SUBJECT Police Patrol Vehicle Purchase

RECOMMENDATIONS Authorize Staff to solicit bids for five( 5 )
marked patrol vehicles and solicit bids for
detailing and transfer of emergency equipment to
all vehicles.
FINANCIAL STATEMENT: Estimated cost per patrol vehicle - $15 ,405
Estimated cost for detailing and transfer of
emergency equipment for all vehicles - $7,265
Sufficient reserves are available in the Internal
Service Fund.
DESCRIPTION Currently, the City owns nine( 9 ) police vehicles;
eight( 8 ) marked units and one ( 1 ) unmarked vehicle. Based on the current
mileage of City owned police vehicles at least five( 5 ) marked vehicles
should be replaced during fiscal year 89/90. Warranty on the vehicles
will expire on July 21 , 1989. The other four( 4 ) patrol vehicles and
one( 1 ) unmarked vehicle should be replaced in fiscal year 90/91 . This
would allow replacement of only those vehicles which will reach 80, 000
miles during 89/90 or will cost the City a significant amount in repairs.
Most major mechanical problems and repairs. occur during the 80-90, 000 mile
period. In addition, breakdowns and tow-ins increase beyond acceptable
limits after 80, 000 miles. Police Services must have a dependable pool of
reliable emergency service vehicles .
In accordance with City' s Purchasing Ordinance, the replacement of police
vehicles should be the result of a competitive bid. In addition to the
vehicle itself, consideration will be given to the cost/benefit of buying
an extended warranty/service package for each vehicle as well as the cost
of transferring and replacing all associated radio and emergency equipment
from the old cars to the new cars and/or replacement.
The City will have sufficient reserves in the Internal Service fund to
replace these vehicles in Fiscal Year 1989-90 and 1990-1991 .
As of March 1989 , Police vehicles had the below listed mileage and will be
approaching approximately 80, 000 miles on the dates indicated.

All existing emergency equipment will be transferred to the new vehicles.
This service is available from Alameda County Communications, the major
vendor and installer of police communications equipment in Alameda Count%-.
Each vehicle will require two City decals, striping and lettering. These
services are available from MCR Company of Oakland and Everetts Sign
Design of Dublin.
