SUBJECT 1989/90 Roberti-Z 'berg-Harris Urban Open
Space and Recreation Grant Program

FINANCIAL STATEMENT $11 , 024 is available under this
program, however the City must provide
$4 ,725 in matching funds.
DESCRIPTION Staff has received notification that the
City has received the following allocations under the Roberti-
Z 'berg-Harris Urban Open Space and Recreation Grant Program:

This local assistance program was started in 1976 through passage
of SB 174 (Roberti ) . The criteria and matching requirements were
revised in 1984 through passage of AB 737 (Harris ) . The Harris
Amendment to the program changes the matching requirements to 700
State/30% local instead of 75% and .25% . One-third of the local
match must now come- from private or nonstate sources , unless
waived.
The intent of the program is to meet the most urgent and unmet
recreational needs in California, with emphasis on unmet needs in
the most heavily populated and most economically disadvantaged
areas within each jurisdiction. . Urban local governments receive
the greatest portion of the available funds ( 83% ) as block
grants . 170 of the annual appropriation is awarded through a
competitive process based on need. Ncnurban juriSdic! icr::_
compete for the majority of those needs-basis funds .
Block grant applications may be submitted beginning May 1 , 1989
and you must have a signed agreement by June 30 , 1990 or the
funds revert back to the State. Staff recommends that these
grant funds be allocated for the renovation of Shannon Park.
This recommendation is based on the following:
1 . This project meets the criteria established by the
State and it is the only park project currently
scheduled for FY89-90 .
2 . This grant program requires a 30% local match with
one-third of the match coming from private or non-state
sources . Shannon Park is utilizing General Fund monies
which qualify for the local match as well as EBRPD
Grant monies which qualify for the private or non-state
match.
Attached are. the completed applications for each of funding
sources (Proposition 70 and Proposition 99 ) . The revised funding
for the Shannon Park Renovation is -as follows :

The Park and Recreation Commission concurred with staffs
recommendation to allocate this funding towards the Shannon Park
Renovation. It is , therefore, staffs recommendation that the
City Council adopt the resolution in Exhibit B approving the
application for grant funds under the Roberti-Z ' berg-Harris Urban
Open Space and Recreation Program.

Description of Project(Brief) The major design objective of the Shannon Park Renovation is to expan
the park and recreational potential of the site in a manner that is c,-nsistent with and retains
the character of the existing park and is compatible with the adjacent neighborhood. A masterplan
was prepared for this site in April of 1986 that recommends the following development:
1 . Expansion & development of a childrens play facility 4. Parking Improvements
2. Spray Pool 5. Revegetation of Creek
. 3. Shannon Center Entry Development 6. Hillside planting area
7. Garden patios
Additional—development of shannon Park includes picnic tables, revised walking park
lighting, additional creek crossing and tree plantings.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

A RESOLUTION APPROVING THE APPLICATION OF
GRANT FUNDS UNDER THE ROBERTI-Z'BERG-HARRIS
URBAN OPEN SPACE AND RECREATION PROGRAM
WHEREAS, the Legislature of the State of California has
enacted the Roberti-Z 'berg-Harris Urban Open Space and Recreation
Program, which provides funds to certain political subdivisions
of the State of California for acquiring lands and for developing
facilities to meet urban recreation needs ;
WHEREAS, the State Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program, setting up necessary procedures governing application by
local agencies under the program; and
WHEREAS, said procedures established by the State Department
of Parks and Recreation require the applicant to certify by
resolution the approval of applications prior to submission of
said applications to--the State; and
WHEREAS, said applications contain a certification that the
applicant will comply with all federal , state, and local
environmental, public health, relocation, affirmative action, and
clearinghouse requirements and all other appropriate codes , laws ,
and regulations prior to the expenditure of the grant funds ; and
WHEREAS, the project( s ) applied for under this program must
be of a high priority and satisfy the most urgent park and
recreation needs , with emphasis on unmet needs in the most
heavily populated areas ;
NOW THEREFORE, BE IT RESOLVED THAT THE City Council of the
City of Dublin does hereby:
1 . Approves the filing of an application for funding under
the Roberti-Z 'berg-Harris Urban Open Space and
Recreation Program; and
2 . Certifies that said agency understands the general
provisions of the agreement; and
3 . Certifies that said agency has or will have sufficient
_ .funds. to. operate. .and . maintain . the proj ect( s ) ..fun.ded
under this program; and
4 . Certifies that said agency has or will have available,
prior to commencement of any work on the project( s )
included in this application, the required match; and

5. Certifies that the project( s ) included in this
application confirm to the recreation element of any
applicable city or county general plan; and
6 . Appoints the City Manager as agent of the City of
Dublin to conduct all negotiations and execute and
submit all documents including, but not limited to,
applications, agreements, amendments, payment requests,
and so on that may be necessary for the completion of
the aforementioned project( s) ; and
7 . Appoints City Attorney asolegal counsel for said agency
with authorization to sign the certification on Page 1
of the application.
