RECOMMENDATION 1 ) Approve Option I

FINANCIAL STATEMENT Total cost of renovation is $100, 150 .
$53 , 500 will be funded by the 1984
Senior Center Bond Act . The remaining
$46, 650 will be funded by the City' s
General Reserve
DESCRIPTION In September of 1985 staff prepared a
grant request for funds under the 1984 Senior Center Bond Act'.
The $73 , 650 requested, and awarded, was for renovation of the
Fallon School Multi-Use Room for a Senior Citizens Center as well
as the startup costs associated with establishing a senior
program. The costs are broken down as follows :
Alteration/Renovation $53, 500
Equipment 5, 350
Startup Costs 14, 850
TOTAL $73, 650
The cost estimates utilized in the grant proposal were determined
by a . cursory review of the building by the City' s Building
Department and a local contractor, painter and electrician. An
in-depth study as to the condition of the physical structure and
the extent of the renovation that would be required was not done
due to time constraints placed on staff in order to take
advantage of the grant funding available . Consequently, staff
underestimated the costs associated with the necessary
renovation.
Grossmann Design Group was retained by the City to prepare
preliminary plans, cost estimates and outline specifications for
the proposed renovation. Their review of the building is
complete and the cost estimates they have prepared are attached.
The cost summary and project description for each option is as
follows :
Option 1
This option would provide for renovation of the entire building
and bring it into compliance with applicable State codes .
Assembly Room - Remove basketball hoops, tables in walls and
projector platform; replace doors and windows ; repair broken
light fixtures ; paint interior; clean floor; install new
drapes/blinds .

Kitchen - Replace doors and windows; install fire protection
system in exhaust hood; overall cleaning of floors and
walls .
Meeting Room - Paint; repair floor and ceiling; install
carpet; replace doors .
Restrooms - Remodel to accommodate handicapped
accessibility.
Stage - Paint ; replace damaged acoustical tiles ; refinish
floors ; install handicapped lift .
Cost : $100, 150 Shortfall : $46, 650
Option 2
This option would provide for renovation of the Assembly Room,
Kitchen, Restrooms and Stage as noted above, deleting the Meeting
Room from the work to be done. Consequently the Meeting Room
would be unusable for anything other than storage .
Cost : $97, 170 Shortfall: $43 , 670
Option 3
This option would provide for renovation of the Assembly Room,
Kitchen and Restrooms . The Stage and Meeting Room are not
included and would remain in much the same condition as they are
currently. (The stage lift would be included as this is a
requirement for handicapped accessibility) .
Cost : $90, 400 Shortfall : $36, 900
Option 4
This option would bring the building into compliance with
applicable State codes, but would not provide for interior or
exterior painting or upgrading of the Stage and Meeting Room.
Cost : $87, 100 Shortfall : $33, 600
Of the four options, staff would recommend Option 1 . Although
this is the most expensive option, this option provides for
renovation of the entire building which will leave us with a more
functional, attractive and usable facility.
Therefore, it is recommended that the Council take the following
action:
1 . Approve Option I
2 . Direct staff to include an additional $46, 650 from the
General Rserve in the update of the Five Year Capital
Improvement Program
3 . Authorize Architect to prepare Construction Documents
based on the approved design
