FINANCIAL STATEMENT If granted , direct staff to include
funding in the FY1989-90 Budget
DESCRIPTION The newly organized Dublin Substance
Abuse Council (DSAC) has asked that the City Council provide
$5 , 000 in seed money for the first year activities of DSAC .
The monies which would be spent in Dublin , would be used to
promote a drug free lifestyle in the community .
Staff has prepared a fact sheet on the Dublin Substance Abuse
Council which is attached in Exhibit A . The funding proposal
submitted by DSAC is shown in Exhibit B . Also attached in
Exhibit C is a letter from Ronald Curtis , Executive Vice
President of The Center which states that DSAC will be covered
under the umbrella of The Center . The Center , a non-profit 501
c3 , will provide. administrative support in terms of accounting ,
recordkeeping and staff support .
Karen Seals , DSAC member and the driving force behind DSAC , will
be present to address the Council and answer any questions on the
proposal . Therefore it is staffs recommendation that the Council
take the following action :
1 . Receive presentation from Karen Seals
2 . Consider request for funding
Should the Council wish to provide financial support to DSAC , it
is staffs recommendation that the funding be included in the
FY89-90 Budget .

DUBLIN SUBSTANCE ABUSE COUNCIL
FACT SHEET
Introduction
The Dublin Substance Abuse Council is an organization whose goal
is to change community attitudes towards substance abuse .
DSAC is the local sponsor of the nationwide Red Ribbon Week .
Background
In August of 1988 , Dublin resident Karen Seals spearheaded a
campaign to organize Dublin' s first Red Ribbon Week . Through her
efforts , and with the assistance of City Staff , School District
Personnel , Community Groups and local business , Dublin was
festooned with red ribbons . Because of the success of the 1988
Red Ribbon Week , there has been a growth in substance abuse
awareness and community concern has been heightened .
Needs Statement
Being a parent today is a difficult job , but so is being a kid .
Children today are faced with tough decisions at increasingly
younger and more vulnerable ages . According to one study , 36% of
4th graders felt pressure to try beer , and 4th graders are only 9
years old ! Unfortunately , the pressure on our kids to use drugs
progressively increases throughout junior high and high school .
A statewide student survey conducted by the California Attorney
General ' s Office in 1987 , reported that 85% of 11th graders had
experimented with drinking and 51% had tried illegal drugs .
The followup survey conducted in 1988 , showed that 82% of 11th
graders had experimented with drinking and 42% had tried illegal
drugs . Clearly , we need to help our children know how to resist
pressure from their peers to use drugs . Our local police report
that 70% of all their calls are substance abuse related . . . . and it
is the 3rd leading cause of death in the State of California .
Goals
1 . To promote awareness of the Substance Abuse Program
2 . To alert parents and educators to symptoms of drug and
alcohol abuse
3 . To develop and promote alternatives to drug and alcohol
abuse to promote higher self esteem
4 . To provide referrals for professional treatment
5 . To develop and promote treatment resources
6 . To work with high schools to promote peer counseling , safe
rides and Friday Night Live Programs
7 . To create a community & family environment that will provide
a stable , long term reduction of substance abuse
8 . To identify groups and programs that can better interface
or work with each other rather than alone
9 . To develop and identify community wide programs and guide
and encourage multiple group participation
10 . To act as clearinghouse for substance abuse information in
Dublin

Dear Paul:
It is with a great deal of pleasure that I write this letter regarding the
Dublin Substance Abuse Council. At THE CENTER's March Board of Directors'
meeting it was agreed that this organization would officially be covered
under the umbrella of THE CENTER.
The agreement is that THE CENTER will provide all administrative services
and support to Dublin Substance Abuse Council, inclusive of accounting and
record keeping, staff support and coordinating of fund raising.
