stops, average traveling speed any other natural or physical
obstruction;
4) Night-time use considerations including intensity of illumination
(of sign being reviewed, of other i=ediate signs and of other
light sources such as street lights or canopy lights) , competition
and interference of light sources and intrusion of light into
residential areas.
b) Each proposed sign shall be reviewed for ccr-formity to the followin g
criteria:
1) The siV: shall relate to the architec=ral design of the building.
An attractive scale between the sib, the building and the
immediate surroundings shall be mainta:::ed;
2) To the extent feasible, a sign shall be graphic with desi zn.
emphasis on simplicity, style, trademark, business identification
and sy—,bcl. Wording shall be an integral part of the overall
design;

3) All light sources shall be adequately diffused or shielded;
4) The sign's supporting structure shall be as small in density and
as simple as is structurally safe;
5) Multiple signing on a single-faced building shall be reviewed for
coordination of all signs architecturally and aesthetically;
6) Plastic-faced signs with white internally illuminated backgrounds

Development Review process, Where projecting' .sips are utilized, the
maximum allowable area of wall signs shall be reduced by the-r. amount of
sign area used for the projecting sign(s), Where used in conjunction
with Freestanding Signs, the aggregate allowable area for Wall Signs and
Projecting Signs shall be reduced by the amount of sign area used for
the Freestanding Sign. Where more than one tenant space receives
benefit from the identification provided by the Freestanding Sign (i.e.,
the tenant is specifically identified on the Sign or the Sign identifies
the name of the center), the reduction in aggregate allowable sign area
due to the use of Freestanding Sign shall be proportionately assessed to
each tenant space on a prorata basis determined by relative Primary
Building Frontage lengths.
b) No part of any. Wall Sign or Projecting Sign' shall extend above the
Roof-Line of the building-elevation on which the sign is displayed.
c) Attached Wall Signs shall be parallel with the building face and shall
project not more than twelve inches therefrom except Wall Signs
projecting from twelve to thirty inches from the wall to which they are
attached are permitted with Site Development Review pursuant to Section
8-95.0.
d) Only one Projecting Sign shall be permitted for each business.
e) Projecting Signs shall not extend from the front wall to which they are
attached a distance greater than seven percent (7%) of the Business
Building Frontage or eight feet, whichever is less.
f) Projecting Signs shall be located within the middle one-third (1/3) of
the front wall of the business building to which they are attached.
g) Projecting Signs shall have a clearance of eight feet above the ground
and fourteen feet above a driveway, alley, or other vehicular accessway.
No such sign shall project into a public right-of-way.
h) Supporting members for Wall Signs and Projecting Signs shall appear to
be an integral architectural part of the building, and any required
bracing shall be minimized.
Sec. 8-87.34 FREESTANDING SIGNS.
a) Only one Freestanding Sign shall be permitted per parcel with an
exception for parcels of four acres or greater in size located adjacent
to I-580 or I-680 pursuant to Section 8-87.60 g) Signs Requiring
Conditional Use Permits, [Ord, No. 6-87, January 1987]
b) Freestanding Signs shall be subject to the following conditions:
1) Location
A) No Freestanding Sign shall be permitted within the required
front, side or rearyard setback areas;

waive the solid fencing requirement along a portion of the perimeter of
the site.
April 27, 1977: Alameda County approved a Variance (V-7281) to create
two (2) building sites without street frontage.
October 4, 1978: Alameda County approved a Conditional Use Permit (C-
3466) to allow office use and outside storage of recreational vehicles
in the M-1 District and approved a Variance (V-7766) to reduce the
southerly sideyard to a 0' setback where 10' is typically required for
construction of storage buildings.
August 4, 1986: The Dublin Planning Commission approved a Conditional
Use Permit request and Site Development Review (PA 86-060.1 and .2) for
construction of two-story mini-storage structures (70,000 square feet)
and conversion of existing 12,600 square foot building to mini-storage,
with an on-site manager's office (this approval expired on August 14,
1987) .
October 17, 1988: The Dublin Planning Commissoin continued
consideration of a Conditional Use Permit request (PA 88-054) for a
freestanding sign where Staff discovered that the sites' Conditional Use
Permit had expired and the site was being used for Ryder Truck Rental
operation.

APPLICABLE REGULATIONS:
Section 8-87.34(c) of the City's Zoning Ordinance provides an exception
to the 20-foot maximum sign height requirement whereby collections of parcels
under common ownership and use four acres or greater in size, or single use
parcels one and one-half acres or greater in size, may utilize a sign up to 35
feet tall subject to approval of a Conditional Use Permit.
Section 8-94.0 states that conditional uses must be analyzed to
determine: 1) whether or not the use is required by the public need; 2)
whether or not the use will be properly related to other land uses,
transportation and service facilities in the vicinity; 3) whether or not the
use will materially affect the health or safety of persons residing or working
in the vicinity; and 4) whether or not the use will be contrary to the
specific intent clauses or peformance standards established for the district
in which it is located.
Section 8-94.4 states the approval of a Conditional Use Permit may be
valid only for a specified term, and may be made contingent upon the
acceptance and observance of specified conditions, including but not limited
to the following matters:
a) substantial conformity to approved plans and drawings;
b) limitations on time of day for the conduct of specified activities;
c) time period within which the approval shall be exercised and the proposed
use brought into existence, failing which, the approval shall lapse and be
void;
d) guarantees as to compliance with the terms of the approval, including the
posting of bond;
e) compliance with requirements of other departments of the City/County
Government.

NOTIFICATION: Public Notice of the February 6, 1989, hearing was published
in The Herald, mailed to adjacent property owners, and posted in public
buildings.
ANALYSIS:
The Applicant is requesting approval of a Conditional Use Permit for a
35-foot tall freestanding sign at Dublin Security Storage, 6005 Scarlett
Court.
The proposed double-faced freestanding sign is setback approximately 5
feet from the southerly property line and 50 feet from the easterly property
line and approximately 320+ feet from Scarlett Court. The proposed sign face
is 15 feet by 7.5 feet (225 square feet double-faced sign area of 112.5 square
feet for each single-faced side) .
A freestanding sign may utilize allowable sign area from the primary
building frontage and/or secondary building frontage. There are no existing
signs on this site. The proposed freestanding sign is in compliance with the
Sign Ordinance regulations based on setback, height and maximum allowable sign
area and proportion of sign area. The signs proposed placement would need to
be modified to allow for the required 10-foot minimum setback from the
southerly property line. Staff has prepared two possible alternative
locations (shown on Exhibit B, Site Plan) which would meet the City code
setback requirements.
The Commission has approved similar types and heights of signs on
nearby sites (i.e. , Valley Volvo, Nissan) . However, the sign area of these
more recent approvals were considerabliy smaller (66+ square feet each face)
than the Applicant's proposal (112 square feet, each face). City code allows
for consideration of up to a 300 square feet double faced sign area (150
square feet, each face) . The Applicant's requested area is 112 square feet
per face. Staff believes the Applicant's requested area should be modified to
be more compatible and proportional to available landscape area and to be more
consistent with the nearby newer approvals. A sign size of 7 x 12 (84 square
feet per face) would be more in proportion to the existing landscape planter
area which is 10 - 12 feet wide.
If the Commission feels a freestanding sign over 20 feet tall is
inappropriate for this site, the Applicant could construct on-site wall signs
request a special easement sign.
Since this site has a legal recorded access easement from Scarlett Court
across Valley Volvo/Nissan/Mitshubishi property, a special easement sign could
be considered and located near the Scarlett Court right-of-way, allowing for
customers to better identify the sites driveway of of Scarlett Court that
leads to the Mini Storage Ryder site.
Staff recommends approval of the Conditional Use Permit for this
proposed freestanding sign with the Staff alternative recommended
dimensions/location.
RECOMMENDATION:
FORMAT: 1) Open public hearing and hear Staff presentation.
2) Take testimony from Applicant and the public.
3) Question Staff, Applicant and the public.
4) Close public hearing and deliberate.

We propose one 7 ' 6" x 1510" illuminated display to be
thirty-five feet from top. to grade.
Due to the location -of the above referenced property
it is imperative that the Dublin SecuriL-v Storage
facility be allowed adequate identification. The
property is accessible only by private road off the
nearest main street, Scarlett Court. It is set back
a great distance from the street: and therefore very
hard to locate.
There are no costs to the City of Dublin in the granting
of this request. It is, however, beneficial to the
comanunity as it will offer increased visibility of a
service the community needs .

Cm. Barnes opened the public bearing and called for the Staff Report. .
During review of this application Staff discovered that one of the Applicant's
current site uses (Ryder truck rental) had been established without obtaining
a City approved use permit and the previous use permit (PA 86-060) which
allowed for rented space of outdoor storage for private vehicle storage and
expansion of the mini-storage operation lapsed in August 1988.
Staff recommends that this item be continued to allow Staff an opportunity to
work with the Applicant and property owners in submitting additional permit
applications for consideration concurrently with this application.
Staff has reviewed this matter with the Applicant who is in agreement with the
continuance. Upon submittal of -the additional information Staff will
reschedule and renotice the application for a future public hearing.
There being no comments from the public or the Commission, Cm. Barnes
continued the item indefinitely.
