SUBJECT Request for Proposal - Civic Center Soil Investigation
and Geology/Seismology Report

RECOMMENDATION Authorize Staff to circulate the RFP and procurement
of the services in accordance with the City ' s
Purchasing Ordinance .

Sufficient funds are budgeted .
DESCRIPTION The development of the Civic Center project requires
the preparation of a Soil Investigation. The information obtained from this
report will be used to assure that the foundation is designed in an
appropriate manner , given the site conditions and proposed design of the
building .
In addition to the soils testing , the Building Official has made a
determination that additional seismologic information is required . Among
the factors which influenced this decision is the fact that the structure
may be categorized as an essential public building. The police facility
will include an Emergency Operating Center (EOC) which should be capable of
functioning after a disaster . Also , the shape of the building does not
clearly fit into an established category of regular shaped buildings .
Therefore , additional analysis is required to determine potential structural
deficiencies in the event of ground movement . In order for the Structural
Engineer to perform this analysis , the data from the seismology report must
be obtained .
Staff has received cost estimates made by the Architectural Firm in
consultation with the Structural Engineer . The City' s Purchasing Ordinance
requires that the procurement of services costing more than $5 , 000 must be
authorized by the City C.ouncil . Engineering Services are considered a
professional service which is not subject to formal bidding procedures .
Staff has prepared an RFP which will be distributed to firms specializing in
soils engineering . If the cost of each report is less than $5 , 000, the
Purchasing Agent can authorize the procurement without further action by the
City Council , in accordance with the local Purchasing Ordinance . If the
cost exceeds $5 , 000, Staff will submit a recommendation at a future City
Council meeting .
Staff would recommend that the City Council authorize circulation of the RFP
and procurement of the services in accordance with the City ' s Purchasing
Ordinance.

Soil Investigation and Geology/Seismology Report
Request for Proposal
April 27, 1987
The City of Dublin is nearing the completion of the Design Development phase
for a new 48,000+ square foot Civic Center. A design team led by the
architectural firm of George Miers and Associates has developed preliminary
documents for the project. A project description has been provided for your
review.
The City is now seeking the services of a qualified Soils Engineering firm to
prepare a Soil Investigation and Geology/Seismology Report.
Scope of Work Requested.
The extent of the work required by the City will include the following:
1. A Soils Investigation Report which can be used to develop the proper
design and construction of the foundation.
2. A Geology/Seismology report, which will provide the structural Engineer
with spectral design curve information. The report should follow the
criteria stated in the letter dated April 20, 1987 from Vogel & Meyer
Partnership to George Miers & Associates. The data will be utilized by
Vogel & Meyer to prepare a structural dynamic analysis.
3. The consultant selected will be required to provide 6 (six) copies of
the final reports.

Five copies of the proposal shall be submitted no later than 10:00 a.m. , May
13, 1987 to:

Proposal Content
Each proposal shall address the issues identified in the Scope of Work. Firms
may submit additional information which would be relevant to this project.
The submittal shall also provide information on the following: .
1. Briefly explain your approach to the Soils Investigation based on the
information provided in the RFP. This should include an estimate of the
number of test borings you would provide.
2. List other projects in the vicinity of the Dublin Civic Center, for
which your firm has provided geotechnical services. Include the
location, clients name, and brief description of the services provided.
3. List other projects which your firm has provided geotechnical input for
a structural dynamic analysis. Please include the location, client, and
structural engineer.
4. Discuss the key elements you would include in the reports.
5. Describe the amount of time required to complete the testing and prepare
the reports.
6. Complete the Proposer Data Sheet and include the document as part of
your submittal.

Selection Criteria
The following shall serve as a guideline for the selection of a firm to
prepare the requested reports. The City reserves the right to amend the
criteria and selection process. The City may elect to interview
representatives of firms whose response most closely meets the City's current
needs prior to a determination. The criteria are not shown in any priority
order. The criteria may include but shall not be limited to the following:
--- Cost
--- Length of time required to prepare the report.
--- Background and experience in preparing similar reports.
--- A review of the proposed approach in relation to the size and type
of project.

Project Description
Purpose and Need
The City of Dublin has identified the need and provided funding ror the
development of permanent City Administrative Offices and Police Facility.
The proposed 48, 000 + square foot facility is to be located at a central
location to service the existing City and areas which may be annexed into
the City in the future.
The proposed facility is planned' to accommodate City Administrative Offices
and a Police Facility. The Civic Center will provide parking space for
approximately 214 vehicles. The majority of the parking will. be open for
use by the general public and may serve as overflow parking for the
adjoining Dublin Sports Grounds complex.
Project Design
The project site involves an 11. 6 + acre property at the southwest corner
of Dublin Boulevard and Sierra Court. The subject property is north of
Interstate 580 between the Alamo Canal and a new entry road recently
constructed at Sierra Court. The facility is designed as two semi-circular
wings with an interior courtyard. The exterior has a paved plaza area
adjacent to the main entrance.
The Administrative Offices Wing is proposed to accommodate the following
components: office space for Administration, Finance, Recreation, Planning,
Building, and Engineering/Public Works; a Regional Meeting Room containing
1250 + square feet; a 150 + seat Council Chamber; a community television
studio; employee locker room; and associated support facilities. The size
of the Administrative Office Wing including the Council Chambers, Regional
Meeting Room, and Cabletelevision studio is proposed to be approximately
29, 300 square feet.
The Police Facility Wing is proposed to contain space for the following
functions : Administration/Records, Investigations, Patrol, Communications,
Short-term Holding Facility, Emergency Operations Center, and other support
facilities . Adjacent to the Police Facility will be covered parking and an
area to clean vehicles . The facility will have an enclosed sally-port for
use in the transfer of individuals in custody to the holding area. The
Police Wing is proposed to contain approximately 18, 710 square feet.
Construction activity with the project 's development will include grading,
site clearing, paving, drainage, building construction, and lighting. The
project will be constructed to comply with State of California Development
Requirements for Handicapped Accessibility and with Title 24 Energy
requirements .

A noise study was conducted at the site to determine noise contours. The
noise at the site ranged from 60 db to 75 db with the higher levels
registering adjacent to I-580 and Dublin Boulevard (see diagram) . The
majority of the building will occur in the area with a 60db reading. The
construction of . the building will include noise insulation features to
mitigate any unacceptable conditions.
Location and Configuration
The project is located on approximately 11. 6 acres fronting Dublin
Boulevard immediately west of the intersection of Sierra Court.
Approximately 0. 8 acres of the site has been utilized for the construction
of an entry roadway. The location is immediately adjacent to local and
regional transportation routes . A traffic signal at Sierra Court will
control access to and from the site. A secondary access on the west side
of the project will provide access for Police Vehicles and deliveries .

Gentlemen:
Our seismic design for the police facility will be based upon dynamic loading,
deflection, and ductility demand as determined from two spectral design
curves. , These curves should be provided to us by a geology-seismology report.
The geotechnical /seismology report should provide a . maximum probable
earthquake spectrum and a maximum credible earthquake spectrum.
The probable spectrum prescribes the lateral forces which the structure must
resist without significant damage to structural elements and with the
structure remaining essentially elastic. The event causing the probable
spectrum shall have an 80% probability of not being exceeded within 100 years.
The credible spectrum is utilized to evaluate the capability of the structure
to resist collapse within the prescribed limits of permissible non-elastic
. action and ductility limits. The respons'e' levels specified by this spectrum
would be generated by' the maximum earthquake which may ever be expected during
the life of the structure.
Please forward this request for information to the owner so that we may begin
our analysis.
