FINANCIAL STATEMENT: Cost of five( 5 ) vehicles $79, 902. 00 Cost of extended maintenance $ 9 ,875. 00 DESCRIPTION At the regular City Council meeting on March 27 , 1989 , the City Council authorized staff to seek bids on five( 5 ) police vehicles. Pursuant to the adopted purchasing ordinance the sealed bids were opened on Wednesday, April 26, 1989. The bid specifications requested price quotations on a 1989 Chevrolet Caprice SDN 1BL69 police package. The documents allowed the substitution of a comparable vehicle, provided that the bidder supplied documentation indicating a comparable vehicle. One bid was received from Shamrock Ford of Dublin. The bid was based on a 1989 Crown Victoria. The Police Chief has reviewed the specifications and found this vehicle to be comparable to the CHP specifications. The City has the ability to purchase the Chevrolet vehicles through the State of California master purchase agreement. Staff has reviewed the costs involved with participating in this program to provide a comparison to the single bid received. The following breakdown compares the purchase price of a single vehicle: STATE PROGRAM SHAMROCK FORD BID Base Price: $14, 458.21 $14 , 935. 00 Tax 1 , 012 . 40 1 , 045. 40 Delivery 85 . 00 -0- $15, 555. 61 $15, 980. 40 Credit for local sales tax share: -0- ( 149.34 ) NET COST: $15, 555. 61 $15,831 . 06 The net cost of the single bid received is within approximately two percent of the State program. The net cost includes a credit on the Shamrock Ford bid. This credit reflects the fact that the point of sale on the transaction is Dublin. Therefore, one percent of the sales tax will be recognized as revenue by the City. Section 4 ( 1 ) of the City' s purchasing ordinance indicates that ongoing maintenance may be a factor in awarding the bid. The State program offers an 85, 000 mile major parts warranty. The Ford vehicles would be covered under a 100 , 000 mile warranty. In addition, Ford Motor Company has instituted a very cost effective ongoing maintenance program. The service contract provides for scheduled maintenance services every 5 , 000 miles. This extended warranty is for a total of three( 3 ) years and a maximum of -------------------------------------------------------------------------- COPIES TO: ITEM NO. It is a very comprehensive program that covers all scheduled maintenance as well as providing coverage on wear items -- brake pads and lining, clutch lining, spark plugs, engine belts and hoses, wiper blades and shock absorbers. For comparison, staff has reviewed a vehicle maintenance cost proposal submitted by Crown Chevrolet Corporation. The three year cost for comparable maintenance by Crown Chevrolet would be $3, 000.00. The cost of acquiring the five( 5) vehicles, plus the maintenance charges total $89, 777 for the Fords and $92, 776 for the Chevrolets. The Chevrolet maintenance contract, however, does not include brakes, shocks, wiper, wiper blades, hoses , bulbs or routine repair and parts. It is estimated that these repair items would cost in excess of $1 , 500.00 each year for all five new police vehicles. Based on the total purchase cost including ongoing maintenance, staff recommends that the City Council accept the bid submitted by Shamrock Ford of Dublin.
